Tri-Agency-funded researchers in Canada will soon be required, with few exceptions, to deposit data and make them available, including for possible reuse by others. These new requirements will upend the data management practices of sociologists in Canada, especially qualitative researchers. PURPOSE: This article explores manifestations of ageism in response to a proposed National Institutes of Health (NIH) Emeritus Grant initiative aimed at funding older investigators.
DESIGN AND METHODS: Comments were requested by NIH in 2015, through a Request for Information (RFI) as well as a public blog regarding the merits of a proposed grant mechanism that would help older researchers transfer their labs to junior scientists and transition into retirement. Like high-income countries, low- and middle-income countries (LMICs) offer reduced rates and exemptions on particular goods and services in their value-added tax (VAT) systems. These policies are often motivated by distributional concerns and target items thought to take up a larger share of the budgets of poorer households. This paper explores the effectiveness of such policies in six LMICs. We estimate their impact on tax revenues, inequality and poverty, and compare these effects to existing cash transfer schemes and a hypothetical Universal Transfer (UT) funded by broadening the VAT base.
