Animal health emergencies: a gender-based analysis for planning and policy.

There has been increasing recognition of gender-based inequity as a barrier to successful policy implementation. This consensus, coupled with an increasing frequency of emergencies in human and animal populations, including infectious disease events, has prompted policy makers to re-evaluate gender-sensitivity in emergency management planning. Seeking to identify key publications relating to gendered impacts and considerations across diverse stakeholders in different types of animal health emergencies, we conducted a non-exhaustive, targeted scoping review. We developed a matrix for both acade

Assessment of Population-Level Disadvantage Indices to Inform Equitable Health Policy.

UNLABELLED: Policy Points The rapid uptake of disadvantage indices during the pandemic highlights investment in implementing tools that address health equity to inform policy. Existing indices differ in their design, including data elements, social determinants of health domains, and geographic unit of analysis. These differences can lead to stark discrepancies in place-based social risk scores depending on the index utilized. Disadvantage indices are useful tools for identifying geographic patterns of social risk; however, indiscriminate use of indices can have varied policy implications and

Recovery in Context: Thirty Years of Mental Health Policy in California.

Over the past quarter century, Recovery has become the hegemonic model guiding mental health policy. Advocates presented Recovery as a radical departure from the past, with the promise of dramatically improved outcomes for those with serious mental illness. This article looks at the implementation of Recovery-based policies in California from the 1990s to the present and interrogates the ways these policies emerged out of and reinforced many of the problems they were intended to solve. Against the backdrop of welfare reform, managed care, and a growing belief in market forces and individual re

Going smoke-free: attitudes of mental health professionals to policy change.

UNLABELLED: WHAT IS KNOWN ON THE SUBJECT?: While smoking rates within the general population in Australia are dropping, 32% of Australians with a mental illness smoke, increasing to 73% among those with severe or chronic mental illness. In Australia and elsewhere, smoking bans within mental health facilities have been implemented. WHAT THIS PAPER ADDS TO EXISTING KNOWLEDGE?: We surveyed 98 mental health professionals in Australia to gather information on attitudes toward smoke-free policies in mental health/psychiatric units within Australia. While previous research has sought information on a

Interactive Web-Based Learning: Translating Health Policy Into Improved Diabetes Care.

In August 2014, the U.S. DHHS's Office of Disease Prevention and Health Promotion released the National Action Plan for Adverse Drug Event Prevention, highlighting prevention of diabetes agent-related hypoglycemia as a key area for improvement. In support of the Action Plan, the Office of Disease Prevention and Health Promotion then developed a web-based interactive module, or eLearning lesson, based on formative research and stakeholder feedback to educate healthcare professionals on strategies to prevent adverse drug events from diabetes agents. The training incorporates health literacy prin

Human pediculosis: a critical health problem and what about nursing policy?

Lice infestation on the human body (also known as pediculosis) is very common. Cases number in the hundreds of millions worldwide. Three distinct presentations of lice infection exist and each is caused by a unique parasite. Head lice (Pediculus humanus capitis) is by far and away the most common infestation and favors no particular socioeconomic group. A genetically close "cousin," Pediculus humanus corporis, is responsible for body lice and is more commonly associated with poverty, overcrowding, and poor hygiene. Pubic lice (crabs) are caused by Pthirus pubis and is transmitted by intimate a

Estimated causes of death in Thailand, 2005: implications for health policy.

BACKGROUND: Almost 400,000 deaths are registered each year in Thailand. Their value for public health policy and planning is greatly diminished by incomplete registration of deaths and by concerns about the quality of cause-of-death information. This arises from misclassification of specified causes of death, particularly in hospitals, as well as from extensive use of ill-defined and vague codes to attribute the underlying cause of death. Detailed investigations of a sample of deaths in and out of hospital were carried out to identify misclassification of causes and thus derive a best estimate

A look behind the scenes: bioterrorism, smallpox, and public health policy.

The September 11, 2001 terrorist attacks on the World Trade Center and continued conflict in Middle Eastern countries has provoked a strong interest in issues of national security. On December 13, 2002 the Bush Administration announced its smallpox vaccination policy, the first nationwide "proactive" measure to address the threat of bioterrorism. The Program has received mixed reactions as a result of partisan issues, tensions in public health policy and federal and state jurisdiction, conflicting scientific views, and different risk assessments. The slow pace of the program, the difficulties

[Consequences for health policy on zoonosis control--national and international actions].

