Investigating the impact of Out-of-Home Care on early childhood development.

BACKGROUND: Early childhood development is influential for life course capability. Children exposed to child maltreatment and at high risk of harm may be removed for their safety, but the effect on child development is uncertain. OBJECTIVES: To assess developmental vulnerability at school commencement across five developmental domains to ascertain whether removal of children with substantiated maltreatment to foster/kinship care is likely protective, or not, of developmental vulnerabilities. METHODS: The study drew on linked-data for a South Australian population birth cohort (2003 to 2014)

Predictors of mental health during young people's transition from out-of-home care in Austria.

BACKGROUND: Care leavers are often disadvantaged in terms of their mental health compared to the general population. The factors influencing care leavers' mental health in the third decade of their lives have so far not been studied systematically. OBJECTIVE: Based on a resource model, external contextual factors before, during and after out-of-home care are examined with regard to their positive or negative effects on mental health. PARTICIPANTS AND SETTING: The sample consists of 121 care leavers, born between 1987 and 1997 and aged between 20 and 29 at the time of the paper-and-pencil sur

Physically abused children and their families. A 5-year follow-up study.

Thirty-two Coloured families were assessed 5 years after their referral to the Red Cross War Memorial Children's Hospital, Cape Town, because of the physical abuse of one of their children. Although continuation of the physical abuse was not found at follow-up, in two-thirds of the families the environment was as bad as or worse than it had been in 1977, and emotional abuse prevailed. Many of the parents had separated, and 3 of the children had been placed in foster care. The difficulties involved in managing multiproblem families are discussed.

A group approach to the depressed adolescent girl in foster care.

Depression reactive to severe early loss and current environmental pressure is a salient common characteristic of many adolescent girls in foster care. This paper describes work with developmentally-oriented mutual aid groups focused on depression and coping, which have been successful in promoting ego strengths and growth in this population.

Building Resilience through Intervention, Direct Guidance, and Empowerment (BRIDGE): A demonstration project to assist youth aging out of foster care in Poland.

Building Resilience through Intervention, Direct Guidance, and Empowerment (BRIDGE) is an innovative program designed to prevent homelessness and other negative outcomes among youth aging out of foster care. BRIDGE was pilot-tested on youth aging out of two orphanages in a city in southern Poland in 2009-2012. Youth were recruited at age 17, before aging out at age 18. Quasi-experimental methods were used to evaluate program outcomes among nine BRIDGE clients compared to two matched groups (n = 9 and n = 18) of youth who had recently aged out of orphanages in the same Polish region. Consistent

A Longitudinal Analysis of Concerning Psychotropic Medication Regimens Among Adolescents in Foster Care.

PURPOSE: To provide a population-based examination of psychotropic medication use before and after entry into foster care (FC), with special attention on the use of concerning medication regimens: polypharmacy, stimulants, and antipsychotics. METHODS: Using linked administrative Medicaid and child protective service data from Wisconsin, we follow a cohort of early adolescents ages 10-13 years who entered FC between June 2009 and December 2016 (N = 2,998). Descriptive statistics and Kaplan Meyer survival curves illustrate the timing of medication. Cox proportional hazard models identify hazard

Developmental Status of Young Children in Foster Care.

OBJECTIVE: Children in foster care (CFC) may be at higher risk for developmental problems. This study sought to determine (1) the percentage of CFC with developmental problems seen at an integrated primary care clinic and (2) whether the presence of various risk factors was associated with increased odds of developmental problems in general and across developmental domains. METHOD: This cross-sectional study used the Ages and Stages Questionnaire, Third Edition, demographic, and health-related data retrieved from electronic health records. The study included 796 children aged 1 to 66 months s

A systematic review of cognitive functioning among young people who have experienced homelessness, foster care, or poverty.

Young people who have experienced homelessness, foster care, or poverty are among the most disadvantaged in society. This review examines whether young people who have these experiences differ from their non-disadvantaged peers with respect to their cognitive skills and abilities, and whether cognitive profiles differ between these three groups. Three electronic databases were systematically searched for articles published between 1 January 1995 and 1 February 2015 on cognitive functioning among young people aged 15 to 24 years who have experienced homelessness, foster care, or poverty. Comparisons of substance abuse, high-risk sexual behavior and depressive symptoms among homeless youth with and without a history of foster care placement.

