[Bourneville's medico-social work].

Bourneville's disease is well known but his medical social work is particularly unrecognised. However, he provoked many shifts in hospital policy, medical and paramedical studies, regional organization providing for the welfare of mothers-to-be and infants. He has been at the avant-garde for the treatment of mental illness of infants or children.

Promoting Health Equity for Children With Special Health Care Needs and Child Welfare Involvement.

Noah, an 18-month-old infant with trisomy 21, was brought to the emergency department for adenovirus bronchiolitis. He was found to meet criteria for severe malnutrition, and his medical team called Child Protective Services (CPS) with concern for neglect. He remained hospitalized for 1 month while a safe discharge was coordinated by the medical and CPS teams. Through this case, we explore racism as a root cause of discharge delays among children with special health care needs who interact with the child welfare system. Our discussion delves into the origins and consequences of racial dispropo

No Effect of Infant Nursery Rearing on Laboratory Rhesus Monkey Dams' Social Behavior or Long-Term Cortisol Profiles.

While the behavioral and physiological impacts of nursery rearing in laboratory-housed infant monkeys have been well characterized, to date no studies have examined the impact on nonhuman primate dams of their infants being removed for rearing in the nursery. Despite the lack of evidence on the topic, anti-animal research groups often cite mother-infant separation and infant nursery rearing (NR) as a welfare concern for laboratory monkey mothers. As such, important policy decisions regarding research activities may result without adequate evidence. Therefore, we designed this study to examine

Welfare reform consequences for children: the Wisconsin experience.

BACKGROUND: The Temporary Assistance to Needy Families, enacted under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, is a reality for many working families. As public policies are enacted, unintended consequences for infants/children must be minimized. Child advocates in Wisconsin, leading this nation in reforming Aid to Families with Dependent Children (AFDC), are concerned about supporting eligible infants/children as safety-net programs are unlinked. OBJECTIVE: This study reviews the enrollment status of 4 linked programs over time in Wisconsin, from January 1

Use of healthcare resources, family function, and socioeconomic support during the first four years after preterm birth.

OBJECTIVES: To assess the use of healthcare resources for preterm infants and to evaluate family function and socioeconomic support in a defined population from birth to 4 years of age. METHODS: In a prospective case-control study, 39 singleton preterm infants without prenatal abnormalities born during an 18 month period were studied together with their families. The population consisted of 19 very preterm infants (less than 32 weeks) and 20 randomised moderate preterm infants (32-35 weeks), and the control group comprised 39 full term infants. Contacts with medical services, child health ser

Effects of the ABC Intervention on Foster Children's Receptive Vocabulary: Follow-Up Results From a Randomized Clinical Trial.

Children with histories of maltreatment and disruptions in care are at elevated risk for impairments in early language development, which contribute to difficulties in other developmental domains across childhood. Given research demonstrating associations between parent responsiveness and children's early language development, we examined whether a parenting intervention administered in infancy improved preschool receptive language skills in children involved with the child welfare system. Attachment and Biobehavioral Catch-up (ABC) is a 10-session intervention that aims to enhance parent-chil

Policy responses to complex issues: the case of black infant mortality.

There is a considerable body of literature that documents the higher infant mortality among American Blacks. This disparity has been attributed to many socioeconomic factors such as poor pre- and postnatal maternal health care, poor nutrition, inadequate housing, and so forth. Yet a careful examination of the data reveals that infant mortality is higher for Blacks regardless of socioeconomic condition. The present paper explores possible roots of this higher mortality rate in the centuries of nutritional deprivation suffered by Blacks in America. If a sizeable fraction of the higher black rate

Racial disparities in drug toxicology testing among pregnant women & infants: a meta-analysis and systematic review.

INTRODUCTION: We synthesized evidence on racial disparities in perinatal toxicology testing among Black and White women and their infants in the United States, including testing practices and downstream consequences such as child welfare involvement. METHODS: We systematically searched PubMed and PsycINFO for peer-reviewed studies published before January 2023 that examined perinatal toxicology testing and reported racial outcomes. Eligible studies assessed testing practices or related consequences. A random-effects meta-analysis estimated pooled rate ratios (RRs) and 95% confidence intervals

Connecticut's Novel Prenatal Substance Exposure Policy Is Associated With Declining CPS Reports And Foster Placements.

