Аннотация
This article examines the methodological foundations and evolving frameworks of health care quality measurement, with a focus on cardiothoracic surgery. It highlights the importance of rigorous measure development, including appropriate population selection, endpoint definition, and data sourcing. Central to provider performance evaluation is risk adjustment to account for case-mix variability. The article critiques inconsistencies in existing quality metrics and emphasizes the need for reliability and validity in measurement models. It also describes the role of the Consensus-Based Entity (Battelle Partnership for Quality Measurement) in endorsing standardized, transparent, and evidence-based measures that support value-based care, public reporting, and continuous quality improvement.
