OBJECTIVES: To describe the engagement of health service boards with quality-of-care issues and to identify factors that influence boards' activities in this area.
METHODS: We conducted semistructured interviews with 35 board members and executives from 13 public health services in Victoria, Australia. Interviews focused on the role currently played by boards in overseeing quality of care. We also elicited interviewees' perceptions of factors that have influenced their current approach to governance in this area. Thematic analysis was used to identify key themes from interview transcripts.

The COVID-19 pandemic caused stress and burnout for governmental public health workers, negatively affecting workers' desire to remain in their professional role. In October 2022, a board for a national association assessed their professional development needs, identified manifestations of burnout, and generated strategies to address burnout. BACKGROUND: Non-performing loans (NPLs) pose a critical threat to the stability and financial performance of commercial banks globally. This study is grounded in Agency Theory, which highlights the risk of conflicts of interest between bank management (agents) and shareholders (principals). Power is a fundamental necessity for human development. Not only do people have a right to seek power, they have the duty to do so, if some force prevents them from pursuing their full development or promoting the development of persons dependent on them. Pope John Paul II, in his encyclical On Human Work, defends workers' right to seek power by forming unions to defend their vital interests and by striking if necessary. The bishops, through their pastoral letter on Catholic Social Teaching and the U.S. Economy, and the National Council of Churches in the United States also affirm this right.
