Promoting environmental justice through community-based participatory research: the role of community and partnership capacity.

Community-based participatory research (CBPR) increasingly is being used to study and address environmental justice. This article presents the results of a cross-site case study of four CBPR partnerships in the United States that researched environmental health problems and worked to educate legislators and promote relevant public policy. The authors focus on community and partnership capacity within and across sites, using as a theoretical framework Goodman and his colleagues' dimensions of community capacity, as these were tailored to environmental health by Freudenberg, and as further modif…

Machine learning for environmental justice: Dissecting an algorithmic approach to predict drinking water quality in California.

The potential for machine learning to answer questions of environmental science, monitoring, and regulatory enforcement is evident, but there is cause for concern regarding potential embedded bias: algorithms can codify discrimination and exacerbate systematic gaps. This paper, organized into two halves, underscores the importance of vetting algorithms for bias when used for questions of environmental science and justice. In the first half, we present a case study of using machine learning for environmental justice-motivated research: prediction of drinking water quality. While performance var…

New approach methodologies for contaminant risk assessment in environmental justice communities: Let's not miss the opportunity.

New approach methodologies (NAMs) are emergent tools and methods that are increasingly being viewed by the regulatory and scientific communi … d, less common in the 'NAMs' discourse is the consideration of the specific priorities and needs of Environmental Justice (EJ) communities. These communities are racialized, marginalized, and low-income communities who face disproportionate health impacts related to environmental contamination. Traditional risk, exposure, and hazard assessment methods have been critiqu …

A descriptive study of the association of Carbapenem-resistant Enterobacterales with environmental justice of a Southern urban county, USA.

BACKGROUND: Carbapenem-resistant Enterobacterales (CRE) present a threat to global public health systems, yet the environmental contribution to antibiotic resistance prevalence has been understudied. The risk of antibiotic-resistant bacterium proliferating may be greater in neighborhoods experiencing environmental injustice (e.g., contaminated water, housing density). We examine spatial correlations between CRE detection rates and the Environmental Justice Index (EJI) across census tracts in an urban county. METHODS: We analyzed data from electronic health records of two major health systems …

Spatial disparities and environmental justice in PM2.5 exposure among urban E-bike Commuters:A case study of Changsha.

Amid increasing residential segregation, disparities in resource allocation and environmental health faced by vulnerable groups have drawn widespread attention. Electric bicycles (E-bikes), favored by low-income populations due to their affordability, convenience, and eco-friendliness, have gained widespread popularity, particularly in China. However, whether E-bikes can reduce daily air pollution exposure and mitigate associated environmental health inequalities remains unclear. This study integrates land use regression and space syntax to quantify spatial disparities in PM2.5 exposure among

Per- and polyfluoroalkyl substances (PFAS) in drinking water in Southeast Los Angeles: Industrial legacy and environmental justice.

Per- and polyfluoroalkyl substances (PFAS) are persistent chemicals of increasing concern to human health. PFAS contamination in water systems has been linked to a variety of sources including hydrocarbon fire suppression activities, industrial and military land uses, agricultural applications of biosolids, and consumer products. To assess PFAS in California tap water, we collected 60 water samples from inside homes in four different geographic regions, both urban and rural. We selected mostly small water systems with known history of industrial chemical or pesticide contamination and that ser

Air Pollution and Environmental Justice in Latin America: Where Are We and How Can We Move Forward?

PURPOSE OF REVIEW: Air pollution in Latin America is a major environmental threat, yet few studies have focused on aspects of environmental justice with regard to air pollution in the region. We examined the scientific literature and described whether and how this issue has been addressed, identify possible gaps in knowledge, and offer suggestions for future research to contribute to policies that seek greater equity concerning air pollution impacts in Latin America. RECENT FINDINGS: There is a limited literature that has addressed issues of environmental justice or environmental health inequ…

Where on Earth Are the Earth Sciences? A Mixed-Methods Study of Environmental Justice Research Trends and Roadblocks to Engagement.

Environmental justice (EJ) research relies on expertise from multiple disciplines to address community-specific health risks and inequities. EJ is an inherently transdisciplinary framework, yet the expansion of EJ scholarship has not occurred evenly across academic disciplines. Understanding disciplinary contributions is essential for identifying gaps in knowledge and practice. This research employed a mixed-method approach to investigate EJ research trends and roadblocks to engagement. Study 1 used a bibliometric analysis of Scopus-indexed publications and found that Environmental science and…

Analysis of proposed carbon capture projects in the US power sector and co-location with environmental justice communities.

In recent years, there has been a proliferation of new federal investments and policy support for "carbon management" technologies, such as carbon capture and storage (CCS), as a strategy to mitigate the United States' greenhouse gas emissions (GHGs). The equity implications of deploying these technologies-particularly their impacts on low-income communities and communities of color, or environmental justice (EJ) communities-have been understudied. A prominent example of this is seen in the US power sector, where CCS has been proposed as a means to mitigate the carbon dioxide emissions of foss…

Which decreases in air pollution should be targeted to bring health and economic benefits and improve environmental justice?

BACKGROUND: Fine particulate matter (PM2.5) exposure entails large health effects in many urban areas. Public measures aiming at decreasing air pollution are often designed without targeting an explicit health benefit. Our objective was to investigate the health and economic benefits and the social inequalities in exposure resulting from several scenarios of reduction of PM2.5 exposure, in order to support decisions about urban policies. MATERIAL AND METHODS: In the French conurbations of Grenoble and Lyon (0.4 and 1.4 million inhabitants, respectively), PM2.5 yearly average exposure was esti

THRIVEair: A community-based air monitoring network design in a pollution-burdened Philadelphia neighborhood to advance environmental justice.

BACKGROUND: In 2019, an explosion at the Philadelphia Energy Solutions Refinery, one of the largest urban oil refineries in the U.S., led to its shuttering and transition into redevelopment. Local fenceline communities, previously impacted by refinery operations, expressed concern about air toxics, particularly benzene, released during the decommissioning process. To monitor volatile organic compounds (VOCs), including benzene, in fenceline communities, we created THRIVEair, a partnership between environmental justice organization Philly Thrive and Drexel University scientists. Key goals of th…

Participatory and Spatial Analyses of Environmental Justice Communities' Concerns about a Proposed Storm Surge and Flood Protection Seawall.

In response to increasing threats from sea-level rise and storm surge, the City of Charleston, South Carolina, and the US Army Corps of Engineers (USACE) propose constructing a seawall around the Charleston peninsula. The proposed seawall will terminate close to lower wealth, predominantly minority communities. These communities are identified as environmental justice (EJ) communities due to their history of inequitable burdens of industrial and urban pollution and proximity to highways and US Environmental Protection Agency (EPA) designated Superfund sites. The present study documents communi…
