History of the birth certificate: from inception to the future of electronic data.

Enumerations of people were carried out long before the birth of Jesus. Data related to births were recorded in church registers in England as early as the 1500s. However, not until the 1902 Act of Congress was the Bureau of Census established as a permanent agency to develop birth registration areas and a standard registration system. Although all states had birth records by 1919, the use of the standardized version was not uniformly adopted until the 1930's. In the 1989 US Standard Birth Certificate revision, the format was finally uniformly adopted to include checkboxes to improve data qual

Misreport of gestational weight gain (GWG) in birth certificate data.

Birth certificates are potentially a valuable source of information for studying gestational weight gain (GWG) during pregnancy, particularly important given new Institute of Medicine (IOM) guidelines. We examined factors associated with the accuracy of maternal GWG self-report by linking the gold standard obstetric electronic medical record (EMR) of women from a large urban practice to state birth certificates. Primary outcomes included maternal under-reporting of GWG (>10 lbs below the EMR), accurate reporting (within 10 lbs), and over-reporting (>10 lbs above EMR). Data were stratified acro

Expanded health data from the new birth certificate, 2004.

OBJECTIVES: This is the first report to present maternal and infant health information exclusive to the 2003 revision of the U.S. Standard Certificate of Live Birth. Information is shown for the items: Risk factors in this pregnancy, Obstetric procedures, Characteristics of labor and delivery, Method of delivery, Abnormal conditions of the newborn, and Congenital anomalies of the newborn. These items are included on both the 1989 and the 2003 U.S. Standard Certificate of Live Birth; however, many of the specific checkboxes were modified, or are new to the 2003 certificate. The new checkboxes a

Prediction of special education placement from birth certificate data.

The overall goal of this research effort was to develop procedures for accurately identifying children at high risk for special education placement, based on information available at the time of birth. A file containing information on all births in New York City between 1976 and 1986 was matched against the 1992 BIOFILE, which contains information on all children enrolled in the New York City public school system in 1992. A matched file containing birth and school information on 471,165 children resulted from this process. Three sets of risk factors were derived from birth certificate data: pa

Neonatal Mortality of Planned Home Birth in the United States in Relation to Professional Certification of Birth Attendants.

INTRODUCTION: Over the last decade, planned home births in the United States (US) have increased, and have been associated with increased neonatal mortality and other morbidities. In a previous study we reported that neonatal mortality is increased in planned home births but we did not perform an analysis for the presence of professional certification status. PURPOSE: The objective of this study therefore was to undertake an analysis to determine whether the professional certification status of midwives or the home birth setting are more closely associated with the increased neonatal mortalit

Association of missing paternal demographics on infant birth certificates with perinatal risk factors for childhood obesity.

BACKGROUND: The role of fathers in the development of obesity in their offspring remains poorly understood. We evaluated associations of missing paternal demographic information on birth certificates with perinatal risk factors for childhood obesity. METHODS: Data were from the Linked CENTURY Study, a database linking birth certificate and well-child visit data for 200,258 Massachusetts children from 1980-2008. We categorized participants based on the availability of paternal age, education, or race/ethnicity and maternal marital status on the birth certificate: (1) pregnancies missing patern

Birth certificate measures of maternal morbidity and their limits in abortion policy research.

Three indicators of severe maternal morbidity (SMM) available in US birth certificate data are increasingly used in research, yet prior studies suggest they are poorly ascertained. It is unclear whether low validity of these data threatens causal inference in evaluations of policies or shocks that vary across states and over time, including abortion bans enacted after the Supreme Court's Dobbs decision. Using birth certificate and hospital discharge data from 12 states (2018-2021), we assessed data quality for three SMM indicators (hysterectomy, blood transfusion, and eclampsia) and a composit

Accuracy of birth certificate head circumference measurements: Massachusetts, 2012-2013.

BACKGROUND: Zika virus has recently emerged as a novel cause of microcephaly. CDC has asked states to rapidly ascertain and report cases of Zika-linked birth defects, including microcephaly. Massachusetts added head circumference to its birth certificate (BC) in 2011. The accuracy of head circumference measurements from state vital records data has not been reported. METHODS: We sought to assess the accuracy of Massachusetts BC head circumference measurements by comparing them to measurements for 2,217 infants born during 2012-2013 captured in the Massachusetts Birth Defects Monitoring Progra

Validity of birth certificate-derived maternal weight data in twin pregnancies.

Birth certificates are an important source of pre-pregnancy body mass index (BMI) and gestational weight gain (GWG) data for surveillance and aetiologic studies, but little is known about their validity in twin pregnancies. Twins experience high rates of adverse perinatal outcomes that have been associated with BMI and GWG in singletons. Our objective was to evaluate the accuracy of birth certificate-derived pre-pregnancy BMI and GWG compared with medical record-derived data in a sample of 186 twin pregnancies at a teaching hospital in Pennsylvania (2003-2010). Twelve strata were created by si

Midwife-attended births in the United States, 1990-2012: results from revised birth certificate data.

INTRODUCTION: Data on attendance at birth by midwives in the United States have been available on the national level since 1989, allowing for the documentation of long-term trends. New items on payer source and prepregnancy body mass index (BMI) from a 2003 revision of the birth certificate provide an opportunity to examine additional aspects of US midwifery practice. METHODS: The data in this report are based on records on birth attendant gathered as part of the US National Standard Certificate of Live Birth from a public use Web site, Vital Stats (http://www.cdc.gov/nchs/VitalStats.htm), wh

Accuracy of self-reported birth outcomes relative to birth certificate data in an Internet-based prospective cohort study.

