High prevalence of exposure to the child welfare system among street-involved youth in a Canadian setting: implications for policy and practice.

BACKGROUND: Street-involved youth are more likely to experience trauma and adverse events in childhood; however, little is known about exposure to the child welfare system among this vulnerable population. This study sought to examine the prevalence and correlates of being in government care among street-involved youth in Vancouver, Canada. METHODS: From September 2005 to November 2012, data were collected from the At-Risk Youth Study, a prospective cohort of street-involved youth aged 14-26 who use illicit drugs. Logistic regression analysis was employed to identify factors associated with a

Need profiles and risk of reinvestigation among families following a first closed child welfare investigation: A longitudinal study in Québec.

BACKGROUND: In most child welfare (CW) investigations, no immediate safety concerns are identified, the case is closed, often with referrals to other services. However, for families with chronic needs, a lack of support services can result in repeated CW investigations. Research on the needs of these families and their access to services is needed to help tailor effective responses while minimizing protection-oriented interventions. OBJECTIVES: To identify need profiles in a representative provincial sample of families whose cases were closed after a first CW investigation, and to examine the

Patterns of substance use among adolescents in and out of foster care: An analysis of linked health and child welfare administrative data.

BACKGROUND: Young adults with a history of foster care have higher risk for substance use disorders. Social systems can deliver substance use prevention to youth; however, the timing of intervention delivery and how needs differ for youth in foster care are unclear. OBJECTIVE: To compare initiation and rates of substance use among adolescents in foster care to demographically similar adolescents never in foster care as identified by the healthcare system, and identify factors associated with increased substance use. PARTICIPANTS AND SETTING: Youth in foster care (n = 2787, ages 10-20, inclus

Disproportionate Representation of Children of Color and Parents with Disabilities in the Child Welfare System: The Intersection of Race/Ethnicity, Immigration Status, and Disability.

An almost 5-year-old girl is referred to a developmental-behavioral clinician for developmental evaluation because of language and learning concerns. Her developmental screening in the primary pediatrics office showed scores concerning for delays in communication, social-emotional, gross, and fine motor domains. Her mother has concerns about her language. Her mother's primary language is Spanish, but the patient and her siblings speak primarily English. She speaks in short phrases and sentences with grammatical errors. Her mother understands approximately 75% of what she says, and strangers un

Service needs of adolescent parents in child welfare: Is an evidence-based, structured, in-home behavioral parent training protocol effective?

SafeCare is an evidence-based behavioral parent training intervention that has been successfully implemented in multiple state child welfare systems. A statewide implementation in Oklahoma established the effectiveness of SafeCare with a diverse group of parents, which included adolescent parents under 21 years of age, a particularly at-risk group. The current study examined whether SafeCare is also effective for this subsample of 294 adolescent parents with regard to child welfare recidivism, depression and child abuse potential, and attainment of service goals. Post-treatment adolescent pare

AF-CBT for Families Experiencing Physical Aggression or Abuse Served by the Mental Health or Child Welfare System: An Effectiveness Trial.

The Partnerships for Families project is a randomized clinical trial to evaluate the effectiveness of Alternatives for Families: A Cognitive Behavioral Therapy (AF-CBT), an evidence-based treatment (EBT) for families who are at risk of or have histories of child physical abuse. Across 10 agencies whose programs were supported by referrals from the mental health or child welfare system, individual providers were randomized to receive AF-CBT training ( n = 90) in a 6-month learning community or treatment as usual (TAU; n = 92) which provided trainings per agency routine. We recruited families se

Posttraumatic stress symptoms in children and adolescents referred for child welfare investigation. A national sample of in-home and out-of-home care.

This study examines the prevalence and correlates of heightened posttraumatic stress (PTS) symptoms in a nationally representative sample of 1,848 children and adolescents (ages 8-14) who were referred to child welfare for investigation of abuse or neglect based on the National Survey of Child and Adolescent Well-Being. The severity of current PTS symptoms was assessed using the PTS subscale of the Trauma Symptom Checklist for Children, a standardized child-report scale evaluating common symptoms associated with trauma. The overall prevalence of clinically significant PTS symptoms was 11.7% (o

Intersecting stigma of substance use and child welfare system involvement: Understanding stigma drivers, experiences, and outcomes from a socioecological perspective.

