Alcohol use, civilian interference, and other possible risk factors for death during restraint.

Physical restraint is usually used when trying to control and terminate a violent episode. Many causes are possible behind aggressive, agitated, and violent behavior. Some of these are such factors that can either be detected in forensic autopsies or can be evident from the person's medical records. Various causes for deaths during physical restraint have been suggested. In this study, we wanted to review all incidents in which physical restraint was employed, ending in death of the restrained person, whether the restraint was applied by police officers, security guards, police custody personn…

Sharing reports about domestic violence and abuse with general practitioners: a qualitative interview study.

BACKGROUND: Domestic violence and abuse (DVA) is common and damaging to health. UK national guidance advocates a multi-agency response to DVA, and domestic homicide reviews consistently recommend improved information-sharing between agencies. Identification of patients experiencing DVA in general practice may come from external information shared with the practice, such as police incident reports and multi-agency risk assessment conference (MARAC) reports. The aim of this study was to explore the views of general practitioners (GPs) and the police about sharing reports about DVA with GPs. MET…

Relational and instrumental perspectives on compliance with the law among people experiencing homelessness.

OBJECTIVE: We conducted an exploratory study testing procedural justice theory with a novel population. We assessed the extent to which police procedural justice, effectiveness, legitimacy, and perceived risk of sanction predict compliance with the law among people experiencing homelessness. HYPOTHESES: We did not develop formal a priori hypotheses but examined five general research questions. First, are there positive associations between police procedural justice, police legitimacy, and compliance? Second, do procedural justice and legitimacy differentially predict compliance, depending on …

[Bunk rails and children can be a dangerous cocktail].

We present a case with a two-year-old girl, who accidentally got caught between a mattress and a metal rod used as rail of an upper bunk and almost got suffocated. To rule out child abuse and to clarify the sequence of events, the incident was reported to the police. The police investigation and the forensic examination confirmed the incident as reported by the parents and the police closed the case. With this case story, we want to warn against the use of rails, with a distance between mattress and rail allowing the body of a small child to slip under and trap a proportionally bigger head.

Unintended cutaneous reactions to CS spray.

CS spray (2-chlorobenzylidene malononitrile 5% w/v in methyl isobutyl ketone) has been used by the police force in the UK as an incapacitant for nearly a decade. It causes a number of well-recognized cutaneous reactions, which are generally regarded as short-lived. These include skin burning, erythema and blistering. However, a range of unpredictable cutaneous reactions to CS spray may also occur. We have found contact allergy, leukoderma, initiation or exacerbation of seborrhoeic dermatitis, and aggravation of rosacea following CS spray exposure in 6 police officers and 1 doorman. These skin …

Identifying novel forms of reluctance in commercially sexually exploited adolescents.

BACKGROUND: Research has largely overlooked expressions of reluctance in commercially sexually exploited adolescent ("CSEA") victims. This is problematic because gaining information from known victims is of the utmost importance in order to better serve the needs of current and potential future victims. OBJECTIVE: The current study proposes a novel conceptualization of reluctance based on CSEA victims' transcripts from police interviews and courtroom examinations. PARTICIPANTS AND SETTING: The study examined police interviews (n = 8 victims, 1558 utterances) and courtroom transcripts (n = 6 …

The risk of involuntary firearms discharge.

OBJECTIVES: To investigate whether unintended muscle activity induced by motor overflow can result in the unintentional discharge of a firearm. BACKGROUND: In the past few years an increasing number of people have been injured, sometimes fatally, as a result of police weapons being discharged involuntarily. METHODS: Two experiments were performed using a pistol fitted with sensors to register the pressure exerted on the hand stock and the trigger. In Study 1, 34 police officers reacted to a set case using the prepared pistol. In Study 2, 25 participants performed 13 tasks requiring the use o…

How do emergency care providers and law enforcement officers navigate the competing imperatives of saving lives and serving justice? A qualitative case study in a Ghanaian secondary hospital.

