[Health policy approach to the treatment and prevention of pressure ulcers].

INTRODUCTION: A pressure sore (decubitus) is a wound that develops on the skin and subcutaneous tissue in places exposed to pressure. Primarily occurs in elderly, non-mobile individuals, the prevention and control of which requires not only medical and nursing participation, but it also financial expenditure. OBJECTIVE: In our study, after a systematic document analysis, we present the relevant results of the decubitus survey conducted among state hospitals during Q2 of 2022, focusing on the organizational and management factors of decubitus prevention and care. METHOD: The national survey w

Public health policies and alcohol-related liver disease.

Alcohol-related liver disease (ALD) represents a major public health problem worldwide. According to the World Health Organization, the highest levels of per capita alcohol consumption are observed in countries of the European Region. Alcohol consumption is also alarmingly increasing in developing countries. ALD is one of the main contributors to the burden of alcohol-attributable deaths and disability. In the United States, severe forms of ALD such alcoholic hepatitis have increased in the last decade and in the United Kingdom, three-quarters of liver-related mortality results from alcohol co

Hispanics, Mental Health, and Discriminating Policies: Brief Report.

Hispanics, the largest minority group in the United States, are a heterogeneous group that contains a large portion of immigrants from Latin America. Recently, anti-immigrant policies and anti-Hispanic discriminatory practices have heightened at state and national levels. These policies and practices serve to endanger the mental health of Hispanics and play a major role in health care disparities. Positive correlations have been found between chronic discrimination and depression as well as other comorbid conditions, such as anxiety and substance use, and physical disorders. This report provid

Global health impacts of policies: lessons from the UK.

BACKGROUND: The UK government committed to undertaking impact assessments of its policies on the health of populations in low and middle-income countries in its cross-government strategy "Health is Global". To facilitate this process, the Department of Health, in collaboration with the National Heart Forum, initiated a project to pilot the use of a global health impact assessment guidance framework and toolkit for policy-makers. This paper aims to stimulate debate about the desirability and feasibility of global health impact assessments by describing and drawing lessons from the first stage o

Health considerations for oral piercing and the policies that influence them.

With the increase in popularity of piercings, the health care professional needs to be aware of the complications that can occur due to lack of regulations of the piercing establishments. Due to lack of training of piercing professionals and lack of enforcement of sterilization procedures, infection and life threatening complications can arise. Complications include, but are not limited to, hemorrhage, nerve damage, gingival recession, HIV, tongue swelling, tooth fracture, Bactermia, Ludwigs angina, increase salivary flow, jewelry aspiration, and localized infection. Public health vaccination policies for containing an anthrax outbreak.

Concern about biological weapons has raised questions about the most effective public health policies to contain an anthrax outbreak. We developed a probability model to predict the impact of different anthrax antibiotic and vaccination policies. An anthrax outbreak can be significantly contained by minimizing the delay until initiation of antibiotic prophylaxis. However, even if mass distribution of antibiotics is completed within six days of the initial exposure, then at most about 70% of cases can be prevented. Post-exposure vaccination will not significantly increase that prevention rate i

Nurses in health policy: Lessons learned from one cohort of the American Academy of Nursing Jonas Policy Scholars Program.

Nurses are underrepresented in health policy. The Jonas Policy Scholars Program is a vital and effective program that promotes mentoring, health policy, and engagement among early nurse researchers. The Jonas Policy Scholars Program should continue and be replicated by other organizations. Nurses must serve as health policy leaders within and beyond the field of nursing. Health policy content and immersion should be integrated throughout nursing education.

Recognizing muscle health in healthy aging and non-communicable disease policy: a public health perspective.

Population aging and the rising burden of non-communicable diseases (NCDs) place sustained pressure on health systems. In this perspective, I argue that muscle health-muscle mass, strength, and physical function-should be recognized as an explicit and prognostically distinct target within policies for healthy aging and NCD prevention. Two arguments distinguish this from generic physical activity promotion: muscle strength predicts mortality, regardless of activity level, and the most significant gains are produced by resistance and multicomponent training rather than by aerobic activity alone.

Adult Dental Health Survey 2009: implications of findings for clinical practice and oral health policy.

This is the final paper in a series reporting on the results of the 2009 Adult Dental Health Survey. Since 1968 national adult surveys have been repeated every decade with broadly similar methods providing a unique overview of trends in oral health over a 40-year period. This paper aims to explore the implications for dentists and oral health policy of the key results from the Adult Dental Health Survey 2009. Although repeat, cross-sectional, epidemiological surveys provide very valuable data on trends in disease patterns, they do not provide answers to test causal relationships and therefore

Can Universal Health Coverage Be Achieved Through an Unregulated Private Health System? Somalia's Policy Paradox.

Universal Health Coverage (UHC) aims to ensure equitable access to quality healthcare without financial hardship. Somalia presents a critical test case for UHC implementation in fragile and conflict-affected settings due to decades of state collapse, weak governance, and heavy reliance on an unregulated private health sector. This commentary examines Somalia's policy paradox: the coexistence of formal commitment to UHC alongside a predominantly market-driven, donor-dependent, and weakly regulated healthcare system. Drawing on evidence from Somalia and comparable low-income settings, the articl

Strategic health policy and health system resilience in protracted crisis settings: policymaker perspectives from Yemen.

