[Cholera Prevention and Control in China in 1919 from the Perspective of Ta Kung Pao].

The cholera epidemic in 1919 started from coastal cities in the south of China and the cities near Russia in the north. It centered on those cities with relatively developed economies with well-developed transportation, and spread along railway lines and coastal lines in both directions to the North and the South, based on the reports in Ta Kung Pao. It covered 14 provinces, the municipalities under the Central Government and the special administrative regions. To prevent and control the 1919 cholera epidemic, the Republic of China government took some effective measures, such as reminding peo

Opportunities for the development of drowning interventions in West Bengal, India: a review of policy and government programs.

BACKGROUND: Four million people living in the Indian Sundarbans region in the state of West Bengal face a particularly high risk of drowning due to rurality, presence of open water, lack of accessible health systems and poor infrastructure. Repetitive flood victims and acceptance of FEMA mitigation offers: an analysis with community-system policy implications.

Of all natural disasters, flooding causes the greatest amount of economic and social damage. The United States' Federal Emergency Management Agency (FEMA) uses a number of hazard mitigation grant programmes for flood victims, including mitigation offers to relocate permanently repetitive flood loss victims. This study examines factors that help to explain the degree of difficulty repetitive flood loss victims experience when they make decisions about relocating permanently after multiple flood losses. Data are drawn from interviews with FEMA officials and a survey of flood victims from eight r

Relaxing School Suncreen Restrictions.

(1) Utah, Delaware, Vermont, Minnesota and Idaho have the highest skin cancer rates of all U.S. states, according to the Centers for Disease Control and Prevention. (2) Sunscreen is regulated by the U.S. Food and Drug Administration because it makes a "drug claim"--that it helps prevent sunburn and decreases the risks of skin cancer and early skin aging caused by the sun. (3) In Europe and some other countries, sunscreens are regulated as cosmetics, not as drugs.

"We Want to Put Them in Trauma": Understanding the Trump Administration's Attack on Government Health Agency Regulatory Authority.

Throughout the first months of President Donald Trump's second term in office, his administration has taken swift action to undermine the role that government health agencies play in the health policy-making process. This article makes the case that the Trump administration's efforts to undermine government health agencies' regulatory authority reflect a dislike and distrust of the people who serve in key civil service roles. It also provides evidence that efforts to roll back regulatory authority are part of a long-standing political strategy to cater to public dislike and distrust of scienti

Access to wound dressings for patients living with epidermolysis bullosa - an Australian perspective.

Epidermolysis Bullosa (EB) is a rare genetic skin disorder characterised by fragility and blistering of skin and mucous membranes. Skin can blister and shear away from minimal friction, trauma and every day activities. The disease causes a wide range of complications but wound care is the major challenge to severe EB, and good wound care is an essential part of wound management. The goal of wound care was to choose a product that protects the fragile skin, limits friction, decreases pain and promotes healing. However, access to wound dressings for those people living with EB is challenging. Th

Health care providers and facilities issue brief: certificate of need: year end report-2004.

At one time, every state was required by the federal government to have a certificate of need (CON) program. The process was intended to keep down costs associated with the construction of new health facilities in the state, and prevent over development. When the federal requirement was lifted, however, a number of states did away with their programs. Some later restored them in some form, and many have kept their programs alive for years, requiring a governmental seal of approval for building new facilities such as hospitals and long-term care facilities or for acquiring major medical equipme…

A new test for evaluating Eighth Amendment challenges to lethal injections.

An explosion of Eighth Amendment challenges to lethal injection protocols has struck the federal courts. The Supreme Court's recent decision in Hill v. McDonough,1 which empowered prisoners to bring challenges to lethal injection procedures under 42 U.S.C. para. 1983, has facilitated a flood of new lethal injection cases. In response, several courts have ordered states to alter their protocols, spurring other capital inmates to litigate such challenges. Distressingly, the courts evaluating these claims have almost no law to guide them. The last Supreme Court decision applying the Eighth Amendm

Homelessness in the state and federal prison population.

AIMS: This study sought to investigate the rates and correlates of homelessness (i.e. living on the street or in a homeless shelter), including mental illness, among US adult state and federal prison inmates (ASFPIs). METHOD: Data from a national survey of ASFPIs based on a random sampling survey (N = 17,565) were used to compare the homelessness rate among AFSPIs with that in the general population. Logistic regression was then used to examine the association of homelessness among ASFPIs with factors including symptoms, treatment of mental illness, previous criminal justice involvement, spec
