Pandemic Influenza Readiness Report on Laboratory and Epidemiology Capacity-United States and Territories, 2015.

Laboratory and epidemiologic data are vital to identify a novel influenza A virus and inform the public health response, whether it be to a localized outbreak or pandemic. The Centers for Disease Control and Prevention (CDC) developed the Pandemic Influenza Readiness Assessment (PIRA) to evaluate the state of the nation's preparedness for the next influenza pandemic. Representatives from all 62 Public Health Emergency Preparedness (PHEP) awardee jurisdictions were requested to complete the web-based questionnaire in July 2015. The PIRA consists of 7 modules covering key components of pandemic

The CI plus model: a qualitative study of innovative community isolation and enhanced resilience in urban Thailand during the COVID-19 crisis.

BACKGROUND: The COVID-19 pandemic exposed critical vulnerabilities in urban health systems, particularly in densely populated, low-resource communities. During the overwhelming third wave in Bangkok, Thailand, the Enhanced Community Isolation (CI Plus) Model emerged as an innovative response in the Yothi Medical Innovation District Community (YMIC). This qualitative study examined the mechanisms that enabled this vulnerable urban community to successfully implement a 170-bed isolation center and build resilience through community-based crisis response, providing insights for future pandemic pr

Emergency preparedness planning: lessons from COVID-19 and the opioid crisis in rural Ohio.

The COVID-19 pandemic amplified existing public health emergencies, including the overdose crisis. In rural areas, the effect of emergency preparedness planning on local responses to the pandemic is unknown. We conducted 52 semi-structured interviews with two participant groups (28 people who use drugs [PWUD] and 24 local stakeholders) in two rural counties in southern Ohio. Interviews explored service disruptions, perceptions of the pandemic, organizations' pre-existing emergency plans, and communication channels. Transcripts were analyzed thematically to identify data patterns within and bet

"No data, no problem"? A critical reflection of health monitoring systems and equity during COVID-19 in Finland.

BACKGROUND: Lessons drawn from the COVID-19 pandemic have highlighted that health monitoring systems in various countries did not adequately capture how the pandemic affected individuals and groups in vulnerable situations. Disaggregated data on different population groups were often not available nor utilized to target responses. Much less attention, however, has been paid on why this was the case and what implications this may have had for health equity in both COVID-19 responses and future health system preparedness. We draw on health systems and policy research as well as social epidemiolo

Vaccine complacency and dose distribution inequities limit the benefits of seasonal influenza vaccination, despite a positive trend in use.

Sustainable demand for seasonal influenza vaccines is a component of national security strategies for pandemic preparedness. However, the ongoing COVID-19 pandemic has revealed many weaknesses in the capacity of countries to design and execute sustainable vaccination programs. An influenza pandemic remains a global threat and yet there is no global monitoring system for assessing progress towards influenza vaccination coverage targets. The International Federation of Pharmaceutical Manufacturers and Associations' (IFPMA) Influenza Vaccine Supply International Task Force (IVS) developed a surve

One Hundred Years of Influenza Since the 1918 Pandemic - Is China Prepared Today?

Almost 100 years after the 1918 influenza pandemic, China experienced its largest, most widespread epidemic of human infections with avian influenza A (H7N9), the influenza virus with the greatest pandemic potential of all influenza viruses assessed to date by the United States Centers for Disease Control and Prevention's Influenza Risk Assessment Tool. This historical review describes how China was affected by the 1918, 1958, 1968, and 2009 influenza pandemics, records milestones in China's capacity to detect and respond to influenza threats, and identifies remaining challenges for pandemic p

An umbrella protocol for the clinical evaluation of diagnostics in infectious disease.

Umbrella protocols have recently come to be widely used in clinical trial designs. However, the value of this approach in public health is less well recognized. The coronavirus disease 2019 (COVID-19) pandemic highlighted the need for rapid, reliable and scalable evaluation of diagnostic technologies. In the United Kingdom of Great Britain and Northern Ireland, this need prompted the development of an umbrella research protocol enabling multiple clinical evaluation studies of similar designs to be undertaken under a single overarching preapproved ethics and governance framework. We describe th

The role of pharmacists and pharmacy team members in the prevention, preparedness, response and recovery of outbreaks - a global rapid systematic review.

BACKGROUND: Pharmacists and their teams can undertake pharmaceutical public health roles during outbreaks within the World Health Organization (WHO) emergency cycle of prevention, preparedness, response, and recovery. These may be at micro- (individual), meso- (regional or organisational) or macro- (national) levels. The primary outcome was to identify pharmacy team members' roles in outbreaks (excluding COVID-19) and classify by WHO emergency cycle phase and intervention level. METHODS: We conducted a rapid systematic review (PROSPERO: CRD42024617152) in Embase, Medline, and SCOPUS databases

Sustainable strategies for Ebola virus disease outbreak preparedness in Africa: a case study on lessons learnt in countries neighbouring the Democratic Republic of the Congo.

BACKGROUND: From May 2018 to September 2022, the Democratic Republic of Congo (DRC) experienced seven Ebola virus disease (EVD) outbreaks within its borders. During the 10th EVD outbreak (2018-2020), the largest experienced in the DRC and the second largest and most prolonged EVD outbreak recorded globally, a WHO risk assessment identified nine countries bordering the DRC as moderate to high risk from cross border importation. These countries implemented varying levels of Ebola virus disease preparedness interventions. This case study highlights the gains and shortfalls with the Ebola virus di

Mapping Australia's COVID-19 quarantine cohort journeys.

BACKGROUND: Australia rapidly developed COVID-19 quarantine programs to reduce the adverse outcomes of a novel pathogen imported by visitors and returned travellers. Different quarantine pathways were utilised over the pandemic, yet no definitive cohort map exists to guide future preparedness. We created a whole-of-system cohort journey map of Australian quarantine cohorts to inform future pandemic preparedness activities. METHODS: Australian parliamentary websites and Google were searched for publicly available grey literature from 2019 to 2023. Data about quarantine cohorts, pandemic plans
