Systems-Involved Transgender and Gender-Diverse Youth: Homelessness, Juvenile Legal Systems, and Child Welfare and Foster Care.

Transgender and gender-diverse (TGD) youth are overrepresented in legal and social support systems intended to protect and support youth along their developmental journeys. However, these systems often fall short for TGD youth and further stigmatize an already vulnerable population. This article provides an overview of the experience, care, and treatment of systems-involved TGD youth. Working with systems-involved transgender and gender-diverse youth necessitates a high level of compassion and advocacy in pursuit of more equitable care and access.

Co-Reporting of Child Maltreatment and Intimate Partner Violence: The Likelihood of Substantiations and Foster Care Placements.

Intimate partner violence (IPV) negatively affects children. Although IPV-related reports frequently come to the attention of child protective services (CPS), there is neither a unified standard for how CPS systems should respond, nor sufficient research documenting that reaction. The current study used population-based administrative records from California to assess how CPS responds to reported allegations of IPV, with and without physical abuse and/or neglect allegations. We used multinomial regression to model the likelihood of investigation outcomes. Results indicate that 20.7% of CPS rep

Attachment security in Georgian foster children: the role of parental sensitivity and child internalizing and externalizing behavior.

The present study examines how children's behavioral problems and different dimensions of foster parents' sensitivity contribute to attachment security in foster children. The sample included 61 foster children, aged 33 to 90 months, and their foster mothers. Higher overall sensitivity, greater supportive presence, and lower hostility of foster mothers were associated with higher attachment security. Supportive presence emerged as a protective factor for attachment security in the context of externalizing behavioral problems. Cluster analysis identified three distinct parenting profiles. Child

Psychotropic medication use in school-aged children in foster care and residential care within child protective services.

BACKGROUND: Children in the care of child protective services are treated with psychotropic medication at rates that far exceed those seen in the general population. OBJECTIVE: This study documents the rates of psychotropic medication use among school-aged children in two groups: 1) foster care; and 2) residential care. Socio-demographic variables and mental disorders that predict psychotropic medication use, polypharmacy (≥2 medication), and multiclass polypharmacy (≥3 medication classes) were also examined. PARTICIPANTS AND SETTING: The sample consisted of children aged 5 to 12 years in fo

Foster Care, Kinship Care, and the Transition to Adulthood: Do Child Welfare System Processes Explain Differences in Outcomes?

Despite longstanding policy preferences favoring kinship care placements over non-relative family foster care placements, research findings on the benefits of kinship care vary by measurement, assessed outcome, follow-up period, and other study design elements. We examined early adulthood outcomes-incarceration and teen parenthood-among WI youth who entered foster care in early-to-middle childhood (ages 5-10). Results suggest that initial placement in kin or nonrelative kinship care was not significantly related to imprisonment or teenage parenthood directly; however, first placement in kinshi

Differential Response and the Reduction of Child Maltreatment and Foster Care Services Utilization in the U.S. From 2004 to 2017.

By 2014, the majority of U.S. states had implemented differential response (DR), a system policy that seeks to serve families of low-to moderate-risk for child maltreatment through family engagement, diversion from formal child protective services investigations, and service provision. However, the effects of DR programs on child welfare dynamics have yet to be evaluated nationally using causal methods. Using a quasi-experimental study design with data drawn from the National Child Abuse and Neglect Data System from 2004 to 2017, we found states with DR programs had approximately 19% fewer sub

The prevalence of child sexual abuse in out-of-home care: a comparison between abuse in residential and in foster care.

We investigated the 2010 year prevalence of child sexual abuse (CSA) in residential and foster care and compared it with prevalence rates in the general population. We used two approaches to estimate the prevalence of CSA. First, 264 professionals working in residential or foster care (sentinels) reported CSA for the children they worked with (N = 6,281). Second, 329 adolescents staying in residential or foster care reported on their own experiences with CSA. Sentinels and adolescents were randomly selected from 82 Dutch out-of-home care facilities. We found that 3.5 per 1,000 children had bee

Child Maltreatment Re-report, Substantiation, and Foster Care Placement: A Latent Class Analysis of Child, Caregiver, and Household Risk Factors Across Screened-In and Screened-Out Cases.

Children reported to Child Protective Services (CPS) face elevated risks of adverse outcomes. It is essential to identify vulnerable populations and opportunities for early intervention. This study combined qualitative coding of CPS intake reports with latent class analyses to explore the typologies of children and families based on documented risk factors, both across all CPS intake reports (N = 4,344) and separately for screened-in and screened-out cases. We further examined their associations with maltreatment re-report, substantiation, and foster care placement over a three-year follow-up.

Parenting interventions to support parent/child attachment and psychosocial adjustment in foster and adoptive parents and children: A systematic review.

