Supporting Youth Aging Out of Foster Care.

Over 400,000 children are in foster care in the United States, and more than 100,000 of them are waiting to be adopted. Yet many will age out of foster care into adulthood without an adoptive family. Teens and young adults aging out of foster care, even those with preparation and training for the transition, often do not fare well in young adulthood. Many face challenges in areas of education, employment, homelessness, finances, the criminal justice system, and meeting health and mental healthcare needs. Research demonstrates what only makes sense: teens with tangible support from meaningful a

What research tells us about the intersecting streams of homelessness and foster care.

This paper reviews mounting evidence linking foster care and homelessness and considers new approaches for intervention. Although there is no causal evidence that family homelessness leads to foster care or vice versa, the association no longer originates solely from samples of homeless people, but also from samples of people with childhood histories of foster care. Many programs work with families, children or youth based on their current living situations and limits imposed by funders. This results in discontinued services when the living situations change. Given the strong and consistent as

Comparative analysis of the frequency of lower urinary tract dysfunction among institutionalised and non-institutionalised children.

OBJECTIVES: To evaluate the level of symptoms of lower urinary tract dysfunction (LUTD) in orphans in institutions, and compare these data with schoolchildren of the same age group who were not institutionalised, as LUTD in children is related to factors such as social isolation and low self-esteem, with other psychological changes also being cited, although it is unknown whether these problems are primary or secondary to the symptoms of LUTD. PATIENTS AND METHODS: Children institutionalised in orphanages with no parental presence and who are isolated from a family environment are probably mo

Psychosocial support and marginalization of youth-headed households in Rwanda.

This research aims to characterize the psychosocial aspects of well-being among youth-headed households (YHH) in Gikongoro, Rwanda, through examination of social support and marginalization. Data is presented on perceived availability of support from relatives, an unidentified adult, peers, and other community members and an index of social marginalization. A total of 692 interviews were completed with YHH age 13-24 who are beneficiaries of a basic needs program. Sixteen percent of youth reported there was no one they felt they could go to with a problem. In times of need, only 24% felt relati

Empathy and narcissism in a sample of child abuse perpetrators and a comparison sample of foster parents.

OBJECTIVE: The purpose of this research was to study the personality variables of empathy and narcissism in a sample of child abuse perpetrators and a comparison sample of foster parents, conceptualized as nonabusive parents, in order to gain further understanding of perpetrators and to provide clues for intervention. METHOD: The sample consisted of two groups: physically and emotionally abusive parents (n=52) and foster parents (n=101). Participants responded to three instruments: the Interpersonal Reactivity Index (IRI), an instrument measuring individual differences in empathy, and two ins

Cognitive-affective preparation for homelessness: quantitative and qualitative analyses of childhood out-of-home placement and child abuse in a sample of homeless men.

Patterns of homelessness were examined against histories of childhood out-of-home placement and abuse in a sample of 146 homeless men. It was speculated that out-of-home placement and abuse influenced needs for love and belonging and were related to preparation for adult homelessness. Main effects of a 2 x 2 (placement by abuse) multivariate analysis of variance were significant with longer periods of time since first homeless and greater lengths of a current episode of homelessness associated with childhood out-of-home placement. Homeless men who had experienced abuse as a child had more epis

Using family psychoeducation when there is no family.

High familial expressed emotion, which may be a specific form of social overstimulation, has been linked to schizophrenic relapse and rehospitalization. Research on expressed emotion has led to a new generation of demonstrably effective family treatments for schizophrenia that rely heavily on psychoeducational techniques. Although most schizophrenic patients do not live with families, the family psychoeducational model has not been applied in nonfamilial living settings. The authors report two examples in which the family psychoeducational model was successfully used in group living situations

From foster care to incarceration: A prospective analysis of the National Youth in Transition Database.

BACKGROUND: Children in foster care often face significant adversity in adulthood, including a heightened risk of incarceration. Yet, it is uncertain whether adult incarceration rates differ between youth who age out of foster care, youth who are reunified with their families, and those adopted or placed with a legal guardian. OBJECTIVE: This prospective study investigates the prevalence of adult incarceration for youth in care at age 17 and examines whether the risk of incarceration varies by foster care exit type, both overall and among different racial/ethnic groups. Children's out-of-home care in Finland, 1993-2020: lifetime risks, expectancies, exit routes, and number of placements for synthetic cohorts.