OBJECTIVE: Emergency care departments often navigate the dual imperatives of providing timely medical care and cooperating with police as law enforcement officers (LEOs) involved in injury-related cases. Using Strauss' negotiated order theory, we examined the engagements between clinicians and the police at the Upper West Regional Hospital in Ghana, analysing the structural and negotiation contexts shaping their interactions. DESIGN: We used a qualitative case study design. SETTING: The study was conducted at the Upper West Regional Hospital in Ghana. PARTICIPANTS: Participants included cli…

Sleep-related crash characteristics: Implications for applying a fatigue definition to crash reports.

Sleep-related (SR) crashes are an endemic problem the world over. However, police officers report difficulties in identifying sleepiness as a crash contributing factor. One approach to improving the sensitivity of SR crash identification is by applying a proxy definition post hoc to crash reports. To identify the prominent characteristics of SR crashes and highlight the influence of proxy definitions, ten years of Queensland (Australia) police reports of crashes occurring in ≥100km/h speed zones were analysed. In Queensland, two approaches are routinely taken to identifying SR crashes. First, …

Reluctant risk-takers: how law enforcement practices at festivals can obstruct safer drug use.

BACKGROUND: Prohibition-based drug policies such as recent UK draft legislation on recreational drug possession assume expanding police powers will deter use and thereby reduce harm. In fact research suggests punitive policing harms PWUD (people who use drugs) in recreational contexts by incentivising behaviours with lower legal but higher health risk. Although some vectors of this harm have been well researched (notably dog-assisted searches at festival gates), others are less understood. This article aims to help elucidate them by examining how enforcement strategies impacted participants' a…

Restructuring Crisis Response Programs as Civilian-Led: A Scoping Review.

Civilian-led crisis response teams provide emergency mental healthcare for individuals in acute distress in community settings, often without the involvement of police as first responders. These models represent one of several emerging alternatives to police-led crisis response and have gained attention for their potential to improve safety, trust, and care outcomes. Reports included in this scoping review discussed: the development, need, potential, implementation, and outcomes of civilian-led crisis response models. Covidence software was utilized by two independent reviewers to search 11 da…

The entry of mentally disordered people to the criminal justice system.

BACKGROUND: The police are the gatekeepers to the criminal justice system (CJS). It is agreed that where possible mentally ill people should be diverted to psychiatric care. The purpose of this investigation was to determine what factors were associated with the entry of obviously mentally ill people into the CJS. METHOD: The population of all detainees arrested in seven London police stations was observed to determine the presence of obvious mental illness. All detainees regarded as ill or known to have significant psychiatric histories were followed through the CJS to court disposal. Defend…

Law Enforcement and Community Provision of Fentanyl Test Strips to People Who Use Drugs for Engagement and Referral to Services.

Use of fentanyl test strips (FTS) to test illicit drugs has been shown to be an effective harm-reduction tool for raising awareness of fentanyl risks, increased self-efficacy to prevent overdose, and safer use behavior changes. From March to June 2020, a total of 6 Massachusetts municipal police departments piloted FTS kit distribution during post-overdose outreach visits, community outreach, and related programming. The Police Assisted Addiction and Recovery Initiative developed the kits, trained departments, and oversaw implementation. The pilot evaluation involved site observations, process…

The Science-Based Pathways to Understanding False Confessions and Wrongful Convictions.

This review shows that there is now a solid scientific evidence base for the "expert" evaluation of disputed confession cases in judicial proceedings. Real-life cases have driven the science by stimulating research into "coercive" police questioning techniques, psychological vulnerabilities to false confession, and the development and validation of psychometric tests of interrogative suggestibility and compliance. Mandatory electronic recording of police interviews has helped with identifying the situational and personal "risk factors" involved in false confessions and how these interact. It i…

[Catamnesis of psychiatrically evaluated automobile drivers].

The present catamnestic study covers 100 petitioners, who either applied for the first time for a driving licence or for readmission to traffic after confiscation of their license by the police. 99 of them were former inpatients or still inpatients at the time of judgement. For all of them, the decision of the police depended upon our expertise. For the judgement we considered our psychiatric investigation, the clinical report and the police traffic record. Normally, our mode of admission was quite generous. The duration of catamnesis lasted at least two years. Our of the 100 petitioners, 88 w…