A review is given on the current state of German and European legislation concerning the control of zoonotic diseases. In the past considerable success was achieved when eliminating or reducing zoonosis such as brucellosis or tuberculosis in Germany and in Europe. Today foodborne infections such as salmonellosis or EHEC are dominating. A series of seven different federal laws and their legal regulations are involved in zoonosis control in Germany. In Europe the Council Directive 92/117/EEC, amended by directive 97/22/EU represents a framework for all Member States which have to deliver yearly

Psychiatry in transition: outcomes of mental health policy shift in Italy.

OBJECTIVE: To assess the outcomes of changes in mental health policy introduced in Italy in 1978. METHODS: Data on psychiatric services, before and after the policy change, are presented. Effects of change are evaluated through indicators related to four issues: transfer of care, criminalisation of the mentally ill, suicides, and homelessness. RESULTS: Admissions of new patients to mental hospitals have been stopped and the size of the mental hospital population is now very low (26 per 100,000 population). Psychiatric care has been shifted to community services including general hospital psy

Chemical dependence. Health and Public Policy Committee, American College of Physicians.

The American College of Physicians believes that chemical dependence should receive increased recognition as a medical illness that requires medical diagnosis and treatment and greater educational attention. The College encourages physicians to help prevent, diagnose, and treat chemical dependence. Referral of patients to community resources, with appropriate support and patient counseling as well as patient and public education, are important components of this treatment.

National Nutrition Monitoring System: implications for public health policy at FDA.

The National Nutrition Monitoring System (NNMS) plays an essential role in major nutrition activities of the Food and Drug Administration (FDA). In relation to the current sodium initiatives, it permits the measurement over time of changes in the sodium content of the food supply and in typical diets; in sodium labeling in the marketplace; in public awareness, concerns, and practices; and in the prevalence of hypertension and related factors, such as obesity. The FDA is responsible for U.S. fortification policy and its regulation. Currently, fortification policies and practices are being reexa

The women's movement and older women's health: issues and policy implications.

Since women are an increasing proportion of the older population, the health issues that affect older Americans must be regarded in large part as women's issues. Women experience aging differently from men. The advantage in life expectancy of women over men is not always a boon. Older women have substantially lower incomes and higher poverty rates, are more likely to be widowed and living alone, and depend more on entitlement and social service programs. This paper traces the evolution of the women's movement and identifies some of the health care problems of older women in terms of psychologi

Safeguarding governance and advancing policy at the nexus of climate and health: a commercial determinants of health perspective.

The impacts of climate change on physical and mental health and health equity are well-established. Intersectoral and multisectoral policy responses are emerging, yet current entry-points, to build decarbonised and climate-resilient health services or respond to health emergencies, risk trapping health in downstream and biomedical policy paradigms at the expense of wider determinants. However, climate change does not only undermine health and equity by worsening disease pathways and burdens. Drawing on a wide range of literature, this perspective deepens our understanding, exploring how climat

Self-study tool for integrating health equity into Health in All Policies (HiAP) initiatives.

SETTING: Setting. Health system leaders in Canada recognise that quality improvement alone cannot address health inequities. Intersectoral action, which involves coordination and collaboration across public, private, and third-sector organisations, can improve the distribution of social determinants of health (SDOH) and thereby, health equity. While Health in All Policies (HiAP) promotes this approach, critiques and empirical data highlight implementation gaps over whether health equity is actually being improved. The potential for HiAP initiatives to reduce health inequities can be strengthen

United States Federal Policies Contributing to Health and Health Care Inequities in Puerto Rico.

Puerto Rico, a territory of the United States since 1898, has recently experienced an increasing frequency and intensity of natural disasters and public health emergencies. In 2022, Hurricane Fiona became the latest storm to attract media attention and cast a light on Puerto Rico's deteriorating conditions, including infrastructural failings, health care provider shortages, and high levels of chronic illness. Although recent events have been uniquely devastating, decades of inequitable US federal policy practices have fueled the persistence of health inequities in the territory. Here we demons
