Patterns of flood preparedness and perception in a marginalised community in the Sol Plaatje Municipality, in the Northern Cape.

UNLABELLED: Flooding poses a growing threat to South Africa's urban poor, yet limited research has examined how socio-demographic factors an … blocked drainage, waste mismanagement and weak municipal coordination as core drivers of recurrent floods. The novelty of this study lies in integrating statistical and perceptual evidence to reveal that vulnerability is socially patterned and governance dependent. Findings underscore the need for equity-focused disaster risk-reduction strategies in und …

Enhancing flood prediction through physics-driven typhoon feature engineering and machine learning.

Typhoon-induced extreme floods pose severe threats to subtropical watersheds, yet systematic integration of typhoon physics into machine learning flood prediction remains limited. This study developed a physics-informed machine learning framework for the Boluo watershed, South China, emphasizing typhoon feature engineering. Four models (Linear Regression (LR), Artificial Neural Network (ANN), Random Forest (RF) and XGBoost (XGB)) were systematically evaluated across three feature engineering scenarios: Baseline (conventional hydrometeorological variables), With Typhoon (original typhoon observ…

Spatial Analysis of Flood Risk, Neighborhood Characteristics, and Chronic Health Conditions in North Carolina.

Climate change will continue to increase the frequency and intensity of flood events in North Carolina for the foreseeable future. The extreme flooding in Western North Carolina caused by Tropical Storm Helene in September of 2024 is a recent and devastating example of this trend. Communities of color and low-income populations are more likely to reside in flood-prone areas due to structural factors, including residential racial segregation and economic inequality. As such, the adverse health and financial consequences of flood exposure overburden historically marginalized communities, which m

Extreme flooding and vegetation fragmentation: post-event changes in landscape structure in southern Brazil.

Extreme rainfall and flooding in May 2024 caused the most severe hydrological disaster ever recorded in Rio Grande do Sul, southern Brazil, exposing deep socio-environmental vulnerabilities. This study examines the spatial relationship between flood extent and changes in the structure and fragmentation of natural vegetation within the Guaíba Hydrographic Region, a multifunctional landscape integrating urban areas, agricultural systems, and sensitive ecosystems. We hypothesize that flooded areas exhibit higher levels of vegetation loss and fragmentation, whereas landscapes with greater pre-even

Investigation of changes in the profile of fatty acids and growth traits in response to waterlogging/flooding stress.

Abrupt climatic changes around the globe have brought serious challenges for agriculturally important crops due to increase in environmental temperature and frequent flooding/waterlogging events. Flooding acts as abiotic stress on plants by challenging the both growth and yield. Wheat is exposed to abiotic stresses such as flooding but its response is less studied. In the current study, Atta Habib, a local wheat variety, was analyzed for its response to flooding stress and post-flooding recovery. The lengths and weights of the roots and shoots, as well as the relative water content, ascorbate

Translating Flood-Tolerance Biology into Breeding: A 5D Framework for Next-Generation Rice Varieties.

Flooding is among the most devastating abiotic stresses limiting rice productivity. Although SUB1A introgression conferred submergence tolerance in several mega-varieties, this single-gene approach is insufficient for the diverse flood types-flash floods, stagnant floods, anaerobic germination, and deepwater inundation-progressively intensifying with climate change. Here, we review the physiological mechanisms and genetic architecture underlying tolerance to each flood type, emphasizing the dual role of reactive oxygen species (ROS) in signalling and damage, the management of elemental toxicit…

Post-flood communicable disease surveillance following the 2023 dam collapse in Eastern Libya.

Tropical Storm Daniel struck northeastern Libya on 10 September 2023, leading to the collapse of two dams and catastrophic floods. The disaster resulted in massive casualties and infrastructure damage, and led to infectious disease outbreaks. This study aimed to summarize the incidence and distribution of infectious diseases reported after the flood, describe temporal and geographical trends, and public health implications. We retrospectively reviewed 90 daily epidemiological reports produced by the National Routine Surveillance System (NRSS) between 14 September and 24 December 2023. From eac…

Rapid simulation for real-time flood depth prediction using support vector machine.

Local Intensive Precipitation (LIP), intensified by climate change, has increasingly caused severe urban flooding. Although traditional hydrodynamic models such as SWMM and FLO-2D offer high accuracy in flood prediction, their computational demands hinder real-time application. This study introduces a rapid flood depth prediction model based on a Support Vector Machine (SVM), trained with data generated from a physically-based 1D-2D coupled simulation. The target area is the Jinheung Apartment intersection in Gangnam, Seoul-an area highly prone to flooding. Cumulative rainfall and manhole over

Anatomy of a foreseeable disaster: Lessons from the 2023 dam-breaching flood in Derna, Libya.