AIMS AND OBJECTIVES: The purpose of this study was to compare prevalence of substance use, high-risk sexual behaviors, and depression symptoms between homeless youth with and without a history of foster care placement. BACKGROUND: Approximately 26,000 young persons exit foster care annually in the United States. Once they 'age out' of foster care, however, many young persons do not have access to comprehensive health care. They also are at risk for substance abuse, homelessness, or mental illness. Because persons with a history of foster care are at risk for negative psycho-social outcomes, i

The Prevalence and Patterns of Maltreatment, Childhood Adversity, and Mental Health Disorders in an Australian Out-Of-Home Care Sample.

This study aimed to explore key characteristics of the out-of-home care subgroup of a nationally representative Australian sample. To ensure that mental health services are appropriately targeted, it is critical that we understand the differential impacts of childhood experiences for this cohort. Using the Australian Child Maltreatment Study (N = 8503), we explored patterns of childhood maltreatment and adversity of participants who reported ever being placed in out-of-home care, such as foster care or kinship care. In addition, the prevalence of current and lifetime diagnosis of four mental h

First evaluation of Eyberg Child Behavior Inventory for foster children in Japan.

BACKGROUND: Behavioral problems of foster children are an important issue for the maintenance of the foster care system, but they have not been adequately studied in Japan. We used the Eyberg Child Behavior Inventory (ECBI) to investigate behavioral problems among foster children and to examine associated factors. METHODS: Twenty-nine foster children and their foster parents and 479 non-foster children and parents were recruited for the foster and control groups, respectively. Both groups underwent statistical comparative analyses using data from their ECBI assessments. The ECBI has two scale

Foster Care Status and the Timing of Diagnosis of Fetal Alcohol Syndrome in a Medicaid Sample.

OBJECTIVES: Fetal alcohol syndrome (FAS) is frequently undiagnosed or misdiagnosed, particularly among populations at elevated risk of the condition. We examined the prevalence of FAS among children aged 0 to 5 years enrolled in Medicaid, described characteristics of affected children, and evaluated diagnostic timing between children in foster care and children not in foster care. METHODS: We conducted a retrospective analysis of Medicaid Transformed Analytic Files for children born from 2015 through 2017 with FAS diagnoses (n = 771), following each birth cohort for 5 years. We used descripti

The crucial role of the micro caregiving environment: Factors associated with attachment styles in alternative care in Chile.

The distribution of attachment styles has been shown to differ between groups of children living with their parents and children placed in alternative care (AC), defined as residential or foster. However, this is the first study in Latin America to explore possible factors affecting the quality of attachment in children living in both residential and foster care. Two groups of children (N=57) were compared: one group living in Residential Homes (RC) and the other in Foster Care (FC) in Chile. Children's, caregivers' and structural factors (e.g., child: caregiver ratios) and their links with at

Needs and outcomes for low income youth in special education: Variations by emotional disturbance diagnosis and child welfare contact.

Despite the high rates of service for emotional disturbance among child welfare involved youth, much remains to be understood about this population. This study is the first to use longitudinal data to examine the needs and outcomes of children in special education (comparing those with emotional disturbance (ED) and those without) according to child welfare involvement (none, child abuse and neglect report but no services, in-home child welfare services, and foster care). Administrative data linked with special education case file data on 471 youth found that those involved with child welfare

Does paternal criminal legal system involvement increase children's risk of child protective services contact? Evidence from Wisconsin linked administrative data.

BACKGROUND: Research shows a strong overlap between paternal criminal legal system (CLS) involvement-especially incarceration-and children's involvement with Child Protective Services (CPS) and foster care placement. OBJECTIVE: To examine three explanations for the CLS-CPS overlap: (1) selection processes where a common set of factors drive CLS and CPS involvement, (2) mechanical processes, such as mandatory reporting by law enforcement to CPS, or (3) consequences that stem from paternal CLS involvement, such as reduced economic resources or increased harsh parenting. Empirically-guided assessment of complex trauma for children in foster care: A focus on appropriate diagnosis of attachment concerns.

Complex trauma is defined as repeated or prolonged exposure to traumatic events perpetrated within the caregiving relationship during early childhood. Diagnostic decision making is challenging for this vulnerable population, given the widespread impact of these experiences across domains of developmental, social, emotional, and behavioral functioning. One domain, attachment, receives considerable attention for youth within the child welfare system, leading to frequent diagnosis of attachment disorders (i.e., reactive attachment disorder and disinhibited social engagement disorder). This is con
