The authors point out that Italy, as a tradition, has always dedicated special attention to developing countries, due to its geographical position and its cultural background and that in 1971 the Italian Government has created by a law, as part of the Ministry of Foreign Affairs, the Department for Cooperation and Development, the objective of which is to contribute to the enhancement of the living conditions in developing countries. The authors report data on a Trachoma Control Project started in 1973 lasting to 1981, financially supported by the Ministry of Foreign Affairs and technically gu

INTRODUCTION AND AIMS: The structures of health systems impact on patient outcomes. We present and analyse the first detailed mapping of who funds alcohol and other drug (AOD) treatment and the channels and intermediaries through which funding flows from the funding sources to treatment providers.
DESIGN AND METHODS: The study involved a literature review of AOD treatment financing and existing diagrammatic representations of the structure of the Australian health system. We interviewed 190 key informants to particularise the AOD treatment sector, and undertook two case examples of government

Objective As part of the Title V Maternal and Child Health (MCH) Services Block Grant, administered by the Health Resources and Services Administration's (HRSA's) Maternal and Child Health Bureau (MCHB), states are required to conduct a comprehensive needs assessment identifying MCH priorities every 5 years. The most current needs assessment (2015) occurred after a transformation of the program, in which a new performance measurement framework was created. This analysis examined current patterns and trends in state MCH priorities and selected performance measures to identify changing needs and

Sexual assault medical forensic exams (SAMFEs) are essential for survivor care and justice system engagement. To receive federal STOP grant funding, states must ensure survivors are not billed for SAMFEs. However, states vary widely in what services are covered, leading to inconsistent implementation, billing errors, and institutional confusion. This study reviews codified statutes from all 50 states to develop a typology of SAMFE payment systems, focusing on governance, covered services, and fiscal caps. The framework highlights structural variation and provides a foundation for future resear

Somalia's escalating humanitarian financing crisis is exposing a neglected dimension of health-system vulnerability: aid volatility can itself become a determinant of primary health-care (PHC) failure. Recent funding contractions have disrupted hospitals, primary facilities, mobile teams, and nutrition services while drought, displacement, infectious-disease outbreaks, and undernutrition continue to intensify health needs. In a system heavily reliant on external financing, abrupt donor withdrawal can destabilise frontline staffing, essential medicines, referral pathways, surveillance, and cont

BACKGROUND: Ghana has made impressive progress against malaria, decreasing mortality and morbidity by over 50% between 2005 and 2015. These gains have been facilitated in part, due to increased financial commitment from government and donors. Total resources for malaria increased from less than USD 25 million in 2006 to over USD 100 million in 2011. However, the country still faces a high burden of disease and is at risk of declining external financing due to its strong economic growth and the consequential donor requirements for increased government contributions. The resulting financial gap

Public external debt burdens of low- and middle-income countries have grown substantially over the past decade linked to increased borrowing. Our empirical understanding of how external official loans and their ensuing debt burden may impact government health spending at the individual country level is limited. We aimed to better understand these relationships through a case study of Senegal. We conducted a mixed-methods case study using descriptive quantitative analyses of loan, debt and health financing statistics in Senegal from 1970-2023. We also used the Framework method to thematically a

BACKGROUND: Reported gonorrhea incidence rates in the United States declined by 75% from 1975 to 2003 after implementation of a federally funded gonorrhea control program in the mid-1970s. The purpose of this study was to (1) estimate national gonorrhea rates that might have occurred from 1971 to 2003 had there been no federally funded sexually transmitted disease (STD) prevention activities and (2) calculate crude estimates of the cost-effectiveness of these prevention activities.
METHODS: Hypothetical gonorrhea rates had there been no federally funded prevention efforts from 1971 to 2003 we

INTRODUCTION: Neglected tropical diseases (NTDs) are an important global health challenge, however, little is known about how to effectively finance NTD related services. Integrated management in particular, is put forward as an efficient and effective treatment modality. This is a background study to a broader health economic evaluation, seeking to document the costs of integrated case management of NTDs versus standard care in Liberia. In the current study, we document barriers and facilitators to NTD care from a health financing perspective.
METHODS: We carried out key informant interviews