BACKGROUND: The accuracy of birth outcome data provided by Internet-based cohort study participants has not been well studied. METHODS: We compared self-reported data on birth characteristics in Pregnancy Study Online (PRESTO), an Internet-based prospective cohort study of North American pregnancy planners, with birth certificate data. At enrolment, participants were aged 21-45 years, attempting conception, and not using fertility treatment. Women completed online questionnaires during preconception, early and late pregnancy, and postpartum. We requested birth certificate data during 2014-201

[Updated medical death documents: Medical Death Certificate and the Birth Statistics Bulletin].

Public health physicians have constantly urged that the Medical Death Certificate (CMD in Spain) and the notification of perinatal deaths be adapted to WHO standards. The new CMD came into effect in January 2009, whilst significant changes were made to the Birth Statistics Bulletin (BEP acronym in Spanish) in 2007. In this article the certifying doctor is informed on their novel and key aspects. The health significance of this medico-legal act is emphasised. At the same time associated issues are mentioned that still need to be resolved in Spain. The CMD unifies the medical certificate and the

Validation of birth certificate data. A study of women in New Jersey's HealthStart program.

PURPOSE: This study assesses the accuracy of 1989-1992 birth certificate data from New Jersey for a group of high-risk women. METHODS: Birth records were linked to data on women who participated in HealthStart, a program of enriched prenatal care for pregnant women on Medicaid. Concordance was assessed for all variables common to the two data sets. RESULTS: The birth records had accurate reporting of birth-weight, demographic characteristics, and most methods of delivery. Prenatal care use was over-reported, and alcohol, tobacco, transfer status, medical risk factors, obstetric procedures, a

Sensitivity of birth certificate reports of birth defects in Atlanta, 1995-2005: effects of maternal, infant, and hospital characteristics.

OBJECTIVES: We assessed variations in the sensitivity of birth defect diagnoses derived from birth certificate data by maternal, infant, and hospital characteristics. METHODS: We compared birth certificate data for 1995-2005 births in Atlanta with data from the Metropolitan Atlanta Congenital Defects Program (MACDP). We calculated the sensitivity of birth certificates for reporting defects often discernable at birth (e.g., anencephaly, spina bifida, cleft lip, clubfoot, Down syndrome, and rectal atresia or stenosis). We used multivariable logistic regression models to examine associations wit

Validity of birth certificate data for the outcome of the previous pregnancy, Georgia, 1980-1995.

The author evaluated the validity of four historically based variables collected on Georgia birth certificates: outcome of preceding pregnancy, history of delivery of a low- (<2,500 g) or high- (>4,000 g) birth-weight infant, and death of the baby resulting from the preceding pregnancy. Data were derived from birth and fetal death certificates that were linked for the first and second deliveries of 231,075 women in Georgia from 1980 through 1995. Deaths that occurred during the infant's first year of life were also linked to the birth certificate. For all but the survival variable, the outcome

Comparison of mother's occupation and industry from the birth certificate and a self-administered questionnaire.

Maternal occupations recorded on birth certificates are a potential data source for evaluation of reproductive hazards, but may not accurately identify jobs held during the sensitive first trimester. Mothers' occupation and industry during 1 month before and 3 months after conception were reported on 1,760 mailed questionnaires. These were compared to mothers' most recent occupation and industry recorded on birth certificates. Overall, 72% of occupations and 77% of industries reported on the birth certificate agreed with that recorded on the questionnaire. Agreement was similar for mothers of

Evaluation of the Sensitivity and Accuracy of Birth Defects Indicators on the 2003 Revision of the U.S. Birth Certificate: Has Data Quality Improved?

BACKGROUND: The 2003 revision of the U.S. Birth Certificate was restricted to birth defects readily identifiable at birth. Despite being the lone source of birth defects cases in some studies, we lack population-based information on the quality of birth defects data from the most recent revision of the birth certificate. METHODS: We linked birth certificate data to confirmed cases from the Florida Birth Defects Registry (FBDR) to assess the sensitivity and positive predictive value (PPV) of birth defects indicators on the birth certificate. The role of linked birth and infant death certificates in maternal and child health epidemiology in the United States.

Linked birth and infant death certificates allow measurement of birthweight-specific infant mortality. Jack Smith, MS, to whom this issue of the American Journal of Preventive Medicine is dedicated, played a key role in the National Infant Mortality Surveillance (NIMS) project. NIMS provided national data on birthweight-specific infant mortality for the 1980 birth cohort, updated data previously collected by the National Center for Health Statistics (NCHS) for the 1960 birth cohort, and supported NCHS's implementation of an annual linked file in 1983. NIMS illustrated themes in infant mortalit

Characteristics and Outcomes Associated with the Attempt of External Cephalic Version in U.S. Birth Certificate Data.

OBJECTIVES: Malpresentation is the indication for approximately 17% of primary cesarean deliveries (CD). External cephalic version (ECV) is a safe and effective procedure to reduce CD. Our primary objective is to identify associations between patient demographics and rate of ECV attempt. Secondary objectives include determining the rate of ECV attempt in the United States, and assessing neonatal and maternal outcomes associated with ECV attempt. STUDY DESIGN: Data were obtained from the National Center for Health Statistics birth certificate data from 2014 to 2021. We analyzed live, singleton

Accuracy of birth certificate and hospital discharge data: a certified nurse-midwife and physician comparison.

OBJECTIVES: Birth certificate and hospital discharge data are relied upon heavily for national surveillance and research on maternal health. Despite the great importance of these data sources, the recording accuracy in these datasets, comparing birth attendant type, has not been evaluated. The study objective was to assess the variation in chart documentation accuracy between certified nurse-midwives (CNMs) and physicians (MDs) for selected maternal variables using birth certificate and hospital discharge data. METHODS: Data was obtained on women delivering in 10 Washington State hospitals th
