Аннотация

BACKGROUND: Despite comprising more than five million practitioners and standing as society's most trusted profession, nurses remain structurally marginalized within the policy and governance systems that shape the care they deliver (National Academy of Medicine, 2021). The profession stands closest to human suffering yet furthest from the tables where that suffering is addressed.

PURPOSE: This expert commentary examines the paradox of nursing's proximity to need and its distance from power, advancing a framework that converts the profession's collective frustration into strategic action and its structural marginalization into durable political power.

METHODS: The analysis employs a critical structural approach integrating three scholarly traditions: oppressed group theory (Roberts, 1983), professional governance scholarship (Porter-O'Grady & Clavelle, 2021), and economic analyses of nursing's value (Dall et al., 2009; Pappas & Welton, 2015).

DISCUSSION: Cost-center framing, hierarchical containment, and internalized accommodation converge to produce and reproduce nursing's marginalization, even absent deliberate design. While meaningful progress is acknowledged, incremental gains have not achieved the structural transformation required. A five-point framework is offered: rejecting subordination narratives, claiming economic value, revolutionizing governance, embedding political engagement as professional expectation, and transforming collaboration from deference to authentic partnership.

CONCLUSION: Political competence is as fundamental to nursing as clinical competence. From cost to contribution, from marginalization to influence, from accommodation to transformation, nursing's full exercise of its political voice is not optional; it is the profession's deepest covenant obligation in an era of accelerating health inequality.
