Journal of emergency management (Weston, Mass.)2015eng
In this article the authors provide an overview of some issues that inhibit disaster planning and response for people experiencing homelessness and discuss the planning process conducted for this population in Worcester, MA. People experiencing homelessness face numerous challenges in preparing for disasters both natural and human caused. Similarly, providers attempting to aid these individuals must recognize and overcome various factors that hamper efforts to provide assistance. People experiencing homelessness lack the general resources many in the United States take for granted, including f

The present study examined disaster relief efforts by registered and other dietitians following the Great East Japan Earthquake to identify related problems. Based on this, the study discussed what is required to develop a "disaster relief system through inter-professional collaboration" to cope with unanticipated disasters. On March 15, 2011, the Japan Dietetic Association (JDA) independently established the "Great East Japan Earthquake relief emergency headquarters". The association along with these volunteers was committed to the establishment of a system for disaster relief activities with

First the Japan earthquake, then tsunami, now a country with more than 20,000 known dead and missing must cope with the threat of nuclear contamination. Disaster may place survivors at risk for a range of negative outcomes. Disaster-related mental health problems may include acute stress disorder, post-traumatic stress disorder, and depression. The individuals with psychologically wounded by this disaster will leave their imprint for years, even decades, to come. We are now planning to open a new department named Psychiatric services for the survivors of natural disasters. Through the activiti

Of all natural disasters, flooding causes the greatest amount of economic and social damage. The United States' Federal Emergency Management Agency (FEMA) uses a number of hazard mitigation grant programmes for flood victims, including mitigation offers to relocate permanently repetitive flood loss victims. This study examines factors that help to explain the degree of difficulty repetitive flood loss victims experience when they make decisions about relocating permanently after multiple flood losses. Data are drawn from interviews with FEMA officials and a survey of flood victims from eight r

Recent natural disasters have highlighted the lack of planning for rehabilitation and disability management in emergencies. A review of our experience with spinal cord injury (SCI) after the Pakistan earthquake of 2005, plus a review of other literature about SCI after natural disasters, shows that large numbers of people will incur SCIs in such disasters. The epidemiology of SCI after earthquakes has not been well studied and may vary with location, severity of the disaster, available resources, the expertise of the health care providers, and cultural issues. A lack of preparedness means that

As among the most destructive types of natural hazards, geological disasters pose serious threats to human life, property safety, and socioeconomic development. Accurate identification and assessment of geological disaster risk are crucial for revealing the spatial distribution and underlying mechanisms of disasters and for providing scientific support for regional disaster prevention and territorial spatial planning. However, traditional risk assessment methods often suffer from high subjectivity in weight determination, limited model precision, and insufficient coupling among influencing fac

This paper discusses experience, methodology and recommendations for successful business continuity and disaster recovery planning for health care organisations. Hurricanes, tornadoes and other natural disasters are a regular occurrence in Florida. Low-lying coastal areas are at increased risk, with populations in inland areas as far as 200-300 miles with potential to suffer heavy damage. This case study shows how one institution, Blue Cross Blue Shield of Florida, provides and maintains emergency response plans for critical functions, services or processes before, during and after a disaster,

OBJECTIVES: Mothers, particularly those who are breastfeeding, as well as their babies are often overlooked populations during natural disasters. Still, the ever-growing frequency and severity of natural disasters in the United States (US) have increased the likelihood that a breastfeeding family will experience a natural disaster. In 2019, 83% of all newborns received breastmilk, and 84% of Americans lived in an area that recently experienced a natural disaster. This scoping review aimed to identify ways to support breastfeeding women, infants, and young children during a natural disaster.

