Using national child welfare data, we created a longitudinal data set (N = 142,143) to examine a subset of foster children (7%) who entered care due to parental incarceration (PI). Spanning FY 2005-2017, the dataset allowed us to compare children who entered care due to PI to children entering for other reasons. We found children of incarcerated parents were younger (median age of 4 vs. 6), more often White (47% vs. 42%), and less often Black (15% vs. 20%) when compared to other foster children. Parental use of alcohol (12% v. 6%) and drugs (42% v. 26%) were both more common among children who…

This paper describes the post-incarceration reintegration experiences of military veterans convicted of sex offenses and identify potential interventions to ease reintegration for this population. Participants were a convenience sample of 14 veterans who were on sex offender (SO) registries and 21 community stakeholders involved in supporting persons during re-entry. Subjects were identified purposively and through snowball sampling, in Massachusetts. We employed semi-structured qualitative interviews of participants, followed by analysis including process mapping to identify barrier and facil…

The current study examined (a) how veteran status, race, and other individual characteristics are associated with any lifetime incarceration in the U.S. adult population; and (b) differences between veterans and other adults with any incarceration histories on sociodemographic, health, and psychosocial characteristics. Data from structured interviews conducted in 2012-2013 on a nationally representative sample of 36,121 U.S. adults were analyzed. Results showed that male gender, U.S. born, history of homelessness, antisocial and borderline personality disorders, and various substance use disor…

BACKGROUND: Congregate settings, such as jails, may be a location where colonized detainees transmit methicillin-resistant Staphylococcus aureus (MRSA). We examined MRSA acquisition during incarceration and characterized the genomic epidemiology of MRSA entering the jail and isolated during incarceration.
METHODS: Males incarcerated at the Cook County Jail were enrolled within 72 h of intake and MRSA surveillance cultures collected. Detainees in jail at Day 30 were re-cultured to determine MRSA acquisition. A survey was administered to identify acquisition predictors. Genomic sequencing of su…

In Mexico, tattooed migrants face discrimination and are at high-risk of incarceration, thus, we assessed whether receiving laser tattoo removal affected the likelihood of incarceration. In 2015-2016, 89 adults ages ≥ 18 years with visible tattoos were recruited at a free-clinic to receive laser tattoo removal or assigned to the wait-list; all completed baseline and 6-month questionnaires. Overall, 97.8% of participants ever migrated to the USA. In multivariate analyses restricted to migrants (n = 87), those receiving laser tattoo removal [Adjusted Odds Ratio (AOR) 0.27, 95% CI 0.07-0.89] and …

Objectives. To examine the associations and mechanisms between 2 indicators of mass incarceration and preventive health care use and whether these associations are moderated by race/ethnicity.Methods. We used 1997 to 2015-2016 data from the US National Longitudinal Survey of Youth 1997 (n = 7740) to examine the associations between arrest and incarceration at ages 18 to 27 years and cholesterol, blood sugar, and blood pressure screenings at age 29 years. Explanatory mechanisms included blocked access (health care coverage and medical checkup) and economic (education, employment, and income) fa…

PURPOSE: We examined whether the timing of when a person experienced the loss of a parent to incarceration was significantly associated with allostatic load, a multisystem index of biological dysregulation.
METHODS: Data were drawn from waves I and IV of National Longitudinal Study of Adolescent to Adult Health, a nationally representative sample of adolescents in 1994. The final analytic sample was restricted to responses with valid responses and valid sampling weights (n = 13,365). Survey-corrected negative binomial regressions were used to assess relationships between timings of parental i…

The growing utilization of actuarial risk assessment instruments (RAIs) in the American criminal justice system may potentially lead to more restrained, better-targeted uses of incarceration. However, critics have raised a variety of concerns regarding RAIs and suggested, among other things, that their incorporation into court procedures may tend to dehumanize defendants and exacerbate, rather than alleviate, mass incarceration. In response to such concerns, this article offers recommendations for policy and practice that may help an increasingly risk-focused criminal justice system to achieve…

Large numbers of the more than 2 million people incarcerated in the United States are fathers who, upon exiting prison, return to their families and communities. Nevertheless, fathers' experiences of parenting from prison, their reentry process as a parent, and their involvement with their children after prison is not well understood. This qualitative study examines the experiences of 19 fathers recently released from prison to understand how incarceration shapes parenting and facilitates or presents barriers to father-child relationships. Our findings indicate that, despite the substantial ch…

IMPORTANCE: In 2016, an estimated 8% of US children younger than 18 years had experienced the incarceration of a parent, and rates were substantially higher among children from racial and ethnic minority backgrounds and disadvantaged groups. Little is known about whether parental incarceration during childhood is associated with adult psychiatric problems and functional outcomes.
OBJECTIVE: To examine whether parental incarceration is associated with increased levels of psychiatric diagnosis and poor outcomes in health, legal, financial, and social domains in adulthood.

Objectives: To identify factors associated with incarceration among women and examine the relationship between incarceration and human immunodeficiency virus (HIV)-related outcomes. Materials and Methods: We analyzed longitudinal data from 3324 women (2372 with HIV and 952 uninfected) from 2007 to 2016 in the Women's Interagency HIV Study, a U.S. cohort of women with and without HIV. Lifetime history of incarceration before first study visit was used as the outcome and then as a predictor for HIV outcomes and mortality. Using multivariable models, we assessed associations between socio-demogra…

This study assessed neighborhood-level association between jail incarceration and premature mortality and estimated the number of potentially avertable premature deaths associated with jail incarceration in NYC. The study outcome was premature mortality rate and the main predictor of interest was jail incarceration rate. Variables associated with premature mortality in bivariate analysis were considered for inclusion in the multivariable ordinary least squares model and in the multivariable linear mixed effects model accounting for spatial correlation. Numbers of potentially avertable prematur…

BACKGROUND: Little is known about the clinical care experiences of HIV-infected persons in St. Petersburg who have experience with incarceration. To address this question, we conducted a capture-recapture study to identify individuals who had been diagnosed with HIV infection while incarcerated and who subsequently presented for medical care in St. Petersburg, Russia following release from prison.
METHODS: We matched 292 HIV-positive prisoners tested by the prison system in 2010 to the medical records at the St. Petersburg AIDS Center in the following 4 years.
RESULTS: The data analysis show…

Although prior research links parental incarceration to deleterious outcomes for children over the life-course, few studies have examined whether such incarceration affects the social exclusion of children during adolescence. Drawing on several lines of scholarship, we examine whether adolescents with incarcerated parents have fewer or lower quality relationships, participate in more antisocial peer networks, and feel less integrated or engaged in school. The study applies propensity score matching to survey and network data from a national sample of youth. Analyses indicated that children wit…

Incarceration is considerably more prevalent among sexual and gender minority persons (SGM) than among the general population. Once behind bars, they are at the greatest risk for health-related harms. Although a growing number of studies have assessed health disparities produced by mass incarceration, scholars are yet to systematically assess the health consequences of incarceration on the basis of sexual orientation and gender identity. We invite public health scholars to study the effects of incarceration on health in the SGM population and provide a roadmap to aid these research efforts. Fi…

Three widely discussed explanations of the punitive carceral state are racism, harsh drug laws, and prosecutorial overreach. These three narratives, however, only partially explain how our correctional system expanded to its current overcrowded state. Neglected in our discussion of mass incarceration is our largely forgotten history of the long-term, wholesale institutionalization of the disabled. This form of mass detention, motivated by a continuing application of eugenics and persistent class-based discrimination, is an important part of our history of imprisonment, one that has shaped key …
