Health Care Access and Health Indicators in Puerto Rico Pre- and Post- Hurricane Maria: Behavioral Risk Factor Surveillance System (2015-2019).

Hurricane Maria is regarded as one of the worst natural disasters in United States history as it devasted Puerto Rico (PR) in September 2017. This study compared population-based key health indicators among PR residents pre-and post-Hurricane Maria. We examined Behavioral Risk Factor Surveillance System (BRFSS) PR data from five survey years, including pre-and post-Hurricane Maria: 2015 (N = 4556), 2016 (N = 5765), 2017 (N = 4462), 2018 (N = 4814), and 2019 (N = 4958). The sample consisted of non-institutionalized adults aged ≥ 18 years with access to a landline or a cellular telephone. Using

Adapting to Life after Hurricane Katrina and the Deepwater Horizon Oil Spill: An Examination of Psychological Resilience and Depression on the Mississippi Gulf Coast.

The purpose of this study was to examine relationships among depression, psychological resilience, and other sociodemographic factors of individuals who were highly exposed to Hurricane Katrina in 2005 and the Deepwater Horizon Oil Spill in 2010. A spatially stratified random sample of 294 Mississippi Gulf Coast residents living in close proximity to the Gulf of Mexico were surveyed. Findings indicated that low education attainment, financial hardship, and disaster-related damages increased the likelihood of depression, whereas psychological resilience and having health insurance reduced the o

Understanding Socioeconomic and Psychological Vulnerabilities in Post-Disaster Recovery: Insights from the Displaced New Orleans Residents Survey.

Communities susceptible to disasters frequently endure severe socio-economic and psychological repercussions. Therefore, it is essential to thoroughly understand the various vulnerabilities encountered by different groups. Residents of New Orleans, Louisiana, faced significant hardships after Hurricane Katrina hit on 29 August 2005. A multitude of individuals lost their residences, while others, regrettably, lost family members. The Displaced New Orleans Residents Survey (DNORS) offered significant insights into individuals and households living in New Orleans immediately prior to Hurricane Ka

Posttraumatic stress disorder in disaster-exposed youth: examining diagnostic concordance and model fit using ICD-11 and DSM-5 criteria.

BACKGROUND: Competing definitions of posttraumatic stress disorder (PTSD) have been proposed by ICD-11 and DSM-5; it is unclear which diagnostic model works best for children and adolescents. Although other studies have predicted the impact of these models by approximating the criteria using older measures, this study advances the research by comparing measures designed to assess ICD-11 and DSM-5 criteria in hurricane-exposed youth. This study evaluates ICD-11 and DSM-5 (both the standard and preschool-age) diagnostic models by identifying diagnostic rates, evaluating diagnostic concordance, i

Long-term impacts of hurricanes on mortality among Medicare beneficiaries: evidence from Hurricane Sandy.

OBJECTIVES: Hurricane-related flooding has long-term socioeconomic effects on impacted areas; however, little is known about the long-term health effects on vulnerable, older residents who remain in impacted neighborhoods. We examined mortality rates among older adults who continued living in ZIP Code Tabulation Areas (ZCTAs) impacted by flooding from Hurricane Sandy for up to 5 years after landfall. METHODS: We conducted a propensity-score matched, ZCTA-level ecological analysis post-Hurricane Sandy across the tri-state area (New York City [NYC], New York state excluding NYC [NY], New Jersey

Schools' Vital Role in Supporting Children's Mental Health Following Disasters.

Health services provided at school benefit the health and wellbeing of students. But when communities are recovering from disaster, those services become vital, especially for mental health. Research suggests that children in Western North Carolina will need mental health supports post-Hurricane Helene. That should be top priority.

Effects of Hurricane Michael on Access to Care for Pregnant Women and Associated Pregnancy Outcomes.

Background: Disasters are associated with worse perinatal outcomes, perhaps due to inadequate prenatal care (PNC). Methods: Using 2017-2019 Florida vital statistics, we compared PNC use before and after Hurricane Michael. We categorized counties as most affected (Area A) or less affected (Area B and C). We examined whether Michael's effects on perinatal outcomes varied by maternity care availability and used the Baron and Kenny method to assess whether delayed PNC initiation mediated perinatal outcomes. Log-binomial regression and semi-parametric linear regression were used, controlling for ma

The Effect of Hurricane Maria on the Surgical Workload of the UPR-affiliated Hospitals.

OBJECTIVE: The Caribbean islands are regularly affected by hurricanes in a seasonal manner, but major (category 4 and 5) hurricanes are infrequent, and what happens in their aftermath is important for future planning. METHODS: We reviewed the surgical cases entered into the University of Puerto Rico (UPR) General Surgery Department database from January 1, 2016, through December 31, 2017. This database collects patient and procedural information from the surgical services of the UPR-affiliated hospitals. To analyze the impact that Hurricane Maria had on the surgical population, we compared ca

Hurricane effects on Neotropical lizards span geographic and phylogenetic scales.

Extreme climate events such as droughts, cold snaps, and hurricanes can be powerful agents of natural selection, producing acute selective pressures very different from the everyday pressures acting on organisms. However, it remains unknown whether these infrequent but severe disruptions are quickly erased by quotidian selective forces, or whether they have the potential to durably shape biodiversity patterns across regions and clades. Here, we show that hurricanes have enduring evolutionary impacts on the morphology of anoles, a diverse Neotropical lizard clade. We first demonstrate a transge

Designing and implementing an interdependent resilience culture.

