Homelessness Following Jail Exit Among Previously Housed Individuals.

Incarceration is a recognized risk factor for homelessness. However, most research focuses on the relationship between homelessness and prison incarceration. Jail incarceration is more common compared to prison incarceration, but little data exists on its impact on housing. The objective of this study is to examine the occurrence of housing loss after jail incarceration among individuals without prior evidence of homelessness and the associated risk of reincarceration. In this retrospective cross-sectional study, we identified adults without evidence of homelessness who became unhoused within

Examining the Impact of Jail Sanctions on Recidivism for Domestic Violence Probationers.

There has been a growth of domestic violence courts aimed at increasing offender accountability and victim safety. Although research has examined the effectiveness of these courts compared to typical court processing on recidivism, little is known about the mechanism of judicial accountability. Specifically, judicial review hearings, in which judges have discretion on whether and how to sanction for noncompliance, are common in these courts. This study examines whether incarceration sanctions for noncompliance affect recidivism among a sample of 347 probation review hearings in a Midwestern do

Hepatitis C Epidemiology in a Large Urban Jail: A Changing Demographic.

OBJECTIVES: Nearly 1 in 3 people with hepatitis C virus (HCV) infection pass through the criminal justice system annually; the system is a crucial location for HCV screening, education, and linkage to care. We aimed to (1) determine the prevalence and incidence of HCV antibody positivity and (2) evaluate the demographic characteristics of people with HCV in a large urban jail. METHODS: We offered universal opt-out HCV testing to any person undergoing a routine blood test at the Dallas County Jail from June 2015 through December 2019 (N = 14 490). We extracted data on demographic characteristi

Heterogeneity in Jail Nursing Medical Intake Forms: A Content Analysis.

Despite high prevalence of infectious diseases and substance use disorders in jails, there are limited guidelines for the nursing intake process in this setting. We performed a content analysis of nursing intake forms used at each of the 14 Massachusetts county jails, focusing on infectious disease and substance use disorder. Only 85% of jails offered HIV testing during nursing intake and 50% of jails offered hepatitis C testing. Preventive interventions such as vaccines or pre-exposure prophylaxis therapy were infrequently offered during nursing intake. Screening for substance use disorder wa

Parenting from a County Jail: Parenting from Beyond the Bars.

The incarceration of mothers affects 1.7 million minor children who are at high risk of behavioral problems, emotional trauma, and future incarceration. The jail setting removes women from society for brief periods of time providing an opportunity to offer essential interventions for those who will be returning to the community, and possibly their children, rather quickly. Utilizing a pre- and post-test quasi-experimental design, we measured the self-reported treatment effects for female inmates, housed in a county jail in the New York metropolitan area, who completed an evidence-based parenti

Overdose Education and Naloxone Distribution in the San Francisco County Jail.

People leaving incarceration are at high risk of opioid-related overdose. Overdose fatalities are preventable with administration of naloxone. In response to this risk, overdose education and naloxone distribution (OEND) programs have been implemented in a handful of jails and prisons in the United States. We document the history, structure, and data from the San Francisco County Jail OEND program. During 4 years of operation, 637 people participated; 67% received naloxone upon release, of whom only 3.5% had been previously trained in community-based OEND programs. Of those who received naloxo

Quality of Life in Jail: Gender, Correlates, and Drivers in a Carceral Space.

Quality of life (QOL) is an important area of exploration in U.S. corrections linked closely to well-being and an important indicator of intervention efficacy. Little is known of QOL in U.S. jails despite the admittance of over 10-million people to these settings every year. Research regarding the dimensions, correlates, and gender disparities in QOL in jails is important to shaping gender-responsive supports and reducing recidivism. Independent t tests and correlational and regression analyses were used to explore dimensions, correlates, and gender disparities in QOL among persons incarcerate

A New Kind of Nursing: Walking the labyrinth of Cook County Jail.

This paper examines the application of public health nursing education with an emphasis on the social determinants of health within a correctional facility. The innate tension between public health practice and the punitive nature of correctional confinement is discussed through the perspective of student involvement. Exemplars of unexpected contingencies endemic to this practice setting are provided as are insights gleaned from this pilot collaboration between a college of nursing and a county correctional system.

Mindfulness-Based Relapse Prevention in a Jail Drug Treatment Program.

BACKGROUND: More than half of prisoners in the United States are estimated to suffer from a substance use disorder. Mindfulness involves attention to the present moment, and nonjudgmental acceptance of sensations, thoughts, and emotional states. Mindfulness-based relapse prevention (MBRP) following substance use disorder treatment has been shown to reduce substance use. OBJECTIVE: We sought to adapt and test MBRP for a jail substance use disorder treatment setting. METHODS: We enrolled successive cohorts of incarcerated men participating in a drug treatment program in a large urban jail (n =

Changes in Jail Inmates' Community Connectedness across the Period of Incarceration.

Jails bring inmates into proximity with one another and separate them from the community. Because inmates' connectedness to one another and to the community influences post-release functioning, understanding risk factors for maladaptive shifts in connectedness may inform interventions. The current study examined changes in jail inmates' (N=203) connectedness to the community at large and to the criminal community, and predictors of individual differences in changes over time. Connectedness to both communities did not change on average during incarceration, but younger and less guilt-prone inma

Suicidal ideation in a United States jail: Demographic and psychiatric correlates.

