CS gas as used by the UK police force is issued as a 'spray' and is 5% CS in methylisobutylketone (MIBK), a potent irritant. Inequality in economic and social outcomes across U.S. regions has grown in recent decades. The economic theory of crime predicts that this increased variability would raise geographic disparities in violent crime. Instead, I find that geographic disparities in homicide rates decreased. The purpose of this paper is to present a description and preliminary findings of a 12-month trial of a Local Court diversion programme, called MERIT for Magistrates' Early Referral into Treatment. The aim of MERIT is to divert eligible drug offenders to treatment and rehabilitation services. A total of 172 offenders were assessed and 131 entered the programme.
