Quality Measures for Managing Prescription of Antipsychotic Medication Among Youths: Factors Associated With Health Plan Performance.

OBJECTIVE: This study examined the performance of health plans on two HEDIS measures: metabolic monitoring of children and adolescents prescribed an antipsychotic and use of first-line psychosocial care for children and adolescents prescribed an antipsychotic for a nonindicated use. Plan characteristics and other contextual factors that may be associated with health plan performance were examined to identify potential strategies for improving care. METHODS: The study population included 279 commercial and 169 Medicaid health plans that voluntarily submitted data for care provided in 2016. Biv

Malnutrition-related conditions and interventions in US state/territorial Older Americans Act aging plans.

BACKGROUND: Factors that decrease independence and increase morbidity must be reduced to improve the nutrition, health, and other challenges confronting older adults. In the United States (US), the Older Americans Act (OAA) requires each state/territory develop multi-year aging plans for spending federal funds that foster healthy aging (including support of congregate/home delivered meals programs) and separately requires grant applications for nutrition service programs supporting older Native Americans. Malnutrition (particularly protein-energy undernutrition), sarcopenia, frailty, and obesi

Changes in spending and service use after a state autism insurance mandate.

Almost all states have insurance coverage mandates for childhood autism spectrum disorder treatment, yet little is known about how mandates affect spending and service use. We evaluated a 2011 Kansas law mandating comprehensive coverage of autism spectrum disorder treatments in the State Employee Health Plan. Data were extracted from the Kansas All-Payer Claims Database from 2009 to 2013 for enrollees of State Employee Health Plan and private health plans. The sample included children aged 0-18 years with >2 claims with an autism spectrum disorder diagnosis insured through State Employee Healt

Implementing business continuity effectively within the UK National Health Service.

Whereas major incident planning is very well established within National Health Service (NHS) organisations in the UK, business continuity management (BCM) planning, in many cases, is a relatively new activity; however, a combination of factors including the emergence of H1N1 influenza, has led to growing interest in the subject. This paper draws on both the personal experience of the authors and published research in relevant fields to make a number of specific recommendations about the effective implementation of BCM within NHS organisations. These include the need to define the BCM project

Medicaid managed care and the family planning free-choice exemption: beyond the freedom to choose.

Family planning services represent one of the most common managed care services, particularly in the case of Medicaid. In 1986, Congress enacted legislation exempting family planning services from mandatory managed care requirements. The effect of this legislation was to permit beneficiaries enrolled in mandatory managed care plans to continue to obtain family planning benefits from the providers of their choice, regardless of the providers' network status. The purpose of the law was to assure that managed care would not impede individuals' access to benefits. Subsequent experiences surroundin

Providers issue brief: certificate of need: year end report-2002.

At one time, every state was required by the federal government to have a certificate of need (CON) program. The process was intended to keep down costs associated with the construction of new health facilities in the state, and prevent over development. When the federal requirement was lifted, however, a number of states did away with their programs. Some later restored them in some form, and many have kept their programs alive for years, requiring a governmental seal of approval for building new facilities such as hospitals and long-term care facilities or for acquiring major medical equipme

Enforcement of the Mental Health Parity and Addiction Equity Act: State Insurance Commissioners' Statutory Capacity.

OBJECTIVE: State insurance departments enforce the federal Mental Health Parity and Addiction Equity Act (MHPAEA) for fully insured employer-sponsored health plans and plans on the individual marketplace. Variable enforcement among states may drive patients' difficulties in accessing behavioral health treatment. This study explored insurance commissioners' statutory capacity for enforcing the MHPAEA. METHODS: Legal mapping of insurance office powers and responsibilities was conducted for MHPAEA-enforcing states. Relevant state laws and regulations were gathered from the Westlaw database. Sect

Climate Change Policies and Older Adults: An Analysis of States' Climate Adaptation Plans.

