BACKGROUND: Over the past decade, development assistance for health (DAH) in Uganda has increased dramatically, surpassing the government's own expenditures on health. Yet primary health care and other priorities identified in Uganda's health sector strategic plan remain underfunded.
METHODS: Using data available from the Creditor Reporting System (CRS), National Health Accounts (NHA), and government financial reports, we examined trends in how donors channel DAH and the extent to which DAH is aligned with sector priorities. The study follows the flow of DAH from the donor to the implementing

During the 1980s, there was 2 prominent changes in family planning: more women went to general practitioners (GPs) for contraceptive advice and there was an upturn in the use of condoms due to safer sex campaigns in the mid-80s. In this study of 769 women requesting a pregnancy termination, the author's found that the greater use of condoms had appeared to increase the need for information about emergency contraception, but this was not being met. Patients advised by their GPs seemed to have a lower level of knowledge than those who obtained their contraception from clinics. The study, carried

UNLABELLED: The provision of family planning services has important health benefits for the U.S.
POPULATION: Approximately 25 million women in the U.S. receive contraceptive services annually and 44 million make at least one family planning-related clinical visit each year. These services are provided by private clinicians, as well as publicly funded clinics, including specialty family planning clinics, health departments, Planned Parenthoods, community health centers, and primary care clinics. Recommendations for providing quality family planning services have been published by CDC and the O

BACKGROUND: The use of family planning contraceptives is an essential feature of reproductive health and rights, and safeguards women's health. Sudan is among the countries with the lowest prevalence of family planning use in Africa. The social construction of gender norms related to preference for increased fertility and family planning decisions resides in the assumption that husbands play a limiting role in their wives' access to family planning use. This study aims to examine to what extent husbands' preference for increased fertility is reflected in their wives' contraceptive use and whet

Humanitarian aid and development is a multibillion-dollar sector, representing millions of organisations, with hundreds of millions of employees and volunteers operating worldwide. The community is, by its very nature, drawn towards danger, supporting vulnerable parties in high-risk areas. In the face of complex global health emergencies, natural disasters and deteriorating security conditions, the imperative for individuals to deploy to, or work in, increasingly fragile and hostile environments is growing. At the same time, expectations regarding the sector's duty of care are mounting, and em

Europe is not ready for the next pandemic. Nonetheless, several positive developments are cause for optimism. The European Centre for Disease Control (ECDC) was founded in May 2005 and has explicitly identified influenza as one of its top four priorities. Europe is also taking steps to streamline the regulatory approval of new vaccines during a pandemic. Europe can learn much from Canada. The Canadian public health authorities have focused on developing the infrastructure, procedures and acceptance for vaccination against the annual influenza epidemics as a means of strengthening pandemic prep

During the past century, 4 influenza pandemics occurred. After the emergence of a novel influenza virus of swine origin in 1976, national, state, and local US public health authorities began planning efforts to respond to future pandemics. Several events have since stimulated progress in public health emergency planning: the 1997 avian influenza A(H5N1) outbreak in Hong Kong, China; the 2001 anthrax attacks in the United States; the 2003 outbreak of severe acute respiratory syndrome; and the 2003 reemergence of influenza A(H5N1) virus infection in humans. We outline the evolution of US pandemi

Family planning services represent one of the most common managed care services, particularly in the case of Medicaid. In 1986, Congress enacted legislation exempting family planning services from mandatory managed care requirements. The effect of this legislation was to permit beneficiaries enrolled in mandatory managed care plans to continue to obtain family planning benefits from the providers of their choice, regardless of the providers' network status. The purpose of the law was to assure that managed care would not impede individuals' access to benefits. Subsequent experiences surroundin

BACKGROUND: Previous studies have reported variation in the population-based use rate of diagnostic and therapeutic procedures. Cholecystectomy is one of the most common surgical procedures, and we conducted this study to assess whether in Israel the use of this procedure varied by region and whether differences in use can be related to differences in appropriateness of use. In Israel, there is a pre-paid health insurance system and all surgeons are salaried.
METHODS: Age-adjusted rates of cholecystectomy in four hospitals, each serving a defined population in Israel, were calculated. Two hun

Progestin-only pills (POPs) are less widely used and available than combined pills. For example, the U.S. Agency for International Development (USAID) shipped only 3 million packets of POPs worldwide in 1994, compared with 62 million packets of combined pills, according to Mark Rilling, program analyst with USAID's Office of Population. While USAID considers POPs to be an acceptable contraceptive option for some women and intends to continue providing them, the worldwide market for them is small, Rilling says. The London-based International Planned Parenthood Federation (IPPF) reports a simila