Once an emergency occurs, companies find themselves competing for diminishing resources. Companies mired in confusion and debate often fail to obtain the resources necessary for a speedy recovery and fail to meet the expectations of their various interested parties. Unfortunately, it is during these emergencies that the firm is judged. Unfavourable evaluations of a company by customers, the government and/or the general public result in lost future revenue through contracts that are either not renewed or cancelled, as well as disqualification from tenders and lost bids. This paper discusses ho

Hurricane Sandy: Shared Trauma and Therapist Self-Disclosure.

Hurricane Sandy was one of the most devastating storms to hit the United States in history. The impact of the hurricane included power outages, flooding in the New York City subway system and East River tunnels, disrupted communications, acute shortages of gasoline and food, and a death toll of 113 people. In addition, thousands of residences and businesses in New Jersey and New York were destroyed. This article chronicles the first author's personal and professional experiences as a survivor of the hurricane, more specifically in the dual roles of provider and trauma victim, involving informe

Effects of regulation on methadone and buprenorphine provision in the wake of Hurricane Sandy.

Hurricane Sandy led to the closing of many major New York City public hospitals including their substance abuse clinics and methadone programs, and the displacement or relocation of thousands of opioid-dependent patients from treatment. The disaster provided a natural experiment that revealed the relative strengths and weaknesses of methadone treatment in comparison to physician office-based buprenorphine treatment for opioid dependence, two modalities of opioid maintenance with markedly different regulatory requirements and institutional procedures. To assess these two modalities of treatment

Assessment of Hurricane Ivan impact on chlorophyll-a in Pensacola Bay by MODIS 250 m remote sensing.

The impact of Hurricane Ivan on water quality in Pensacola Bay was investigated by MODIS 250m remote sensing of chlorophyll-a concentrations at different time slots before and after the hurricane event. Before the hurricane, the mean chlorophyll-a in the Bay was 5.3 μg/L. Heavy rainfall occurred during the hurricane landfall. The 48 h rainfall reached 40cm and the peak storm surge reached 3m on 9/16. After the rainstorm and during the storm surge on 9/17/2004, the mean chlorophyll-a concentration substantially increased to 14.7 μg/L. 26.3% water area was in the poor-water-quality condition (ch

Enhancing private sector engagement: Louisiana's business emergency operations centre.

Public sector emergency management is more effective when it coordinates its efforts with private sector companies that can provide useful capabilities faster, cheaper and better than government agencies. A business emergency operations centre (EOC) provides a space for private sector and non-governmental organisations to gather together in support of government efforts. This paper reviews business-related EOC practices in multiple US states and details the development of a new business EOC by the State of Louisiana, including lessons learned in response to the May 2010 oil spill.

Hurricane Ike rapid needs assessment - Houston, Texas, September 2008.

On the morning of September 13, 2008, Hurricane Ike made landfall on the upper Texas Gulf coast at Galveston Island as a category 2 storm, with hurricane force winds extending 125 miles from its center. As the storm continued through nearby Houston and surrounding areas, it caused power blackouts for more than 3 million households. In Houston, city services were disrupted for weeks, officials declared nightly curfews, and supplies of bottled water, ice, electrical generators, and gasoline became scarce. At least five deaths were associated with carbon monoxide asphyxiation from improper use of

From Forecast to Action: A Deep Learning Model for Predicting Power Outages During Tropical Cyclones.

Power outages caused by tropical cyclones (TCs) pose serious risks to electric power systems and the communities they serve. Accurate, high-resolution outage forecasting is therefore critical for both proactive mitigation planning and real-time emergency response. Most existing outage prediction models operate in open-loop or event-level settings and cannot update forecasts as storm conditions and system states evolve. To address this limitation, we propose the SpatioTemporal Outage ForeCAST (STO-CAST) model, a spatiotemporal deep learning framework that performs state-dependent, observation-u

Impacts of model resolution and ocean coupling on mean and eddy momentum transfer during the rapid intensification of super-typhoon Muifa (2011).

This study uses a coupled atmosphere-ocean model with different numerical settings to investigate the mean and eddy momentum transfer processes responsible for Typhoon Muifa's (2011) early rapid intensification (RI). Three experiments are conducted. Two use the coupled model with a horizontal resolution of either 1 km (HRL) or 3 km (LRL). The third (NoTCFB) is the same as LRL but excludes tropical cyclone (TC)-induced sea-surface temperature (SST) cooling. HRL reasonably reproduces Muifa's intensity during its rapid intensification and weakening periods. The azimuthal mean tangential and radia

Recent global increase in multiple rapid intensification of tropical cyclones.

The rapid intensification (RI ≥ 30 knots/24-h) of tropical cyclones (TCs) makes TC forecasting difficult, resulting in severe damage to property and life. Forecasting can get even worse if TCs have experienced RI more than once (referred to as "multiple-RI TCs") in their lifetime. On a global scale, the relation between long-term trends of multiple-RI TC frequency and maximum potential intensity (MPI) changes is investigated in this study. During 1981-2020, the frequency of multiple-RI TCs significantly increased at a rate of 1.2 TCs/decade, which was primarily due to the upper phases of TC be

The One Health aspect of climate events with impact on foodborne pathogens transmission.

The ongoing effects of climate change have exacerbated two significant challenges to global populations: the transmission of foodborne pathogens and antimicrobial resistance (AMR) through the food chain. Using the latest available scientific information this review explores how climate-related factors such as rainfall, floods, storms, hurricanes, cyclones, dust, temperature and humidity impact the spread of the foodborne pathogens Salmonella, E. coli, Campylobacter, Vibrio, Listeria, and Staphylococcus aureus. We explore the complex dynamics between environmental changes and the heightened ris