Typhoon Haiyan struck the Philippines on 8 November 2013 with maximum sustained winds of 235 kilometres per hour, adversely affecting at least 11 million people and displacing some 673,000 in the central regions of the country. The disaster clearly overwhelmed the Philippine government despite its seemingly well-crafted disaster management plan. Using timelines of different organisations, this paper identifies gaps in the government's response, mainly due to its failure in coordinating and managing relief operations, which adversely affected its effectiveness and efficiency in the delivery of

BACKGROUND: During disasters, persons with physical disabilities face various difficulties. Local governments need to improve disaster preparedness to support persons with physical disabilities.
OBJECTIVE: This study aimed to identify the status and concerns of different-sized local governments in Japan on disaster preparedness (designation of welfare evacuation centers and development of individual evacuation plans) for persons with physical disabilities.
METHODS: In February 2023, questionnaires were distributed among the local governments of all 1724 municipalities in Japan. In this surve

Against the backdrop of global climate change and accelerated urbanization, the risk of urban flooding continues to rise. To address the flood risk prevention needs of megacities, this study takes four Chinese municipalities (Beijing, Tianjin, Shanghai, and Chongqing) as typical cases. It constructs a PSR-GRA-based urban flood resilience assessment framework by quantifying key indicators via the Pressure-State-Response (PSR) framework and scientifically calibrating parameters for pressure, state, and response dimensions using Grey Relational Analysis (GRA). The framework integrates structured

Guided by international standards, internal governance and government policy, most businesses and organisations will have continuity plans. There is, however, a significant difference between a having a plan and providing an effective response and recovery to a crisis event. This paper will explore six principles that will ensure an organisation can provide an effective response to significant business disruptions. Two real-life case studies provide practical examples of these principles at work.

There has been much discussion regarding the topic of business continuity and security convergence. This paper provides a realistic overview of the union of the two disciplines and offers no/low-cost programme elements that may be used for organisations considering or in the midst of convergence efforts.

Since 2005 there has been an ongoing examination of the impact of disasters on hospitals, with specific interest in those rendered inoperable or seriously crippled operationally and financially. Following several evaluations of these events and the publication of several reports detailing gaps in preparedness, more is known about the impact to hospitals directly affected by emergencies and catastrophic events. As a result, there have been continued updates to regulations and standards. However, a significant gap remains in the establishment of a model representing true integration of risk mana

OBJECTIVES: Treatment interruptions in disaster victims are concerning, owing to an increase in natural disasters and the growing elderly population with chronic conditions. This study examined the temporal trends in treatment interruptions among victims of 2 recent major heavy rain disasters in Japan: West Japan heavy rain in 2018 and Kumamoto heavy rain in 2020.
METHODS: Data for this study were derived from the national standardized medical data collection system called the "Japan Surveillance in Post-Extreme Emergencies and Disasters." Joinpoint regression analysis was performed to examin

The release of radioactive iodine after a nuclear disaster, such as those that occurred at the Fukushima Daiichi Nuclear Power Plant in Japan 10 years ago and Three Mile Island in Pennsylvania in 1979, increases thyroid cancer risk among people who are exposed. Certain populations are especially vulnerable, including pregnant and breastfeeding women, children, and neonates. Potassium iodide (KI) can effectively block radioactive iodine from being absorbed by the thyroid gland if taken immediately after a radiation release. This article examines lessons learned from Fukushima to enhance disaste

In the United States from 2014-2024, an average of 18.2 national disasters per year caused over a billion dollars in inflation-adjusted damage, compared with 3.3 national disasters per year during the 1980s. The increased frequency and intensity of severe weather phenomena-attributed by climate science experts to climate change-have raised concerns about national emergency preparedness. One aspect of emergency preparedness is the functioning of emergency departments (ED). In this narrative review, we examine patterns of ED use and operations amid natural disasters in the US, with a special foc

Many natural and man-made disasters require the assistance from teams of health care professionals. Knowing that continuing education about disaster simulation training is essential to nursing students, nurses, and emergency first responders (e.g., emergency medical technicians, firefighters, police officers), a university in the northeastern United States planned and implemented an interprofessional mass casualty incident (MCI) disaster simulation using the Project Management Body of Knowledge (PMBOK) management framework. The school of nursing and University Volunteer Ambulance Corps (UVAC)

The AEMA, within the Government of Alberta, Canada, is the coordinating agency for emergency management across the province. The Be Prepared programme, within the AEMA, aims to educate individuals, households and communities on how to recognise risks, improve risk literacy and make preparedness a part of daily life. The rising frequency and severity of disasters, which can put lives at risk and disrupt day-to-day life, necessitates increased risk literacy, hazard understanding and disaster risk reduction actions among all sectors of society. Disaster research and post-incident assessments refl
