Overlapping Crises: Climate Disaster Susceptibility and Incarceration.

Climate-related disasters are becoming more frequent all over the world; however, there is significant variability in the impact of disasters, including which specific communities are the most vulnerable. The objective of this descriptive study was to examine how climate disaster susceptibility is related to the density of incarceration at the county level in the United States. Percent of the population incarcerated in the 2010 census and the Expected Annual Loss (EAL) from natural hazards were broken into tertiles and mapped bivariately to examine the overlap of areas with high incarceration

Beyond the emergency: Centering mental health in community disaster preparedness and recovery.

BACKGROUND: Extreme weather events are increasing in frequency and severity, disproportionately affecting marginalized and under‑resourced communities. In Houston, Texas, where insurance coverage and mental health access remain limited, successive disasters compound existing inequities, leaving residents with unmet psychological needs. Yet little is known about how chronically impacted communities conceptualize their mental health experiences, barriers to accessing care, and priorities for support following repeated disaster events. METHODS: We conducted a qualitative study using town hall-st

Strengthening natural hazard preparedness in Nepal: insights from stakeholder and community engagement.

Nepal faces many natural hazards, including floods, landslides, earthquakes, and extreme weather, which severely impact infrastructure, public health, and community resilience. In 2025, we conducted a formative stakeholder and community engagement exercise to inform research on strengthening local preparedness. This included consultative meetings with national agencies, local government, and community members in two hazard-affected municipalities. Field notes from the meetings were thematically analysed to identify priority themes. Findings indicated that national legal and policy frameworks e

Coordinated optimization of reserve fund scale and emergency resource allocation for power utilities under multi-type large-scale blackout risks.

Large-scale blackouts increasingly arise from heterogeneous causes such as natural disasters, equipment failures and cyber attacks, which force power utilities to decide, before any event is known, both how large a financial reserve to hold and how to convert it into emergency response capability. This paper develops a coordinated optimization of reserve fund scale and emergency resource allocation under multi-type large-scale blackout risk. A unified set of multi-type blackout scenarios is constructed by Monte Carlo sampling and condensed by a tail-aware scenario reduction into a tractable re

Building Resilient Radiotherapy Systems: Lessons and Recommendations for Natural Disaster Risk Mitigation.

Natural disasters, including earthquakes, hurricanes, floods, wildfires, and severe winter storms, along with related technological failures such as prolonged power outages or even nuclear incidents, pose significant risks to radiotherapy continuity, where treatment interruptions are associated with compromised tumor control and survival outcomes. Since natural disasters are inevitable, building resilient radiotherapy systems requires systematic learning from prior disasters and proactive risk management. In this narrative review, we synthesized published literature, incident reports, and oper

Strengthening disaster preparedness and health security in Niger state, Nigeria through a WHO STAR-based multi-hazard risk assessment.

Niger State in central Nigeria faces a range of natural, biological, and security hazards. To inform preparedness and health security planning, a multi-hazard risk assessment was conducted using WHO's Strategic Tool for Assessing Risks (STAR), this is one of the first applications of WHO STAR at a state level in Nigeria. A cross-sectional study was conducted using the WHO STAR. Stakeholders involved identified hazards across natural, biological, technological, and societal domains through review of surveillance, disaster, and meteorological data. Hazards were scored for likelihood, impact, vul

Navigating Challenges and Adapting Innovations in Acute Kidney Injury and Kidney Failure.

Acute kidney injury and kidney failure represent critical health challenges, requiring continuous and specialized care. The impact of natural disasters, such as earthquakes, floods, and hurricanes, alongside man-made crises like armed conflicts and pandemics, exacerbates the complexities of managing these conditions. Disasters disrupt health care infrastructure, cause resource shortages, and pose ethical dilemmas in care allocation, often leading to surges in acute kidney injury cases and interruptions in kidney failure treatment. This article examines these challenges and underscores the impo

Disaster recovery funding: Enhanced understanding for improved outcomes.

The complexities of post-disaster recovery funding present significant challenges to state and local communities, particularly with the increase in frequency and intensity of disasters triggered by climate change. This paper explores the disaster recovery funding process for which there is limited existing research. A concurrent triangulation method was utilized as the strategy of inquiry. This mixed methods approach consisted of a content review of the related literature, an analysis of the New Jersey (NJ) Transit damage from Hurricane Sandy, a case study examining NJ Transit's unmet recovery

A preliminary model to evaluate disaster management efforts.

Disasters are diversified in all aspects: they range from storms and tornadoes to earthquakes, tsunamis and cyclones etc. They affect a range of countries. Most disasters are caused by geographical factors. The overall response depends on the wealth of a country. For example, Japan is better prepared than Nepal or Haiti. Disaster responses are multidimensional and are assumed to be effective. From a service quality perspective, groups of responders provide services to victims. Effectiveness and efficiency of victim services are perhaps two outcome measures. Unfortunately, published studies on

Natural hazards: causes and effects. Lesson 5--Tropical cyclones (hurricanes, typhoons, baguios, cordonazos, tainos).

The many conclusions drawn and lessons learned from past cyclones can be used to mitigate and better respond to future occurrences. Some of the most helpful are listed below: 1) Outbreaks of cholera do not follow cyclones. Cholera must be endemic previously to a community; 2) Waterborne diseases do not increase as a result of cyclones; 3) Massive food aid rarely is required after a cyclone; 4) Used clothing almost never is needed. It usually is culturally inappropriate. Though accepted by disaster victims, it almost never is worn; 5) Blankets can be useful, but if they are needed, they usually

Introduction: Disaster Preparedness and Emergency Management in Radiation Oncology.

Radiation oncology is uniquely vulnerable to disasters and emergencies because safe treatment depends on specialized infrastructure, accurate treatment-state information, coordinated multidisciplinary workflows, and continuity across multiple fractions. Disaster preparedness and emergency management are therefore core components of safe, timely, and effective cancer care rather than separate administrative obligations. In radiation oncology, emergency management includes acute clinical events and immediate operational response, whereas disaster preparedness includes mitigation, continuity plan

Leveraging business continuity management for climate-related financial reporting.

This paper discusses how the experience and skill set developed within the field of business continuity management (BCM) provide a strong base from which organisations can leverage value in areas not traditionally considered within the remit of BCM. In particular, the paper examines the topic of climate-related financial disclosure, an important area that is gaining traction with investors and therefore senior executives too. Although, in itself, it is not an incident or event, this new area of focus has the potential to impact a company's ability to thrive and prosper. This paper will discuss
