Mental disorders into adulthood among adolescents placed in residential care: A prospective 10-year follow-up study.

BACKGROUND: Child welfare and juvenile justice placed youths show high levels of psychosocial burden and high rates of mental disorders. It remains unclear how mental disorders develop into adulthood in these populations. The aim was to present the rates of mental disorders in adolescence and adulthood in child welfare and juvenile justice samples and to examine their mental health trajectories from adolescence into adulthood. METHODS: Seventy adolescents in shared residential care, placed by child welfare (n = 52, mean age = 15 years) or juvenile justice (n = 18, mean age = 17 years) authori

A scoping review of child maltreatment reporting by school personnel and police officers concerning Black families.

BACKGROUND: School personnel and police officers are among professionals who are mandated to make reports to child welfare authorities. OBJECTIVE: This study aimed to gain an in-depth understanding of the current state of research evidence on child maltreatment reports that come from school personnel and police officers, and to identify and present how the outcome of these reports may differ for Black and White children. METHODS: The study followed a scoping review methodology. Fourteen peer-reviewed articles met our inclusion criteria. RESULTS: The included scoping review studies revealed

Beliefs about reporting self-managed abortion to government authorities among health professionals registering for a professional education webinar.

OBJECTIVES: We examined health professionals' views on self-managed abortion (SMA) reporting and how these relate to child welfare-reporting views. STUDY DESIGN: We collected self-administered survey data from U.S. health professionals registered for a webinar about pregnancy, drug use, and child welfare-reporting. The survey included two Likert-scaled SMA reporting statements: "I think clinicians should be required by law to report patients who attempt to end a pregnancy on their own to legal authorities" and "A clinician who sees a patient who attempted to end a pregnancy on their own has a

When services are no longer voluntary: Exploring child protection workers experiences with Black families and (in)voluntary services.

BACKGROUND: While the overrepresentation of Black families in contact with the child welfare system is a well-established, how child welfare workers specifically engage Black families in voluntary services is poorly understood in Canada. OBJECTIVE: This study aims (1) to explore workers' experiences of Black families engaging with voluntary services?; and (2) understand how workers' perceptions shape decision making practices as it relates to voluntary services. METHODS: An interpretive phenomenological analysis approach is employed drawing on data collected as part of the Mapping Disparitie

Contrasting Methods of Measurement in Spatial Analyses Examining the Alcohol Environment and Child Maltreatment.

Child physical abuse is a major public health issue in the United States. Environmental child welfare research has focused on neighborhood characteristics and the influence of alcohol and marijuana establishments. To our knowledge, child welfare studies have singularly examined the outcome in terms of victims, that is, at the level of child population, and have not considered the parent population. Thus, in this exploratory study, we use spatial scan statistics to analyze patterns of child physical abuse at the child and household level, and we use Bayesian hierarchical spatial conditional aut

Intimate partner violence and welfare participation: a longitudinal causal analysis.

This longitudinal study examined the temporal-ordered causal relationship between intimate partner violence (IPV), five mental disorders (depression, generalized anxiety disorder, social phobia, panic attack, posttraumatic stress disorder [PTSD]), alcohol abuse/dependence, drug abuse/dependence, treatment seeking (from physician, counselor, and self-help group), employment, child support, and welfare participation. It was a secondary data analysis of records of 571 women; the records were extracted from the study "Violence Against Women and the Role of Welfare Reform" (VAWRWR). Results from ge

Fatal child maltreatment: characteristics of deaths from physical abuse versus neglect.

This study examined victim, family, and alleged perpetrator characteristics associated with fatal child maltreatment (FCM) in 685 cases identified by child welfare services in the state of Oklahoma over a 21-year period. Analyses also examined differences in child, family, and alleged perpetrator characteristics of deaths from abuse versus neglect. Case information was drawn from child welfare investigation records for all FCM cases identified by the state Department of Human Services. Fatal neglect accounted for the majority (51%) of deaths. Children were primarily younger than age 5, and par

Protective role of informal social support and early childhood programs in reducing likelihood of subsequent reports of child maltreatment.

BACKGROUND: While past research has suggested the importance of informal social support and early childhood programs for the well-being of child welfare supervised families and children, little is known about whether or not these mechanisms function as protective factors for child welfare involved families and mediate the likelihood of repeat child maltreatment. OBJECTIVE: The study examined the role of informal social support and early childhood program participation in mediating the effects of initial report of child neglect on subsequent child maltreatment reports. Project IMPACT: Achieving Family Stability for Parents With Intellectual Disabilities.

Parents with intellectual disabilities are disproportionately represented within child welfare systems in the US. Meanwhile, there is evidence to suggest that this is a sizeable population, and child welfare systems encounter challenges in meeting families' needs. This study examines the potential efficacy of Project IMPACT, an intensive, in-home parent training program designed for parents with intellectual disabilities who have child welfare involvement. The aim of the program is to prevent family separation by improving parenting skills. The sample included 134 families who had participated

Screening for Housing Instability and Homelessness Among Families Undergoing Child Maltreatment Investigation.

This paper reports results of mixed methods, population survey of housing instability, and homelessness. Child welfare personnel conducted the Quick Risks and Assets for Family Triage (QRAFT), a three-question screening tool intended to identify housing instability and homelessness. The QRAFT requires users to assess family housing history, current housing arrangement, and current housing condition, on a four-point scale from "asset/not a risk" to "severe risk." The QRAFT was completed among 6828 families undergoing new child maltreatment investigations. Approximately 5.4% of families demonstr

Innovations in plans of safe care implementation for infants with prenatal substance exposure.

