Childhood poverty and foster care placement: Implications for practice and policy.

BACKGROUND: About 6 % of US children enter foster care (FC) at some point before age 18. Children living in poverty enter more frequently than non-poor children. Still, it is less clear if specific dimensions of poverty place a child at risk of FC entry. OBJECTIVE: This study aids our understanding of the relationships between poverty and FC entry. PARTICIPANTS AND SETTING: Data were drawn from a large linked administrative data study following low-income and/or children with maltreatment reports at baseline and followed them through 2010 (n = 9382). METHODS: Separate analyses compared low-

Multilevel correlates of behavioral resilience among children in child welfare.

Resilience, defined as positive adaptation and functioning following exposure to significant adversity, is an important topic of investigation in child welfare. The current study used data from the Ontario Looking After Children (OnLAC) project to estimate the prevalence of behavioral resilience (i.e., lower frequency of conduct and emotional problems, higher frequency of prosocial behavior) in 531 5-9 year olds living in out-of-home care, and to determine how behaviorally-resilient children are functioning in other domains (i.e., peer relationships and academic performance). Furthermore, hier

Reducing Psychotropic Medication Use in Foster-Care Children with a Personalized Medication Review.

Objectives: Investigators and government agencies have expressed concern about the high percentage of foster youth who receive psychotropic medication, the number of psychotropic medications prescribed, and the extended duration for which many foster youth receive psychotropic medication. One contributor to the duration of medication use is the absence of clear guidelines for de-prescribing in pediatric psychiatry. The present study evaluated whether medication review letters crafted by medical professionals and sent to caregivers prompted a reduction in psychotropic medication in foster youth

[Lessons of an unpunished child abuse].

Around 2000–2500, physically abused children get into the sight of child protective services in Hungary. However, the number of unrecognized cases can be a multiple of this number. Cases with physical injury or severe neglect are often first seen by healthcare providers or, rather, alone in many cases. The reporting willingness of healthcare workers is low, and they often fail to fulfill their obligation to report. Apart from the consequences of failing the reporting obligations, we want to draw attention to the preventive role of reporting. The one-and-a-half-year-old girl was taken to the lo

The reported health and functioning of children maltreated while in family foster care.

The ability to assess accurately risk factors for maltreatment while in family foster care is essential for developing prevention and intervention strategies. Yet information about children involved in maltreatment episodes while in foster care is severely limited. This correlational study reports on characteristics, health, and functioning parameters of all 78 children with substantiated maltreatment reports between 1984-1988 in an urban foster care program as compared to a random sample of 229 nonmaltreated children in foster care in the same time period. Almost 50% of the substantiated malt

Genetic drift: A case of abuse.

In this essay, an infant with multiple fractures is removed from the custody of her parents because of suspected child abuse. Subsequently studies reveal that the child has osteogenesis imperfecta, type III. Though the child is eventually returned to the mother's custody, her entire first year has been spent in foster care. The essay illustrates the toll taken on families when a diagnosis of OI is missed or delayed.

The child welfare response to serious nonaccidental head trauma.

Serious nonaccidental head trauma (NHT) can leave permanent neurological damage in children who survive abuse. This study reports on child welfare's handling of NHT cases compared with cases of physical abuse and head trauma due to neglect with regard to placement in foster care, reunification with family, and safety issues. The results show that workers placed children with NHT in foster care immediately after the abuse but treated them no differently than other physically abused children regarding reunification.

Does paternal criminal legal system involvement increase children's risk of child protective services contact? Evidence from Wisconsin linked administrative data.

BACKGROUND: Research shows a strong overlap between paternal criminal legal system (CLS) involvement-especially incarceration-and children's involvement with Child Protective Services (CPS) and foster care placement. OBJECTIVE: To examine three explanations for the CLS-CPS overlap: (1) selection processes where a common set of factors drive CLS and CPS involvement, (2) mechanical processes, such as mandatory reporting by law enforcement to CPS, or (3) consequences that stem from paternal CLS involvement, such as reduced economic resources or increased harsh parenting. Exploring the Relationship between Foster Care Experiences and Social Network Engagement Among a Sample of Homeless Former Foster Youth.

INTRODUCTION: Recent research has begun to demonstrate high rates of poor behavioral health outcomes among homeless former foster, but with relatively little attention in the scientific literature. Because social networks have been shown to impact behavioral health outcomes, we need to better understand the network characteristics of homeless young adults with a history of foster care. METHODS: Data were collected from 184 homeless former foster youth at a drop-in center in Hollywood, California. A series of logistic regressions were conducted for network engagement behaviors that may be impa

Exposed, scaffolded and connected - Foster carers' experiences of dyadic developmental psychotherapy: An interpretative phenomenological analysis.

OBJECTIVE: Research is required to better understand the experience and effectiveness of dyadic developmental psychotherapy (DDP), a promising intervention developed to meet the complex needs of developmental trauma-experienced children in substitute care. DDP is a systemic intervention, within which the child's carer plays a significant role. Given their significant role and the lack of existing research, this study aimed to explore how foster carers experience DDP. DESIGN: A qualitative design using semi-structured interviews with 10 foster carers was implemented. METHOD: Interviews conduc

Parental stress and children adjustment in kinship foster families.

This work focuses on a multidimensional exploration of the stress experienced by kinship foster carers. This study is the first one conducted on Spanish sample, with 116 kinship foster families and foster children, between the ages of 4 and 11 years. In general, data indicate that the carer's parental stress scores are within the normative range. The existing heterogeneity among these families is also reported, highlighting a carers group with high stress levels. Parental stress correlated with children variables (initial adversity index, adaptation, evolution and behavioral adjustment); careg

Parenting intervention effects on reunification: A randomized trial of PMTO in foster care.

Evidence-supported parenting interventions (ESPIs) have expanded into child welfare because a growing research base has demonstrated positive results among children with serious emotional and behavioral problems. Despite a clear federal policy emphasis on reunification, few randomized trials have tested ESPIs with biological families of children in foster care; even fewer studies have investigated the distal outcomes of ESPIs. The aim of the current study was to examine the effects of Parent Management Training, Oregon (PMTO) model on reunification. Children in foster care with emotional and b

The physical, developmental, and mental health needs of young children in child welfare by initial placement type.

The American Academy of Pediatrics recommends comprehensive assessments for children entering foster care. These children may be placed with biological parents, kin, or in nonrelative foster care. It is not known whether health-related needs differ by placement. Chart abstractions were conducted of child welfare and medical records of 1542 children, ages 3 months to 5 years 11 months, admitted to San Diego's sole emergency shelter/receiving facility from April 1, 1998, through June 30, 1999, for investigation of alleged maltreatment. Children were discharged to three placement types: biologica

Foster Caregivers' Perceptions of Children's Sleep Patterns, Problems, and Environments.

OBJECTIVE: The disparity of problems, impairments, and disorders among children in foster care is well-documented and spans virtually every domain of functioning. Sleep, however, has received minimal attention among this vulnerable group, which is concerning given the multitude of ways sleep affects children's development, health, and behavior. METHODS: A total of 485 foster caregivers from across the United States completed a survey including quantitative items and qualitative, open-ended questions about sleep and related health and behavior for one child (M = 6.4 years, SD = 2.2; range 4-11
