Pirates, considered lawless barbarians, had a functioning and premium-free accident insurance system in the 17th century, the principles of which are also found in today's workers' compensation: collective risk-sharing, fixed compensation payments for injuries, and jointly financed benefits. Modern occupational health formalizes and significantly extends the pirates' rough-and-ready concept through legal and actuarial frameworks. This paper draws on Durkheimian concepts of moral forces, particularly anomie and fatalism, and the forced division of labour, to argue that the current institutional arrangements to protect and compensate workers in hazardous workplaces are insufficient. METHODS: We reviewed accepted Washington State workers' compensation claims from January 1, 2006 to December 31, 2014.