BACKGROUND: Adopted children and children placed in foster care are at increased risk of developing a range of mental health, behavioural, and psychosocial adjustment problems. Previous studies suggest that due to early experiences of separation and loss some children may have difficulties forming a secure attachment relationship with the adoptive/foster parents. OBJECTIVES: The objectives of the present review were: (1) to assess the efficacy of attachment-based interventions on measures of favourable parent/child outcomes (attachment security, dyadic interaction, parent/child psychosocial a

"I will commit to this child as much as I can for the time that they are with me:" A qualitative examination of how foster carer commitment relates to short-term foster care for young children following abuse and neglect.

BACKGROUND: Foster carer commitment to the child has been shown to be of paramount importance in young children's recovery and development following abuse and neglect. In Dozier's definition of commitment in the US, there is a focus on both emotional investment in the child and committing to an enduring relationship with the child. How this relates to the routine practice of short-term, temporary, foster care has not been studied. OBJECTIVE: This is the first qualitative study to explore the drivers of, and barriers to, commitment in short-term foster care within the broader aim of examining

Complex trauma and mental health in children and adolescents placed in foster care: findings from the National Child Traumatic Stress Network.

Many children in the child welfare system (CWS) have histories of recurrent interpersonal trauma perpetrated by caregivers early in life often referred to as complex trauma. Children in the CWS also experience a diverse range of reactions across multiple areas of functioning that are associated with such exposure. Nevertheless, few CWSs routinely screen for trauma exposure and associated symptoms beyond an initial assessment of the precipitating event. This study examines trauma histories, including complex trauma exposure (physical abuse, sexual abuse, emotional abuse, neglect, domestic viole

Patterns of substance use among adolescents in and out of foster care: An analysis of linked health and child welfare administrative data.

BACKGROUND: Young adults with a history of foster care have higher risk for substance use disorders. Social systems can deliver substance use prevention to youth; however, the timing of intervention delivery and how needs differ for youth in foster care are unclear. OBJECTIVE: To compare initiation and rates of substance use among adolescents in foster care to demographically similar adolescents never in foster care as identified by the healthcare system, and identify factors associated with increased substance use. Fostering Child Development by Improving Care Quality: A Systematic Review of the Effectiveness of Structural Interventions and Caregiver Trainings in Institutional Care.

Quality of child care has been shown to have a crucial impact on children's development and psychological adjustment, particularly for orphans with a history of maltreatment and trauma. However, adequate care for orphans is often impacted by unfavorable caregiver-child ratios and poorly trained, overburdened personnel, especially in institutional care in countries with limited resources and large numbers of orphans. This systematic review investigated the effects of structural interventions and caregiver trainings on child development in institutional environments. The 24 intervention studies

Homelessness in the child welfare system: A randomized controlled trial to assess the impact of housing subsidies on foster care placements and costs.

Inadequate housing and homelessness among families represent a substantial challenge for child and adolescent well-being. Child welfare services confront housing that threatens placement into foster care with little resources and evidence to guide practice. The present study provides the first rigorous test of the Family Unification Program (FUP) - a federal program that offers housing subsidies for inadequately housed families under investigation for child maltreatment. A randomized controlled trial assesses program impact on foster care placement and costs. The experiment referred intact chi

Child maltreatment in the time of COVID-19: Changes in the Florida foster care system surrounding the COVID-19 safer-at-home order.

BACKGROUND: Media outlets have suggested that rates of child maltreatment may increase during the global COVID-19 pandemic. The few empirical studies that have examined pandemic related changes in rates of child maltreatment have relied predominantly on reports of suspected maltreatment. OBJECTIVE: This study examines rates of documented, substantiated child maltreatment resulting in foster care placement, as well as demographic correlates of child maltreatment within the foster care system, before and during the COVID-19 pandemic. Fostering Emotional Availability in Mother-Child-Dyads With an Immigrant Background: A Randomized-Controlled-Trial on the Effects of the Early Prevention Program First Steps.

BACKGROUND: In many Western countries like Germany, the social integration of children with an immigrant background has become an urgent social tasks. The probability of them living in high-risk environments and being disadvantaged regarding health and education-related variables is still relatively higher. Yet, promoting language acquisition is not the only relevant factor for their social integration, but also the support of earlier developmental processes associated with adequate early parenting in their first months of life. Inter-professional practice in the prevention and management of child and adolescent self-harm: foster carers' and residential carers' negotiation of expertise and professional identity.

Inter-professional collaboration remains a significant concern within healthcare and social care. However, there has been scant attention paid to practices at the interface of clinicians and carers, namely foster carers and residential carers. The present study considers child and adolescent self-harm management and prevention practices as a site of empirical interest due to reports that multi-agency teams are not effectively operating. Drawing upon a grounded theory approach, data were generated via semi-structured interviews and focus groups with residential carers (n = 15) and foster carers

BACKGROUND: Cumulative childhood trauma predicts mental health problems in children, mediated by emotion regulation (ER). To assess trauma history and mental health in children, different informants may be addressed, assessing data from different perspectives. Despite differences between child- and caregiver-reports as robust finding in child psychology, it remains unclear to which extent perspective matters when examining these variables and related associations.
