PURPOSE: Administrative services constitute the first point of contact for hospital users and play a critical role in shaping perceptions of service quality. However, quality assessments in health-care have largely prioritised clinical indicators, leaving administrative functions underexamined. Forty-five administrators of drug treatment programs in Los Angeles County were surveyed about the adequacy of mental health services within their program and the drug treatment system. Approximately half agreed that dually diagnosed clients are not served within the system, and the majority noted that their programs restrict admission of such clients.