Was the catastrophic flooding in Derna, Libya-one of the deadliest hydrometeorological disasters on record-an inevitable outcome of rare weather conditions, or did the design of the infrastructure fail to account for probable risks? On 10 to 11 September 2023, Storm Daniel, a Mediterranean tropical-like cyclone, caused heavy rainfall that led to the collapse of two dams and more than 5000 casualties in Derna. Using a combination of atmospheric reanalysis, satellite data, and hydrologic modeling, we overcame key limitations typical of data-scarce, high-variability regions and revealed that desp

Short-term experimental flooding impacts soil biogeochemistry but not aboveground vegetation in a coastal forest.

Rising sea levels and intensifying storms increase flooding pressure on coastal forests, triggering tree mortality, ecosystem transitions, and changes to the coastal carbon cycle. However, the mechanisms that drive coastal forest mortality remain elusive due to the complex interplay between belowground and aboveground processes during flooding disturbances and limitations of observations typically reported in coastal forest mortality studies. We used an ecosystem-scale manipulation to simulate hurricane-level flooding of a coastal forest and explore the individual and interactive impacts of in

A framework for urban flood resilience assessment: Integrating multidimensional indicators and dynamic adaptation strategies.

Against the backdrop of global climate change and accelerated urbanization, the risk of urban flooding continues to rise. To address the flood risk prevention needs of megacities, this study takes four Chinese municipalities (Beijing, Tianjin, Shanghai, and Chongqing) as typical cases. It constructs a PSR-GRA-based urban flood resilience assessment framework by quantifying key indicators via the Pressure-State-Response (PSR) framework and scientifically calibrating parameters for pressure, state, and response dimensions using Grey Relational Analysis (GRA). The framework integrates structured

Using Inundation Extents to Predict Microbial Contamination in Private Wells after Flooding Events.

Disaster recovery poses unique challenges for residents reliant on private wells. Flooding events are drivers of microbial contamination in well water, but the relationship observed between flooding and contamination varies substantially. Here, we investigate the performance of different flood boundaries─the FEMA 100 year flood hazard boundary, height above nearest drainage-derived inundation extents, and satellite-derived extents from the Dartmouth Flood Observatory─in their ability to identify well water contamination following Hurricane Florence. Using these flood boundaries, we estimated a

Backward induction-based multi-layer approach for watershed flood management in arid regions.

Managing floods in interconnected nonurban and urban areas of arid regions prone to flash floods requires a more dynamic and integrated approach than traditional linear methods. In this regard, this study proposes a novel multi-stage decision-making framework which reshapes the traditional cascade approach to flood management by addressing the interdependencies between upstream and downstream regions. The proposed cyclic decision-making process involves five main steps: First, the Hydraulic and Hydrological (H/H) conditions in urban and nonurban areas were modeled using the SWMM. Then, a multi…

Technology diplomacy in early Communist China: the visit to the Jingjiang Flood Diversion Project in 1952.

This article focuses on the 1952 visit to the Jingjiang Flood Diversion Project, the first large-scale water infrastructure built on the Yangzi river after the founding of the People's Republic of China, by a foreign delegation from the Asia-Pacific Peace Conference. Serving as a form of technology diplomacy, this trip advanced two main purposes for the newly established country - to build up closer ties with 'foreign friends' who advocated international peace in the context of the Korean War, and to demonstrate China's own technical capabilities and achievements as part of the national campai

Combining multisensor images and social network data to assess the area flooded by a hurricane event.

In this study, multisensor remote sensing datasets were used to characterize the land use and land covers (LULC) flooded by Hurricane Willa which made landfall on October 24, 2018. The landscape characterization was done using an unsupervised K-means algorithm of a cloud-free Sentinel-2 MultiSpectral Instrument (MSI) image, acquired during the dry season before Hurricane Willa. A flood map was derived using the histogram thresholding technique over a Synthetic Aperture Radar (SAR) Sentinel-1 C-band and combined with a flood map derived from a Sentinel-2 MSI image. Both, the Sentinel-1 and Sent

Infectious disease outbreaks in the wake of natural flood disasters: global patterns and local implications.

Climate change is an urgent global health challenge, with floods becoming increasingly frequent and exacerbating the spread of infectious diseases. With its diverse climates and recurring natural disasters, Latin America is particularly susceptible to outbreaks following floods. These events disrupt ecosystems and create ideal conditions for the spread of waterborne and vector-borne pathogens. Floods also damage infrastructure, displace populations, and restrict access to clean water and healthcare services, further compounding public health risks. This review assesses the impact of floods on …
