School police officers' roles: The influence of social, developmental and historical contexts.

Amid national protests over police brutality, debates over law enforcement in schools have been reignited. Though research has focused on the consequences of police presence in schools, few studies have investigated the roles of school police officers (SPOs) and whether the larger contexts influence them. Using a bioecological framework (Bronfenbrenner and Morris, 2006), we examined how historical, social and developmental contexts shape SPOs' views of their roles and the challenges and opportunities they encounter. Nineteen 90-min focus groups with 45 SPOs from one large school police departm…

Three decade old cold case murder solved with evidence from a sexual assault kit.

Sexual assault occurs at alarming rates in America. The true incidence remains unknown as many victims fail to both report for immediate medical care and notify law enforcement of the crime committed. For those who do seek medical assistance, a Sexual Assault Kit is available in Emergency Departments with established protocols for the forwarding of collected specimens to law enforcement. A crime lab analyzes the evidence to identify the offender's DNA. A DNA profile is then created and archived into a database. This case involved a woman who not only endured a sexual assault, but also sustaine…

Supply-side predictors of fatal drug overdose in the Washington/Baltimore HIDTA region: 2016-2020.

BACKGROUND: Rising rates of fentanyl- and polydrug-involved drug overdose deaths have prompted inquiry into the role of drug supply in fatal … rdose and facilitate targeted intervention. Our findings underscore the importance of comprehensive law enforcement approaches that extend beyond drug enforcement to integrate prevention, linkage to treatment, and harm reduction strategies as needed to address the overdose epidemic.

An Exploratory Statistical Modeling Framework for National Rule-of-Law Profiles.

The rule of law can be considered as a multidimensional institutional phenomenon, which emerges through interplay between legal, governance and administrative institutions. The paper offers an exploratory statistical modeling approach to find empirical patterns in national rule-of-law profiles according to the 2024 World Justice Project (WJP) Rule of Law Index. Eight dimensions of the index are considered to identify differences between countries and similarities of their multidimensional institutional performance. Principal Component Analysis reveals strong associations between eight dimensio

The health and economic impact of the Tobacco 21 Law in El Paso County, Texas: A modeling study.

In December 2019, the US federal Tobacco 21 (T21) law passed to raise the minimum legal purchase age for tobacco products from 18 to 21 years. Preliminary evidence suggests that the T21 law will restrict youth access to tobacco products, leading to decreases in tobacco use over their lifetime. This study expands the science through the use of systems modeling by linking decreases in youth tobacco use in El Paso County, Texas, due to the T21 law implementation, to potential cardiovascular health (CVH) benefits and health care cost reductions. Using a smoking behavior and cardiovascular disease

Putting Out Fires: The Experiences of Wisconsin Rural Health Officers During the COVID-19 Pandemic.

BACKGROUND: Health care settings are not immune to workplace violence, and emergency department workers are especially susceptible. In 2021, … ats, and most did not report these incidents. Beyond clinical factors and time constraints, limited law enforcement bandwidth and perceptions of law enforcement as obstructive were the next most cited barriers. Only 1.2% of respondents reported feeling "definitely safer" after Act 209. CONCLUSIONS: Violence against health care workers has become an expected cons …

Public Intoxication: Sobering Centers as an Alternative to Incarceration, Houston, 2010-2017.

In 2010, the Houston police department admitted 20 508 publicly intoxicated individuals into its jail. To address jail overcrowding, the city created a jail diversion policy that allowed law enforcement to admit publicly intoxicated individuals into a new sobering center. By 2017, public intoxication jail admissions had decreased by 95%, freeing valuable resources. A promising public health intervention, sobering centers offer an alternative to incarceration and relieve overuse of emergency services while assisting individuals with substance use issues.

Agents of bioterrorism. Preparing for bioterrorism at the community health care level.

Bioterrorism preparedness is clearly a goal for the health care community, working in concert with city, county, state, and federal public health and emergency authorities and in collaboration with law enforcement at the local and federal levels. Opening the channels of communication between all groups involved, obtaining the necessary resources, and maintaining an understanding of the potential agents and the diseases they cause will foster a smooth transition to a rational program directed at patient, personnel, and community safety.

Identifying best practices for "Safe Harbor" legislation to protect child sex trafficking victims: Decriminalization alone is not sufficient.

Several states have recently enacted "Safe Harbor" laws to redirect child victims of commercial sexual exploitation and child sex trafficking from the criminal justice system and into the child welfare system. No comprehensive studies of Safe Harbor law implementation exist. The nine state Safe Harbor laws enacted by 2012 were analyzed to guide state legislators, health professionals, law enforcement agents, child welfare providers, and other responders to the commercial sexual exploitation of children on the development and implementation of state Safe Harbor laws. The authors conducted 32 se…

Access to non-police crisis response for people who use drugs: lessons from community safety response programs in two U.S. cities.