BACKGROUND: Substance use in parents is a common reason for child welfare system involvement (CWS). Stigma associated with substance use and disorders (SU/D) continues to negatively impact individuals; however, less is understood about the intersecting stigma of CWS involvement and SU/D. The current study seeks to understand parents' experiences of stigma related to SU/D and CWS involvement as well as the drivers and consequences of stigma at multiple socioecological levels using the Health Stigma and Discrimination Framework. METHODS: Qualitative data analysis was conducted on semi-structure

Correlates of optimal behavior among child welfare-involved children: Perceived school peer connectedness, activity participation, social skills, and peer affiliation.

Understanding the association between children's behaviors and their perceptions regarding the quality of school friendships is useful for intervention strategies focusing on the interpersonal networks of children involved with the child welfare system. Rarely are measures of the strength of peer relationships assessed as a protective factor for maltreated children in the context of understanding their behaviors. This research investigates the link between these youth's expressed relational experiences and nonproblematic behavior. Analyses were conducted on 1,054 children (ages 11-17) from the

The ongoing legacy of Indigenous family separation: Long-term outcomes of child welfare involvement among American Indian and First Nations youth.

BACKGROUND: Despite policies designed to preserve family structures, Indigenous children in the U.S. and Canada remain disproportionately removed from their homes and communities. This systemic removal represents an ongoing form of historical trauma with intergenerational consequences, yet research on its long-term psychosocial effects remains limited. OBJECTIVES: To examine the prevalence of foster care and adoption among a sample of Indigenous youth and their associations with psychosocial outcomes in early adulthood. PARTICIPANTS AND SETTING: Data come from a community-based participatory

Do physical abuse, depression, and parental substance use influence patterns of substance use among child welfare involved youth? Substance use misuse.

To date studies have not explored patterns of substance use exclusively among youth in the child welfare system. Consequently, little is known about polysubstance use among child welfare-involved youth. This study aimed to explore whether physical abuse, parental substance use, depression, and demographic characteristics predict distinct patterns of substance use among child welfare-involved youth using latent class analysis (LCA). The sample included 822 11-17 year olds who participated in the National Survey of Child and Adolescent Well-being (NSCAW II) study between March 2008 and September

"Knock me down a little bit more": Support networks of parents impacted by the child welfare system, a mixed methods study.

BACKGROUND: Families impacted by the child welfare system (CWS) face increased risks of poverty, family dysfunction, and poor child outcomes. Strong support networks, comprised of formal support from government programs or service providers and informal support from family and friends, are an under-researched potential mechanism to facilitate family engagement and protect against child maltreatment. OBJECTIVE: This study's objective was to describe formal and informal supports among parents with substantiated maltreatment who recently entered the CWS to understand parents' situations and cond

Do the Child Welfare and Protection Services Involve Children in Cases With Parental Mental Health Problems? A Norwegian Case-File Study.

Background: Parental mental health problems is a common source of concern reported to child welfare and protection services (CWPS). In this study we explored to what extent the child was invited to participate in the investigation process. We aimed to study: (a) what was the current practice in the child protection service in Norway when the CWPS received a report of concern about children whose parents were affected by mental health problems or substance abuse, (b) to what extent were children involved and consulted, (c) which factors predicted the decision to involve the children, and (d) in

Long-Term Consequences of Childhood Maltreatment Among Postpartum Women-Prevalence of Psychosocial Risk Factors for Child Welfare: An Independent Replication Study.

INTRODUCTION: As an especially burdensome experience, childhood maltreatment (CM) can have lifelong consequences on the mental health and wellbeing of an individual well into adulthood. We have previously reported that CM constitutes a central risk factor not only for the development of mental problems, but also for facing additional psychosocial risks, endangering healthy development of mother and offspring throughout life (e.g., financial problems, intimate partner violence, substance use). This study was designed to replicate these findings in a larger, independent study cohort. METHOD: In

Suicidal because I don't feel connected or vice versa? A longitudinal study of suicidal ideation and connectedness among child welfare youth.

Suicide is a major public health problem among youth involved with the child welfare system. Although social connectedness rests at the core of many prevention approaches, we know little about this relationship over time in this vulnerable population. This study tested the hypotheses that inverse relationships would exist between connectedness in three social domains (i.e., caregiver, peers, and school) and suicidal ideation over time. The current study used baseline and 18-month follow-up data from 995 youth who participated in the National Survey of Child and Adolescent Well-Being (NSCAW II)