Suicidal behavior is a significant problem in United States jails. Suicidal ideation (SI) is an established precursor to suicidal behavior in incarcerated populations. No studies to date have examined the prevalence of SI or its correlates in a mixed gender U.S. jail sample. The purpose of the present study was to document rates of SI in a mixed gender jail sample and examine socio-demographic and psychiatric correlates. This study of 511 jail inmates found that approximately 16% of participants reported clinically significant SI upon incarceration. White participants, suicide attempters, and

Extended-release naltrexone opioid treatment at jail reentry (XOR).

BACKGROUND: Extended-release naltrexone (XR-NTX) is an injectable monthly sustained-release mu opioid receptor antagonist, which blocks the typical effects of heroin and other opioid agonists. Use of XR-NTX among opioid dependent persons leaving jails and prisons is increasing despite scant high-quality evidence regarding XR-NTX's effectiveness at re-entry. METHODS: This 24-week, open-label randomized controlled trial examines the effectiveness of XR-NTX as opioid relapse prevention at release from jail (N=85) compared to enhanced treatment as usual (ETAU, N=85). A third, non-randomized, quas

Partner violence and health among HIV-infected jail detainees.

PURPOSE: Little is known about the association of intimate partner violence (IPV) with specific HIV-treatment outcomes, especially among criminal justice (CJ) populations who are disproportionately affected by IPV, HIV, mental, and substance use disorders (SUDs) and are at high risk of poor post-release continuity of care. DESIGN/METHODOLOGY/APPROACH: Mixed methods were used to describe the prevalence, severity, and correlates of lifetime IPV exposure among HIV-infected jail detainees enrolled in a novel jail-release demonstration project in Connecticut. Additionally, the effect of IPV on HIV

Why do some jail inmates not engage in treatment and services?

Jail inmates represent a high-risk, multineed population. Why do some jail inmates not access available programs and services? Drawn from a longitudinal study, 261 adults were assessed shortly upon incarceration and reassessed prior to transfer or release from a county jail. Of the participants in need of treatment, 18.5% did not participate in any formal treatment programs or religious programs and services. Untreated inmates were disproportionately young and male and less likely to report preincarceration cocaine dependence. Treatment participation varied little as a function of race or symp

Enhancing attachment security in the infants of women in a jail-diversion program.

Pregnant female offenders face multiple adversities that make successful parenting difficult. As a result, their children are at risk of developing insecure attachment and attachment disorganization, both of which are associated with an increased likelihood of poor developmental outcomes. We evaluated the outcomes of participants in Tamar's Children, a 15-month jail-diversion intervention for pregnant, nonviolent offenders with a history of substance abuse. All women received extensive wrap-around social services as well as the Circle of Security Perinatal Protocol (Cooper, Hoffman, & Powell,

Women behind bars: health needs of inmates in a county jail.

OBJECTIVES: This study was performed to assess the prevalence of behavioral risk factors and correlates of poor self-reported health among incarcerated women in a county jail in Oregon. METHODS: The authors collected self-reported data from recently incarcerated women at a county jail, focusing on prevalence of high-risk health behaviors, history of health care use, history of physical and sexual abuse, and health care coverage. The authors assessed factors associated with poor self-reported health using logistic regression techniques. RESULTS: More than half of the participants reported a h

At risk for HIV infection: incarcerated women in a county jail in Philadelphia.

This study presents the results of a needs assessment survey conducted with 66 incarcerated women in a large Philadelphia county jail during the winter of 1993. Results indicated that prior to incarceration, these women engaged in very high risk sexual and drug use behaviors, and had experienced a myriad of other problems that may contribute to their risk for HIV infection. Of the 66 women who participated in the study, over three-fourths had used crack cocaine, nearly one-half had traded sex for drugs and money in the six months prior to incarceration, one-third reported a prior history of in

Human papillomavirus, gonorrhea, syphilis, and cervical dysplasia in jailed women.

We assessed the prevalence of human papillomavirus (HPV) by cervicovaginal lavage and Southern blot and inquired about behavioral risk factors for cervical disease and sexually transmitted diseases by interview in 114 female detainees at a large New York City jail. Of the women screened, 8% had abnormal Pap smears, 35% had HPV, 7% had gonorrhea, and 22% had serologic syphilis. Given the high rates of HPV infection and cervical cytology, Pap smears should be a routine intake procedure for incarcerated women.

Prenatal Care and Pregnancy-Related Accommodations in Indiana County Jails: An Analysis of Inmate Handbooks.

INTRODUCTION: Most women incarcerated in the U.S. are of reproductive age (ages 18-44 years), and approximately 3% of women incarcerated in jails are pregnant. However, prenatal care and pregnancy-related accommodations are not standardized across U.S. jails. This study characterized prenatal care and pregnancy-related accommodations described in Indiana County jail inmate handbooks. METHODS: A modified legal mapping approach was used to collect and analyze Indiana county jail handbooks. Handbooks were obtained from 56 (60.9%) of the 92 Indiana jails. RESULTS: Prenatal care or pregnancy-rela