INTRODUCTION: Community Safety Response (CSR) programs increasingly provide non-police alternatives to behavioral health crises, but their role in addressing substance use calls remains poorly understood. This qualitative study examined how municipal stakeholders in Denver, Colorado and San Francisco, California perceive and operationalize CSR protocols for substance use-related emergencies. METHODS: Between 2021 and 2023, we conducted 82 semi-structured interviews and 32 field observations with 911 dispatchers, law enforcement, city officials, and alternative responders from Denver and San F…

Police-issued barring notices in Western Australia: An analysis of the type, seriousness and trajectory of associated offences.

INTRODUCTION: Police-issued barring notices are currently used in Western Australia in response to alcohol-related disorderly and anti-social behaviour. This paper examines the type, severity and trajectory of the offending behaviours associated with served barring notices. METHOD: WA Police Force de-identified the data for 3815 individuals who had received one or more police-imposed barring notice/s between 2011 and 2020. The offence category associated with each barring notice was examined to explore the overall breakdown and whether/how offending categories change for recipients of subsequ

Adverse childhood experiences among justice-involved youth: Data-driven recommendations for action using the sequential intercept model.

Justice-involved youth experience high rates of adverse childhood experiences (ACEs), placing them in great need of behavioral health treatment and risk for continued justice involvement. Policymakers, government agencies, and professionals working with justice-involved youth have called for trauma-informed juvenile justice reform. Yet, there is currently no available review of the literature on ACEs and their impact on justice-involved youths' psychological, legal, and related (e.g., academic) outcomes to rigorously guide such reform efforts. The current systematic scoping review synthesizes

Municipal police support for harm reduction services in officer-led referrals of people who inject drugs in Tijuana, Mexico.

BACKGROUND: Police constitute a structural determinant of health and HIV risk of people who inject drugs (PWID), and negative encounters with law enforcement present significant barriers to PWID access to harm reduction services. Conversely, police may facilitate access via officer-led referrals, potentiating prevention of HIV, overdose, and drug-related harms. We aimed to identify police characteristics associated with support for officer-led referrals to addiction treatment services and syringe service programs (SSP). We hypothesized that officers who believe harm reduction services are cont…

The Effects of Local Police Surges on Crime and Arrests in New York City.

The New York Police Department (NYPD) under Operation Impact deployed extra police officers to high crime areas designated as impact zones. Officers were encouraged to conduct investigative stops in these areas. City officials credited the program as one of the leading causes of New York City's low crime rate. We tested the effects of Operation Impact on reported crimes and arrests from 2004 to 2012 using a difference-in-differences approach. We used Poisson regression models to compare differences in crime and arrest counts before and after census block groups were designated as impact zones

Fatal traumatic brain injury with electrical weapon falls.

INTRODUCTION: While generally reducing morbidity and mortality, electrical weapons have risks associated with their usage, including eye injuries and falls. With sufficient probe spread, an uncontrolled fall to the ground typically occurs along with the possibility of a fatal brain injury. METHODS: We analyzed possible risk factors including running and elevated surfaces with established head-injury criteria to estimate the risk of brain injury. We searched for cases of arrest-related or in-custody death, with TASER(®) electrical weapon usage where fall-induced injuries might have contributed

Let them experience a ride under the influence of alcohol; a successful intervention program?

A considerable amount of all traffic accidents can be attributed to driving under the influence of alcohol. In particular the group of drivers aged 18-24 years is involved in many serious traffic accidents where alcohol turns out to be a major factor. In fact this age group shows about three times as many alcohol related traffic fatalities as all other categories of road users. The intervention program "Alcohol-free on the road" (Dutch: "Alcoholvrij op weg") aims to enhance young people's awareness of the effects of alcohol by letting them personally experience the effect of alcohol on their d

A community initiative to increase use of seat belts in Northern British Columbia: impacts on casualty crashes.

OBJECTIVE: The study aimed to establish an association between seat belt ticketing by police, seat belt wearing rates, and decreases in casualty rates following the implementation of a community seat belt initiative in a northern region of British Columbia. METHODS: Annual and monthly violation ticket rates and the percentage of casualties unbelted in collisions were computed for the North Central region and a comparison region, the Southern Interior. The trends in annual seat belt ticket rates, seat belt use among injured victims, and injury data from 2001 through 2007 were examined by descr
