Аннотация

Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis is widely used in pharmacy strategy because it is simple, familiar, and adaptable across practice, education, and management settings. However, descriptive SWOT often stops at factor identification, offering limited support for prioritization, stakeholder comparison, and strategic action in multi-stakeholder pharmacy contexts. This article develops a conceptual-methodological framework for advancing SWOT through quantification, stakeholder-sensitive comparison and strategic translation. An illustrative mixed-methods university-industry pharmacy education application is used only to demonstrate operationalization of the framework, serving as a methodological example rather than a definitive evaluation of a local program. The framework advances descriptive SWOT through five stages. First, SWOT defines the focal strategic profile. Second, broader macro-context is distinguished from organization- or program-specific diagnosis through Political, Economic, Social, Technological, Environmental, and Legal (PESTEL) analysis. Third, factor importance is quantified using analysis-appropriate methods, ranging from ordinal rating and continuous scoring to weighting, sensitivity analysis, or uncertainty-sensitive approaches. Fourth, gap analysis identifies alignment or separation in how groups prioritize the same factors. Fifth, strategic response is developed through Threats, Opportunities, Weaknesses, and Strengths (TOWS) matrix translation, converting selected quantified findings into growth, reinforcement, defensive, and risk-reduction strategic options. Overall, the framework advances SWOT from strategic diagnosis to measurable strategic response by integrating qualitative contextual mapping with structured measurement and analysis within a transparent, comparative, and decision-relevant pathway. It offers pharmacy leaders, managers, and educators a scalable approach for moving from descriptive SWOT toward prioritized and action-oriented strategic planning.
