Defining quality of healthcare in Dutch police custody: the development of a conceptual framework for monitoring care quality through a scoping review and expert consultations.

BACKGROUND: Individuals in police custody may require medical attention, yet little is known about the quality of care in police custody. Research is lacking on appropriate standards and indicators for measuring care quality. This study aimed to develop a conceptual framework to identify key aspects for measuring the quality of care in police custody in the Netherlands. METHODS: A scoping review supplemented by expert consultations was conducted to gather information on health needs and quality of care in short-term police custody settings. Searches were performed across seven electronic data

Development of Custodial Staff Modifiers for Safewards Secure-Custodial Mental Health.

Safewards is a nursing model of care designed for acute mental health inpatient units. Since inception, the model has gained popularity in many countries and has been implemented in settings other than mental health. A version for bed-based mental health units within prisons has also been developed to assist nurses working in this complex setting called Safewards Secure-Custodial Mental Health. A previous study identified that modifiers (things staff can do to prevent conflict and containment) were needed for custodial staff to finalise the prison model. The aim of this study was to develop cu

The Experiences of People Who Are Incarcerated in Accessing Mental Health Care: A Qualitative Meta-Ethnography.

OVERVIEW: This meta-ethnography synthesizes the findings of seven qualitative studies on the experiences of people who are incarcerated in accessing mental health care with a goal of better understanding the scope of these experiences and identifying gaps in custodial mental health care. Noblit and Hare's meta-ethnographic approach was used. FINDINGS: Five themes were identified: stressful incarceration environments, lack of resources, care is not patient centered, lack of trust, and the value of therapeutic relationships. Findings suggest that the custodial mental healthcare system may provi

A Collaborative Stakeholder Approach for Reducing the Use of Custodial Restraints in Hospitalized Patients.

In hospitals across the country, most patients admitted from jails or prisons receive their care in custodial restraints regardless of clinical concerns or public safety risk. Blanket restraint protocols are deemed necessary for public safety; however, the indiscriminate use of custodial restraints causes harm to patients physically, mentally, and through propagation of prejudice. Hospitals and correctional officials must create policies that allow for a case-by-case analysis of patients to develop an individualized custodial restraint plan that will balance public safety and patient care need

Silos and rigid processes: Barriers to the successful implementation of the Older prisoner Health and Social Care Assessment and Plan.

Older adults are the fastest growing sub-group in prisons. They have complex health, social care and custodial needs and often the support they receive is sub-optimal. The Older prisoner Health and Social Care Assessment and Plan (OHSCAP) aimed to better meet these inter-related needs. As part of a wider study, a randomised controlled trial was conducted to evaluate the OHSCAPs effectiveness in meeting older prisoners' health, social care and custodial needs in comparison to treatment as usual. This article describes the nested qualitative study which aimed to explore the barriers and facilita

Guidelines, practices, and interprofessional roles in oral health promotion in custodial settings: A scoping review.

BACKGROUND: People in custodial settings are disproportionately affected by, often preventable, oral diseases. Addressing oral health inequities is vital to achieving the United Nations Sustainable Development Goals and Universal Health Coverage by 2030. Obstacles to achieving Universal Health Coverage for oral health in the custodial context include the deficit of oral health professionals in such settings. Innovative workforce models of non-dental professionals are recommended to integrate oral health into routine custodial care. Despite this, no comprehensive review has been undertaken to s

Prevention of violence in prison - The role of health care professionals.

The World Health Organization (WHO) classifies violence prevention as a public health priority. In custodial settings, where violence is problematic, administrators and custodial officials are usually tasked with the duty of addressing this complicated issue-leaving health care professionals largely out of a discussion and problem-solving process that should ideally be multidisciplinary in approach. Health care professionals who care for prisoners are in a unique position to help identify and prevent violence, given their knowledge about health and violence, and because of the impartial positi

Universal health coverage and incarceration.

Global progress towards universal coverage of essential health services, a component of UN Sustainable Development Goal (SDG) 3.8, is measured at the country level using the WHO Service Coverage Index. However, data collection for this crucial metric excludes prisons and youth detention centres, despite the health needs in these settings, chronic underinvestment in custodial health care, and poor health outcomes for people released from custody in most countries. Particularly in countries with high incarceration rates, failure to include custodial settings in calculations of the service covera

Facilitators and barriers to scaling up methadone maintenance therapy in Malaysian prisons: using nominal group technique with custodial staff.