BACKGROUND: Population level studies rarely include multiple dimensions of the out-of-home care (OHC) experience, which are important for understanding the nuanced experiences of children and families. Multiple dimensions of OHC journeys can be measured without birth cohort data using the synthetic cohort approach, which summarizes contemporary risks of OHC for a synthetic cohort. METHODS: We use register data on all children born in Finland in 1980-2020 (n = 2,747,803) and link them with the Register of Child Welfare (OHC episodes n = 305,045). We fit discrete-time multistate models to estim

A Comprehensive Multilevel Analysis of the Bucharest Early Intervention Project: Causal Effects on Recovery From Early Severe Deprivation.

OBJECTIVE: The Bucharest Early Intervention Project is the first randomized controlled trial of foster care as an alternative to institutional care. The authors synthesized data from nearly 20 years of assessments of the trial to determine the overall intervention effect size across time points and developmental domains. The goal was to quantify the overall effect of the foster care intervention on children's outcomes and examine sources of variation in this effect, including domain, age, and sex assigned at birth. METHODS: An intent-to-treat approach was used to examine the causal effects of

Mentoring Relationship Quality and Maltreated Children's Coping.

Coping strategies are believed to protect against the harmful effects of maltreatment on children's psychosocial outcomes. Caregivers are thought to be critical in helping children develop adaptive coping strategies, yet many maltreated children have poor and/or insecure relationships with their parents. A quality relationship with a caring, non-parental adult (e.g., a mentor), however, may be one strategy to promote healthy coping among maltreated children. Children (N = 154) in this study participated in a mentoring and skill-based program for maltreated preadolescents placed in foster care.

Does subtype matter? Assessing the effects of maltreatment on functioning in preadolescent youth in out-of-home care.

OBJECTIVES: Attempts to understand the effects of maltreatment subtypes on childhood functioning are complicated by the fact that children often experience multiple subtypes. This study assessed the effects of maltreatment subtypes on the cognitive, academic, and mental health functioning of preadolescent youth in out-of-home care using both "variable-centered" and "person-centered" statistical analytic approaches to modeling multiple subtypes of maltreatment. METHODS: Participants included 334 preadolescent youth (ages 9-11) placed in out-of-home care due to maltreatment. The occurrence and

Maternal smoking behavior, background and neonatal health in Finnish children subsequently placed in foster care.

OBJECTIVE: The purpose of this study was to investigate retrospectively neonatal health and maternal background among a sample of children taken into custody and placed in foster care and to investigate the relation between medical and social risk in the neonatal period. METHOD: The data-linkage study combined two registries: the Finnish Medical Birth Registry (MBR), from January 1, 1987 to December 31, 1989, and the Finnish Child Welfare Registry (CWR) from January 1, 1987 to December 31, 1997 using personal identification numbers (n=1,668). Children orphaned by AIDS: a global perspective.

Internationally, the orphan crisis caused by the human immunodeficiency virus/acquired immunodeficiency syndrome (HIV/AIDS) pandemic remains a serious issue with long-term social consequences. At the end of 2001, an estimated 14 million children worldwide had lost their mother or both parents to AIDS or related causes. Sub-Saharan Africa is the most severely affected, accounting for more than 80 percent of those orphaned as a result of AIDS. Without the care of parents or an appointed caregiver, children are likely to face extraordinary risks of malnutrition, poor health, inadequate schooling,

Children leaving foster care: outcomes of permanency planning.

Foster care, created to overcome some of the disadvantages and abuses of institutional care of children, can present its own problems. One problem is overt abuse, but there are other, more subtle, deficiencies and concerns about foster care. In response, the concept of permanency planning has been introduced as a philosophy, a policy, and a technique. It is designed to return every child who enters care to the stability of a family as quickly as possible. This paper presents findings of a longitudinal study of the outcomes of permanency planning. Results show that over half the children return

Caregivers on point: a randomized treatment-control prevention trial for foster and kinship caregivers to reduce behavior challenges among children in foster care.

BACKGROUND: Children in foster care who are newly placed with licensed or kinship caregivers are often vulnerable to increased behavior problems associated with trauma and social disruptions. When those issues are not addressed, children are susceptible to placement disruptions that exacerbate behavior problems. Few preventive interventions are available for foster and kinship caregivers, and none are designed to be delivered at the time of a child's placement into the home. This study aims to examine the impact of the Chicago Parent Program adapted and customized for foster and kinship caregi

Evaluating the Implementation of Home-Based Sexual Health Care Among Men Who Have Sex with Men: Limburg4zero.

Home-based sexual health care (including self-sampling testing) could reduce barriers to clinic-based testing. This study systematically evaluated the implementation of home-based sexual health care ('Limburg4Zero') among men who have sex with men (MSM) in a mixed urban-rural region of the Netherlands. We systematically assessed implementation outcomes (contextual domains, population reached, effectiveness, adoption by health care providers (HCP), implementation fidelity, and maintenance) using the practical, robust implementation and sustainability model. We used a mixed-methods research desi