The 83 institutes and research facilities of the Max Planck Society, established in 1948, include some of the world's leading scholars in the life sciences, including 17 Noble Prize winners, and publish 15,000 research papers annually. For the past 18 years, biologists have stood at the helm of the prestigious German organization. But last month, an electrochemist and materials scientist, Martin Stratmann, began a six-year term as president of the Munich-based society.Stratmann, who is 60, served as the director of the Max Planck Institute for Iron Research in Düsseldorf since 2000, where he h

In recent times, there have been seismic disclosures or revelations that renowned institutions and individuals with hitherto impeccable reputations have received research funds from persons of dubious, if not proven, criminal character. This has led to quiet or not-so-quiet removals, suspensions, and the opening up of investigations into alleged misdeeds. There is a swathe of grey in this finger-pointing game, i.e., guilt by association. A scientist may knowingly or unknowingly accept funds from individuals of dubious reputation, but his/her science is impeccable. How should such science be vi

It is estimated that three million people annually experience homelessness, with about a third of the homeless population being served by Federally Qualified Health Centers (FQHCs). Thus, FQHCs, dependent on government funding for financial viability, are vital to the infrastructure addressing the complex issues facing people experiencing homelessness. This study examines the relationship between various government funding streams and the number of homeless patients served by FQHCs. Data for this study come from three publicly available databases: the Uniform Data System (UDS), the IRS Core fi

In August 2009, the Quebec government decided to cut $600,000 in funding from a study on alternative treatment for drug users suffering from chronic opiate addiction despite the publication, at the same time, of promising results of the first phase of the trial. The decision could endanger the research project.

Bill 20, An Act to Enact the Act to promote access to family medicine and specialized medicine services and to amend various legislative provisions relating to assisted procreation, was introduced to reduce costs associated with Québec's healthcare in general and in vitro fertilisation (IVF) in particular. Passed in November 2015, the new law introduces a number of exclusion criteria for access to and funding for IVF treatment. Remarkably, one exclusion criterion-prior voluntary sterilisation-has prompted little critical commentary. The two justifications offered for restricting funding for IV

BACKGROUND: Precision medicine (PM) adoption is accelerating across Asia, but implementation remains uneven due to differences in financing, infrastructure, governance, and health-system readiness.
OBJECTIVES: To examine how six Asian countries (Singapore, South Korea, China, Malaysia, Thailand, and Indonesia) adopt, finance, and integrate PM technologies, and identify common implementation patterns and challenges.
METHODS: A landscape review of peer-reviewed literature, government publications, and HTA reports (2010-2026) was conducted, supplemented by stakeholder consultations. PM applicat

Inadequate or ineffective health financing poses a significant challenge to the Government of Lao People's Democratic Republic's goal of achieving universal health coverage by 2030. Here we explore possible application in the Lao context of the Center for Global Development's New Compact approach, including locally-led evidence-informed prioritisation, domestic financing and consolidated supplementary aid. Using WHO's political economy analysis guide we identify opportunities and barriers and propose a road map towards implementation of the New Compact. This includes firstly, increasing local

BACKGROUND: The COVID-19 pandemic exposed major deficiencies in global health governance, including fragmented authority, inequitable resource distribution, and weak compliance mechanisms. Although the WHO Pandemic Agreement (2025) addresses several of these gaps, significant operational and institutional challenges remain. This study aims to develop and empirically validate a Global Governance for Health (GGFH) Framework that strengthens leadership, financing, equity, and legal accountability across global, regional, and national levels.
METHODS: A three-round Delphi study was conducted. Thi

BACKGROUND: In resource-constrained health systems medical travel is a common alternative to seeking unavailable health services. This paper was motivated by the need to understand better the impact of such travel on households and health systems.
METHODS: We used primary data from 344 subsidized and 471 non-subsidized inbound medical travellers during June to December 2013 drawn from the North, Centre and South regions of the Maldives where three international airports are located. Using a researcher-administered questionnaire to acquire data, we calculated annual out-of-pocket (OOP) spendin