BACKGROUND AND OBJECTIVES: As climate change drives more frequent and intense weather events, older adults face disproportionate impacts, including having the highest mortality rates from storms, wildfires, flooding, and heat waves. State governments are critical in deploying local resources to help address climate change impacts. This policy study analyzes states' climate adaptation plans to assess the methods through which they address the impact of climate change on older adults. RESEARCH DESIGN AND METHODS: This study uses content analysis to analyze available climate change adaptation pl

Health protection: Occupational safety and health.

Many of the Nation's approximately 100 million workers are exposed to some kind of occupational health hazard: carcinogenic agents, pulmonary or other physical disease incitant, physical agents or job-related pressures of noise, crowding, or stress. Exposure to toxic chemicals or physical hazards can produce chronic lung disease, cancer, degenerative disease in a number of vital organ systems, birth defects, and genetic changes. These exposures are estimated to result in 100,000 Americans dying each year from occupationally related illnesses, with an additional 400,000 cases of occupationally

LGBTQ+ cancer: priority or lip service? A qualitative content analysis of LGBTQ+ considerations in U.S. state, jurisdiction, and tribal comprehensive cancer control plans.

The National Comprehensive Cancer Control Program, a Centers for Disease Control and Prevention funded program, supports cancer coalitions across the United States (US) in efforts to prevent and control cancer including development of comprehensive cancer control (CCC) plans. CCC plans often focus health equity within their priorities, but it is unclear to what extent lesbian, gay, bisexual, transgender, queer/questioning, plus (LGBTQ+) populations are considered in CCC plans. We qualitatively examined to what extent LGBTQ+ populations were referenced in 64 U.S. state, jurisdiction, tribes, an

[MENTAL HEALTH SUPPORT BEYOND BOUNDARIES - MENTAL HEALTH SERVICES FOR THE EVACUATED POPULATION DURING THE "IRON SWORD" WAR].

The terrorist attack by Hamas and other organizations on October 7th, 2023 surprised the State of Israel. The Western Negev region, where most of the damage occurred, is a conflict zone. In view of this fact, emergency plans were prepared, including for the response in the field of mental health. These plans included the provision of emotional support and mental health services by the regional resilience centers. Several factors led to the fact that the resilience centers were not able to provide full service to the evacuated population. In general, mental health services in the State of Israe

Designing a Multistakeholder Collaboration to Improve Preventive Care for Children With Sickle Cell Anemia.

Newly developed measures of health care quality for children with sickle cell anemia (SCA) have revealed significant performance gaps in recommended care. Historically, health systems, Medicaid health plans, and state Medicaid programs have not partnered with patients and families to improve SCA care delivery. We organized 2 novel multistakeholder design meetings to identify potential interventions to deliver high-quality preventive care for children with SCA. Invitees included patients with SCA, families, and representatives from pediatric hematology clinics, Medicaid health plans, community

Landscape of Emergency Medicaid and Health Care Coverage for Undocumented Immigrants in the US.

IMPORTANCE: Undocumented immigrants represent a disproportionate share of uninsured individuals in the US, owing to federal restrictions that limit access to affordable health care coverage. Emergency Medicaid (EM) and other state-sponsored programs offer mechanisms for receiving necessary medical care, but their scope and provisions are poorly understood by patients, clinicians, and policymakers alike. OBJECTIVE: To examine the national policy landscape of EM and other state programs designed to provide health care coverage for undocumented immigrants. EVIDENCE REVIEW: Between January 2024

The physician's role in health care spending.

Physicians must weigh their obligation to provide their patients with the best care possible against their obligation to be good stewards of health care resources. Given the rising cost of health care in the United States and Minnesota, striking the right balance has become more of a challenge. This article describes national and state health care spending trends. It also describes the State of Minnesota's Provider Peer Grouping program and the health plans' total cost of care analyses, two initiatives that are being used to evaluate the cost of care delivered by various provider groups and hi
