Аннотация

OBJECTIVE

There are growing concerns in the European Union about farmer mental health. Research to date has mainly focused on the causes of mental distress. There is less work on the institutional arrangements through which support is organized and delivered. This article examines different institutional responses to farmer mental health challenges. The strengths, limitations and potential transferability of each are considered.

METHODS

A comparative qualitative case-study approach was used to examine four purposively selected institutional models operating at local, national and European levels: one at the local level, two at the national level, and one at the EU level. The local model examined was an Irish charity that was established following a farm accident fatality. The Finnish and French national models of institutional support were considered. An EU Erasmus+ funded program on mental health was examined. Cases were compared across five institutional dimensions: coverage, accessibility, professionalization, financial sustainability and whether they provided reactive, preventative support, or both.

RESULTS

We identify substantial differences in institutional capacity of the four cases. The local charity offered niche support for bereavement, trauma and loss. Farm families who used the service appreciate that it is farming based. It has limited reach and relies heavily on charitable funding. The Finnish and French systems provide broader and more stable provision because mental health and wellbeing support is embedded within statutory social protection systems. The Finnish system is notable for integrating preventative measures such as farm relief and annual leave, while the French system provides broad coverage for farmers, farm workers and farm families. The EU project on mental health created online tools relating to mental well-being, demonstrating the potential of European‑level digital resources and raising awareness. However, its project-based funding limits institutional continuity.

CONCLUSION

Statutory embedding of mental health support has advantages in terms of coverage, continuity, accessibility and the integration of preventative and reactive support. The study does not assess mental health outcomes and therefore cannot establish the relative clinical effectiveness of the four models. Instead, we illustrate different institutional strengths and suggest that comprehensive mental health support may benefit from a combination of supports.
