Excluding environmental, psychotic, and unclassified categories, a total of 1,231 cases of severe mental retardation were found in the Central Wisconsin Center study. Some 45% of cases were estimated to be genetically caused or predisposed, but in only 15% was the risk of recurrence considered high. Nevertheless, I feel strongly that parents of all retarded patients deserve etiologic/diagnostic counseling.

For more than 50 years, sterilization of mentally retarded persons was an accepted practice in many states as a way to reduce the number of persons born with mental defects. In recent years, the practice has come under heavy challenge, both medically and legally. At present, only 19 states have statutes that allow sterilizations for eugenic reasons. Among perpetrators of crimes of violence against persons submitted to psychiatric examination, 16 men with severe mental disorder have been examined by standardized psychologic tests and clinical interviews. On the basis of studies performed in a psychoneurological dispensary the author examined 60 patients who worked in noxious conditions of chronic micromercuralism from 1--10 years. A thorough clinical observation permitted to distinguish the following psychopathological syndromes: asthenical (the most frequent initial expression of the disorder), depression, psychopath-like and epileptiform.

The authors investigated the electromyographic response to mechanical stimulation of the palmar skin (palmo-mental reflex) and plantar skin (planto-mental reflex) in the mentalis muscle. Among 171 children who received routine ophthalmic and orthoptic examinations as part of their evaluation for suspected or known developmental handicap it was found that there was an unusually high incidence of ocular defects.
