How Do States Regulate the Intersection of Alcohol and Firearms? A 50-State Assessment of Alcohol-Related Firearm Laws, 2010-2023.

INTRODUCTION: Despite evidence of a positive association between alcohol consumption and firearm-involved violence, the literature on state laws that regulate the intersection between the 2 is limited. This study is based on original legal research conducted in 2024 to describe the contemporary legal landscape and identify the characteristics of alcohol-related firearm laws in all U.S. states from 2010 to 2023. METHODS: Using keyword searches, all state statutes regulating firearm access by persons with acute or habitual alcohol use that were in effect during the study period were retrieved f

On the intended and unintended consequences of enhanced U.S. Border and interior immigration enforcement: evidence from Mexican deportees.

Since about 2000, a number of federal and state policies have been implemented in the United States with the intention of stemming the flow of illegal immigration. In this article, we focus on two initiatives: (1) Operation Streamline, as an example of increased border enforcement by the federal government; and (2) state-level omnibus immigration laws, as an illustration of enhanced interior enforcement by state governments. We investigate whether these policies have reduced the intentions of deported Mexican immigrants to attempt a new unauthorized crossing. Although state-level omnibus immig

"Once You're Labeled a Drug User, You Might as Well Stay the F*** Home": Adverse Police Experiences Among People Who Inject Drugs.

BACKGROUND: Despite the growing relevance of rural areas in the overdose crisis, research on rural people who inject drugs and their experiences with law enforcement remains limited. This research examines how rural policing and stigma uniquely shape the lives of people who inject drugs. METHODS: Forty-one semi-structured qualitative interviews were conducted with people who inject drugs in southern Illinois. For this analysis, we focused on participants who mentioned police in response to the question, "Have you ever been treated differently because you used drugs?" RESULTS: We identified t…

Late adolescents entering college intending a career as police officers hold more right-leaning views than their peers.

One longstanding explanation for bias and excessive force in policing is selection-the assertion that those who select to work in law enforcement are more likely to hold far-right, intolerant, and antiegalitarian, views than the public. While intuitive and widely believed, the evidence in support of the selection hypothesis is surprisingly thin. We offer a vital contribution to the literature by exploring selection at one of its earliest phases: late adolescents entering college and the career-formulation stage of life. Utilizing surveys of over 13 million late adolescents collected across 44 …

Fentanyl as a potential false positive with color tests commonly used for presumptive cocaine identification.

Chemical color tests are widely utilized as part of the analytical scheme approved to identify drugs in forensic laboratories and in the field by law enforcement officers. Although these test results are considered preliminary indications of the presence of a drug, forensic scientists sometimes use these test results to direct their confirmatory testing and law enforcement officers use these test results when making arrest decisions and decisions on how to impound evidence. The color tests commonly used to identify cocaine are aqueous cobalt thiocyanate, the Young's test, the Scott's test, and…

Criminal Charges for Child Harm from Substance Use in Pregnancy.

Despite the opposition of medical and public health professionals, several state legislatures are considering laws that permit child abuse charges for substance use during pregnancy. We reviewed legal decisions regarding women charged with a crime against a fetus or child as a result of substance use during pregnancy. We identified 24 judicial opinions published between 1977 and 2015 in cases involving 29 women prosecuted in 19 states. Charges included child endangerment, child abuse, drug delivery, attempted aggravated child abuse, chemical endangerment of a child, child neglect, child mistre

Toward a typology of government-sanctioned child maltreatment: A scoping review of the harms of U.S. immigration enforcement.

With increasing emphasis and awareness of U.S. immigration enforcement actions against immigrant families, there have been contested assertions by political and medical leaders that these actions by government agents constitute a form of child abuse. Substantial research documents the health impacts of U.S. immigration enforcement on children's well-being; however, findings remain scattered across disciplines. This scoping review aims to (1) identify mechanisms through which immigration enforcement produces harm to children and (2) assess whether these harms align with child welfare definition

From "warning" to "guidance": design of a closure control zone for eight-lane freeways and evaluation of its regulating effects on driving behavior.

INTRODUCTION: Emergency closures of eight-lane freeway mainlines require vehicles to execute multiple successive lane changes to detour, a maneuver that is more complex and risky than on narrower freeways. Current standards lack tailored control zone designs and empirical evidence for such scenarios. METHODS: To address the lack of standards for eight-lane freeway full closures, a control zone was designed based on the principle of "active guidance, graded transition, and terminal enforcement." Recognizing the complexity of multiple mandatory lane changes, two warning signs were developed: a

Mapping Violence: Police Use of Force and Gender-Based Violence in New York City.

Spatially concentrated policing practices play a key role in the public face of mass incarceration, prompting inquiry into potential negative impact on rates of gender-based violence (GBV) in targeted communities. Using administrative data on police encounters (stops, use of force, and violence) and GBV incidents in New York City, linear regression shows that spatially clustered police encounters predict higher GBV rates, with stronger effects as police use of force intensifies. Community racial composition moderates this relationship such that the association between police use of force and G

Origin of the First Handheld Breath Alcohol Analyzer Incorporating an Electrochemical Sensor.

Historical events leading to the development of the first handheld instrument for breath alcohol analysis using an electrochemical sensor are reviewed. The first prototype instrument, known as the Alcolmeter Pocket Model, became available in 1972 and weighed only 180 g and was about the size of a cellphone. By the mid-1970s, the Alcolmeter instrument was used by police forces in several countries as a preliminary roadside test of driver sobriety. Positive results in a roadside breath test were considered sufficient evidence to arrest a suspect for further evaluation and testing. This might ent

Adverse Childhood Experiences and Arrest Rates among Individuals with Serious Mental Illnesses.

Adverse childhood experiences (ACEs) are linked to both poor mental health and adverse social outcomes, including arrest and incarceration. Furthermore, individuals with serious mental illnesses (SMI) are known to have high rates of childhood adversity and are overrepresented in all facets of the criminal justice system. Few studies have examined the associations between ACEs and arrests among individuals with SMI. We examined the impact of ACEs on arrest among individuals with SMI while controlling for age, gender, race, and educational attainment. In a combined sample from two separate studi

"2.5 g, I could do that before noon": a qualitative study on people who use drugs' perspectives on the impacts of British Columbia's decriminalization of illegal drugs threshold limit.

BACKGROUND: In May 2022, Health Canada approved a three-year exemption from the Controlled Drugs and Substances Act decriminalizing possession of certain illegal substances for personal use among adults in the province of British Columbia. The exemption explicitly includes a cumulative threshold of 2.5 g of opioids, cocaine, methamphetamine, and MDMA. Threshold quantities are commonly included in decriminalization policies and justified within law enforcement systems to delineate personal use among people who use drugs versus drug dealers who are carrying for trafficking purposes. Understandin…

The relationship between police contacts for drug use-related crime and future arrests, incarceration, and overdoses: a retrospective observational study highlighting the need to break the vicious cycle.

BACKGROUND: Individuals with substance use disorder often encounter law enforcement due to drug use-related criminal activity. Traditional policing approaches may not be effective for reducing recidivism and improving outcomes in this population. Here, we describe the impact of traditional policing approach to drug use-related crime on future recidivism, incarceration, and overdoses. METHODS: Using a local Police Department (PD) database, we identified individuals with a police contact with probable cause to arrest for a drug use-related crime ("index contact"), including for an opioid-relate…
