Development and initial application of a harmonised multi-jurisdiction work injury compensation database.

OBJECTIVES: Workers' compensation schemes provide funding for wage replacement and healthcare for injured and ill workers. In Australia, workers' compensation schemes operate independently in different jurisdictions, making comparisons of health service use challenging. We sought to develop and deploy a new database of health service and income support data, harmonising data from multiple Australian workers' compensation jurisdictions. METHODS: We worked with workers' compensation authorities from six Australian jurisdictions to combine claims, healthcare, medicines and wage replacement data

Work outcome in workers with occupational skin disease.

We carried out a follow-up study of employment outcome for 230 workers with a diagnosis of occupational skin disease who were at least 2 years postdiagnosis. Seventy-eight percent of the workers were working, but 57% of those working had changed jobs, 67% because of their skin problem. Thirty-one percent had lost no time from work because of their skin disease, while 35% had lost at least 1 month. Forty-three percent had applied for workers' compensation benefits, and 87% of those who had applied were successful in their claims. Older workers were more likely to be unemployed and to have appli

Impact of COVID-19 on mental disorder claims among healthcare workers.

BACKGROUND: Healthcare workers (HCWs) face ongoing mental health challenges, which were aggravated during the COVID-19 pandemic due to increased workloads, exposure to trauma and heightened infection risks. Although self-reported data have indicated elevated mental health symptoms among HCWs, there is limited evidence based on official workers' compensation claims to assess the true extent of work-related mental disorders in this group. AIMS: To examine changes in workers' compensation claims for mental disorders among HCWs and other workers before and throughout the first 2 years of the pand

Compassion in compensation medicine.

BackgroundWorkers' compensation was created as an inherently compassionate social institution: a collective response to the human, health, and economic consequences of work injury. This founding purpose can be obscured by administrative complexities.ObjectiveTo re-establish compassion as a foundational principle in workers' compensation medicine and provide practical ways to operationalize this in system design.MethodsThis commentary examines relevant historical and contemporary literature to inform the principle of compassion in workers compensation, synthesize the ideas, and develop recommen

Do outcomes differ between work and non-work-related injury in a universal injury compensation system? Findings from the New Zealand Prospective Outcomes of Injury Study.

BACKGROUND: Poorer recovery outcomes for workers injured in a work setting, as opposed to a non-work setting, are commonly attributed to differences in financial gain via entitlement to compensation by injury setting (ie. workers compensation schemes). To date, this attribution hasn't been tested in a situation where both work and non-work-related injuries have an equivalent entitlement to compensation. This study tests the hypothesis that there will be no differences in recovery outcomes for workers by injury setting (work and non-work) within a single universal entitlement injury compensatio

A consumeristic trend in industrial therapy.

The importance in the development of the industrial therapy program is not very significant in itself. What is important, is that rehabilitation professionals are staying abreast of the needs of the consumers. With so many of the rehabilitation services being offered in the public sector, this sensitivity is often lost. Until the funding for these services is directly correlated with consumer satisfaction, this tendency will be likely to continue in many settings. Until that time comes, the responsiveness of the public agency to the consumer's needs will depend, to a great extent, on the integ

AETIOLOGICAL ANALYSIS OF 100 PATIENTS WITH DERMATITIS CLAIMING TO SUFFER FROM PRESCRIBED DISEASE.

Since the National Health Service came into force in 1948, there has been a steady flow of patients referred by the Ministry of Pensions and National Insurance to dermatologists. These patients claim to suffer from a Prescribed Disease, and the dermatologist has to determine whether they have a skin condition produced by certain occupational agents prescribed by the Minister. Basically these have always been dust, liquid, and vapour occurring in occupations where these substances are encountered. Before 1959 Prescribed Disease relating to skin conditions was numbered 24b, but since then it has

General Practitioner Service Use Before and After Long-Term Workplace Injury: A Retrospective Cohort Study.

PURPOSE: In Australia, general practitioner (GP) consultations for work-related injuries are funded by workers' compensation and GP care for non-work-related conditions is funded by public health insurance (Medicare Benefits Schedule, MBS). This study aimed to measure changes in the proportion and frequency of GP consultations after a long-term work injury, including both Medicare and workers' compensation funded care, and to assess the proportion of GP services funded by each scheme. METHOD: This retrospective cohort study linked administrative GP records from MBS and workers' compensation s

The "toxic dose" of system problems: why some injured workers don't return to work as expected.

Introduction Most workers who incur an injury on the job follow a relatively straightforward path through a workers' compensation claim, recovery and return to work. However, a minority of compensation claims is prolonged and can be disproportionately costly. We conducted this qualitative study in order to gain an understanding of systemic, process-related problems affecting injured workers who had failed to return to work as expected. Method A total of 69 in-depth interviews were conducted with injured workers with complex and extended workers' compensation claims and with return-to-work (RTW

Workplace injuries and the role of insurance: claims costs, outcomes, and incentives.

Workplace disability and workers' compensation systems were designed in the first 3 decades of the twentieth century with 3 major objectives. The first objective was to reduce the inequities and uncertainties in compensating disabled and injured workers inherent in the previously existing tort based system. The second was to create appropriate employer incentives for safety by internalizing the costs of accidents to the firm. The third, and perhaps little appreciated at the time for its impact on the provision of care and the healing process of injured workers, was to introduce a no fault, pre

Compensation for Asbestos-Related Diseases in Japan: Utilization of Standard Classifications of Industry and Occupations.

Background: Asbestos-related diseases (ARD) are occupational hazards with high mortality rates. To identify asbestos exposure by previous occupation is the main issue for ARD compensation for workers. This study aimed to identify risk groups by applying standard classifications of industries and occupations to a national database of compensated ARD victims in Japan. Methods: We identified occupations that carry a risk of asbestos exposure according to the International Standard Industrial Classification of All Economic Activities (ISIC). ARD compensation data from Japan between 2006 and 2013 w