INTRODUCTION: Federal legislation requires states to notify child welfare agencies of all newborns affected by prenatal substance exposure and to develop a plan of safe care (POSC). However, there is substantial variation in how states implement POSC and no best-practice standards. This study explored innovative state practices to understand how POSC policies can best support affected children and families across policy, health system, and child welfare contexts. METHODS: We conducted qualitative interviews with national experts on perinatal substance use policy, as well as state officials an

Cross-type recidivism among child maltreatment victims and perpetrators.

OBJECTIVE: This study investigated the extent to which child maltreatment victims and perpetrators were reported for different types of maltreatment over time (cross-type recidivism). Second, this study examined whether certain individual, community or child welfare service variables were associated with a tendency for the first recidivism event to be the same as the initial report among cases involving sexual abuse, physical abuse and neglect. METHOD: Statewide administrative data on child abuse reporting at the child and perpetrator levels were linked to data on child welfare services and c

The road to reunification: Family- and state system-factors associated with successful reunification for children ages zero-to-five.

BACKGROUND: Research suggests that up to one-third of children who reunify re-enter care because of continued maltreatment. For young children, this is particularly detrimental due to rapid brain development during the first years of life. OBJECTIVE: This study examined family- and state child welfare system predictors of successful reunification, or reunification with no reentries into foster care. METHODS: A sample of N=53,789 from the 2012 Adoption and Foster Care Analysis and Reporting System of children ages zero-to-five who reunified was utilized. Children were tracked over the followi

Inadequate housing among families under investigation for child abuse and neglect: prevalence from a national probability sample.

This study aimed to estimate the prevalence of inadequate housing that threaten out-of-home placement among families under investigation by child welfare. Data came from the National Survey of Child and Adolescent Well-Being, a nationally representative longitudinal survey of child welfare-involved families. Child protective services caseworkers as well as caregivers provided information on families whose child remained in the home after initial investigation (N = 3,867). Multilevel latent class analyses tested the presence of inadequately housed subgroups using 4 housing problem indicators at

Exposure to domestic violence as abuse and neglect: Constructions of child maltreatment in daily practice.

Research finds that exposure to domestic violence can adversely affect the emotional, behavioral, and physical health of children. These effects have led some child advocates and policymakers in the United States to conclude that child exposure to domestic violence (CEDV) is a type of child maltreatment warranting state intervention. However, few states have defined CEDV as a type of maltreatment in statute and little is known about how child welfare agencies respond to allegations of CEDV in the absence of other safety threats. This study considers that CEDV itself might prompt an initial chi

Parenting stressors, social support, and mental health of mothers of children with attention deficit hyperactivity disorder.

BACKGROUND: Mothers of children with attention deficit hyperactivity disorder (ADHD) are known to have a tendency toward poor mental health. This study aimed to identify specific parenting stressors impacting maternal mental health as well as the social support that buffers against those stressors in mothers of children with ADHD. METHODS: A cross-sectional survey was conducted with Japanese mothers of children under 18 years of age diagnosed with ADHD. The Questionnaires included attributes of participants and their children with ADHD, parenting stressors assessed by the Developmental Disord

Stresses on grandparents and other relatives caring for children affected by HIV/AIDS.

This study investigated the needs of relative caregivers of children in the child welfare system whose parents had HIV. Families of children supported by the state child welfare agency were invited to participate in the study; 17 families reported that HIV affected them and 11 families did not identify HIV as an issue. The findings indicate that complex emotional and behavioral issues stressed the HIV-affected kin caregivers; these issues included the children's behavioral problems, HIV-related concerns, adolescent issues, emotional difficulties, and sexual abuse, HIV-affected caregivers had m

The Impact of Housing Instability on Child Maltreatment: A Causal Investigation.

More than a half million children are confirmed as victims of maltreatment by the child welfare system each year. Children from unstably housed families are over-represented in child mal-treatment reports, and a growing body of evidence links housing problems to maltreatment and Child Protective Services (CPS); investigation. The present study applies two propensity score analysis approaches-greedy matching and propensity score weighting-to data from the Fragile Families and Child Well-being Study to move toward a causal explanation of child mal-treatment behaviors among mothers in low-income

Families with young children in homeless shelters: Developmental contexts of multisystem risks and resources.

We apply a multisystem perspective to three aims relevant to resilience for young children in emergency and transitional homeless shelters. We consider profiles of risks and resources before shelter, early childhood program enrollment during shelter, and the likelihood of returning to shelter or having a subsequent child welfare placement. We used longitudinal, city-wide data from multiple sources integrated at the individual level across the lifespan for 8 birth cohorts. Young children (N = 1,281) stayed in family shelters during an 18-month period during a multisystem intervention. Risk fact

Caregiver Vulnerabilities Associated With the Perpetration of Substantiated Child Maltreatment in Canada: Examining the Canadian Incidence Study of Reported Child Abuse and Neglect (CIS) 2008.

Most of the research on caregiver vulnerabilities associated with the perpetration of child maltreatment (CM) focuses on perpetrators of child physical or sexual abuse. Less is known about the association of specific caregiver vulnerabilities and the risk of other CM types or how these vulnerabilities are related to child harm. The aim of the study was to examine the association of caregiver's vulnerabilities with types of substantiated CM and child physical and mental/emotional harm as a result of maltreatment. Data were from the Canadian Incidence Study of Reported Child Abuse and Neglect co