PURPOSE: Access to methadone maintenance treatment (MMT) in prison is essential for treatment of opioid use disorder (OUD). This study aims to identify barriers and facilitators to expanding MMT in prisons, which is paramount to guide implementation. Custodial staff are key stakeholders. DESIGN/METHODOLOGY/APPROACH: The authors used nominal group technique (NGT), a rapid, mixed-methods strategy, with ten custodial officers with six months employment, to identify perceived barriers and potential solutions to MMT scale-up in Malaysia's largest prison where MMT has been available since 2010. The role, challenges, and impact of occupational therapists in custodial settings: A scoping review.

INTRODUCTION: The number people in custodial settings (i.e., jails and prisons) is increasing globally. In addition to detention and supervision, rehabilitation and skill development are often key goals of corrective services. The high care needs and vulnerability of detainees can often make this challenging, requiring input from a variety of health-care professionals, including occupational therapists. The aim of this scoping review was to synthesise the peer-reviewed literature regarding the role of occupational therapists in custodial settings, the challenges occupational therapists experie

A Narrative Review of Dual Loyalty Conflicts in Custodial Settings and Implications for Community Practice.

Dual loyalty dilemmas are conflicts between health care professionals' obligations toward their patients and third-party interests. These conflicts are more common and starker in custodial settings, such as jails and prisons, military detention facilities, immigration detention centers, and involuntary psychiatric institutions. Despite encountering patients in custody, health care professionals (HCPs) in community settings have limited knowledge and training. In this narrative review, we examined dual loyalty conflicts faced by HCPs working in custodial settings and then applied the identified

The Management of Withdrawal From Alcohol and Other Drugs in Australian Custodial Settings: A Consensus Statement.

INTRODUCTION: For many people entering custody, abrupt changes in alcohol or other drug use is associated with the risk of experiencing a withdrawal syndrome. Management of withdrawal from alcohol and other drugs in a custodial setting is complicated by both a limited evidence base and structural barriers to the delivery of best practice healthcare interventions to people in custody. MAIN RECOMMENDATIONS: A multidisciplinary expert panel representing all Australian states and territories participated in a modified Delphi process. The process generated 22 recommendations to custodial services,

Fetal Alcohol Spectrum Disorder (FASD): Knowledge, attitudes, experiences and practices of the Western Australian youth custodial workforce.

BACKGROUND: Fetal Alcohol Spectrum Disorder (FASD) is a condition caused by prenatal alcohol exposure and characterised by lifelong physical, behavioural and cognitive abnormalities. Primary disabilities, such as impairment in memory, attention, cognition, language, executive function, and adaptive function, can lead to young people with FASD becoming engaged with the justice system. Little is known about the extent of FASD in youth detention in Australia, or of the capacity custodial staff have to manage and support young people with FASD. In tandem with a study assessing the prevalence of FA

The Medicare Hospice Benefit's Origins: Lessons on End-of-Life Caregiving.

Legislation in 1982 formalized hospice care as a Medicare-reimbursed service. In the years that have followed, while many Americans have benefited from hospice's holistic, comfort-focused care, Medicare reimbursement frequently prevents hospices from providing the degree of caregiving support that patients and their informal caregivers need. Prior to the Medicare Hospice Benefit, leaders of the hospice movement emphasized that informal caregivers need significant support at the end of life, including custodial support through options for facility-based care for dying patients. The Medicare Hos

Views of Medical Examiners and Psychiatrists on the Compatibility of the Mental State with Detention in Police Custody in Marseille University Hospital.

Police custody is detention in response to a suspicion of crime. A person in custody has the right to be examined by a physician, who is responsible for determining whether the person's medical condition allows him/her to continue to be held in detention. However, there is no consensus on the definition of compatibility of the mental state with custody. Our objective was to determine the relevant criteria for compatibility and incompatibility of the mental state with detention in police custody according to medical examiners and psychiatrists. A descriptive study using a semi-structured questi

Moral therapy and the problem of morale.

The author reviews the history of moral therapy and the lessons and warnings it holds for modern psychiatry. Custodial management replaced moral therapy in this country in the late 1800s because of inadequate manpower and fiscal resources, a lack of charismatic leaders, the increasing lack of control over admissions and discharge, and other factors. One "solution" to the unacceptable conditions of custodial care was an increased faith in science and technology; humanistic medical science became scientism, and patients suffered. Morale is essential to the provision of moral therapy, and the inc