BACKGROUND: Health system resilience is often described through the World Health Organization building blocks, yet in protracted crises it depends on whether governance, financing, workforce, information systems, service delivery, and accountability can convert crisis response into institutional reform. OBJECTIVE(S): This study examines how far Yemen's health system responses to prolonged conflict, economic decline, disease outbreaks, and COVID-19 progressed beyond absorptive and adaptive resilience toward transformative resilience, and how strategic health policy across the building blocks s

Research to policy on defining accessibility of public health facilities to ensure universal health coverage.

BACKGROUND: The mandate to ensure the availability of doctors under Universal Health Coverage has been one of the most difficult issues to address in India. It is believed that the geographic location of health facilities has influenced the availability of doctors in rural areas, which may have resulted in long-standing vacancies. There was a need to classify facilities based on location and access, to propose policies and strategies. The classification was arrived through a consultative process, which led to ambiguity. AIM: The aim of this study is to develop a criteria to identify health fa

Health system strengthening: prospects and threats for its sustainability on the global health policy agenda.

In 2013, Hafner and Shiffman applied Kingdon's public policy process model to explain the emergence of global attention to health system strengthening (HSS). They questioned, however, HSS's sustainability on the global health policy agenda, citing various concerns. Guided by the Grindle and Thomas interactive model of policy implementation, we advance and elaborate a proposition: a confluence of developments will contribute to maintaining HSS's prominent place on the agenda until at least 2030. Those developments include (1) technical, managerial, financial, and political responses to unpredic

Uncovering a tragic flaw in revolutionary health policies: From health and communicative inequities to communicative justice in health.

This article analyzes a contradiction facing efforts by left-leaning governments in Latin America to transform health into a fundamental social right. Policies and practices that confront health inequities generally fail to address health/communicative inequities, hierarchical distributions of rights to shape what counts as legitimate knowledge of health. This ethnographic analysis focuses on an epidemic of a mysterious disease - identified clinically as bat-transmitted rabies - in the Delta Amacuro rainforest of Venezuela in 2007-2008, tracing how parents who lost 1-3 children faced acute hea

Shaping public health policy in personalized prevention: the multidimensional PROPHET framework.

There is currently no widely accepted framework to guide decision-making for preventive approaches using genetic and genomic technologies. In the context of the PROPHET project, we developed a multidimensional framework integrating Health Technology Assessment and Health Impact Assessment, complemented by a monitoring phase to assess the impact of policies implementing personalized prevention interventions. This integrated approach links technical, clinical, and societal dimensions, supporting prevention strategies that are effective, equitable and sustainable. The PROPHET framework supports p

The importance of young surgeons in surgical health policy advocacy engagement.

BACKGROUND: Despite its critical importance, health policy advocacy remains vastly underutilized among surgeons and represents a critical area for professional development. Yet, interest is growing among younger physicians, particularly early-career surgeons who increasingly view advocacy as integral to patient care. Amid a rapidly evolving health care landscape, advocacy is defined as physician efforts to influence social, economic, and political factors affecting health and is essential for addressing systemic challenges. METHODS: Millennials and GenZ are now entering in early to mid-stages

US State Policy Contexts and Mental Health Among Working-Age Adults.

UNLABELLED: Policy Points States' overarching policy contexts are a meaningful yet overlooked predictor of adults' mental health, with more conservative contexts associated with worse mental health outcomes over a 30-year period. Counterfactual analyses suggest that widespread policy shifts could meaningfully alter the national prevalence of mental distress, positioning state policy contexts as important yet underutilized levers for improving population mental health. These associations are strongest among adults without a college degree, underscoring that state policy contexts may exacerbate

Analysing government health expenditure in Africa: Trends, determinants and policy options.

BACKGROUND: In April 2001, African Union (AU) Heads of State adopted the Abuja Declaration, pledging to allocate at least 15% of government expenditure to health. More than two decades later, many African health systems remain underfunded, with external aid increasingly unsustainable as official development assistance declines. AIM: This article examines progress towards the Abuja target, the role of political economy in shaping government health expenditure (GHE), and policy options for sustainable domestic financing. SETTING: The authors examined the Global Health Expenditure across 53 AU

Policy nudges toward medicalizing death and their impact on planetary health.

Despite most Canadians preferring to die at home, over 50% die in hospitals, a setting often discordant with patient-centered end-of-life care and environmentally harmful. This article argues that healthcare policies unintentionally "nudge" patients and providers towards the medicalization of death, contributing to low-value care and significant greenhouse gas emissions. We analyze how inaccessibility to primary and palliative care, default "full code" status, overspecialization, and inadequate home-care supports perpetuate hospital deaths. Using an illustrative case, we demonstrate how these

Homelessness And Health: Factors, Evidence, Innovations That Work, And Policy Recommendations.

On a single night in 2023, more than 653,000 people experienced homelessness in the United States. In this overview, we highlight structural and individual risk factors that can lead to homelessness, explore evidence on the relationship between homelessness and health, discuss programmatic and policy innovations, and provide policy recommendations. Health system efforts to address homelessness and improve the health of homeless populations have included interventions such as screening for social needs and medical respite programs.