In 2019, Connecticut became the first state to implement a deidentified notification policy for infants with prenatal substance exposure in response to updated provisions contained in the federal Child Abuse Prevention and Treatment Act (CAPTA) of 1974. Our study aimed to test whether Connecticut's notification policy was associated with an increase in Child Protective Services (CPS) interactions for this population. We analyzed child welfare and vital records over the course of a sixty-six-month time frame starting two years before the policy took effect. We used interrupted time series model

How much weight should we give to parental interests in decisions about life support for newborn infants?

Life-sustaining treatment is sometimes withdrawn or withheld from critically ill newborn infants with poor prognosis. Guidelines relating to such decisions place emphasis on the best interests of the infant. However, in practice, parental views and parental interests are often taken into consideration. In this paper I draw on the example of newborn infants with severe muscle weakness (for example spinal muscular atrophy). I provide two arguments that parental interests should be given some weight in decisions about treatment, and that they should be given somewhat more weight in decisions abou

[An evaluation of vitamin A status based on the measurement of retinol in the serum of children and infants].

A statistical comparison of serum vitamin A content among groups of children of various age ranges, revealed a much lower vitamin A level in infants (p < 0.001). The possibility of vitamin A deficiency among ill infants points to the necessity of supplementation with this vitamin.

Opportunities for prevention and intervention with young children: lessons from the Canadian incidence study of reported child abuse and neglect.

BACKGROUND: The most effective way to provide support to caregivers with infants in order to promote good health, social, emotional and developmental outcomes is the subject of numerous debates in the literature. In Canada, each province adopts a different approach which range from universal to targeted programs. Nonetheless, each year a group of vulnerable infants is identified to the child welfare system with concerns about their well-being and safety. This study examines maltreatment-related investigations in Canada involving children under the age of one year to identify which factors dete

Larger cages with housing unit environment enrichment improve the welfare of marmosets.

The provision of adequate space for laboratory animals is essential not only for good welfare but accurate studies. For example, housing conditions for primates used in biomedical research may negatively affect welfare and thus the reliability of findings. In common marmosets (Callithrix jacchus), an appropriate cage size enables a socially harmonious family environment and optimizes reproductive potential. In this study, we investigated the effects of cage size on body weight (BW), behavior, and nursing succession in the common marmoset. Large cages (LCs) with environment enrichment led to an

[Utilizing administrative data to enhance the Health Management Support Program for public assistance recipients aged <40 years: Lessons from Toyonaka City].

Objective The Health Management Support Program for public assistance recipients is now mandatory at welfare offices nationwide and primarily targets recipients aged ≥40 years. However, limited access to data from other health and welfare programs that take priority over public assistance creates structural barriers to evidence-based health support. During development of its 2016 policy to optimize medical assistance, Toyonaka City identified fragmented data and unmet needs among younger recipients. Therefore, health data from other municipal departments were linked to visualize the health sta

Dietary protein enterocolitis.

Dietary protein enterocolitis generally presents in the 1st year of life with diarrhea, emesis, and irritability. When there is a delay in diagnosis, persistent exposure to the offending dietary antigen leads to increasing enteric inflammation manifesting as bloody diarrhea, anemia, dehydration, and failure to sustain normal patterns of weight gain and growth. The extent of enteric inflammation may be limited to mild proctitis, pancolitis, or true enterocolitis with esophagitis, gastritis, enteropathy, and colitis. The offending antigen is usually cow's milk protein or soy protein. A significa

Training health professionals to reduce overreporting of birthing people who use drugs to child welfare.

BACKGROUND: Health care providers are a key source of reports of infants to child welfare related to birthing people's substance use. Many of these reports are overreports, or reports that exceed what is legally mandated, and reflect racial bias. We developed and evaluated a webinar for health professionals to address overreporting related to birthing people's substance use. METHODS: This evaluation study collected data from health professionals registering to participate in a professional education webinar about pregnancy, substance use, and child welfare reporting. It collected baseline dat

Association of WIC Participation and Electronic Benefits Transfer Implementation.

IMPORTANCE: The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is an important source of nutritional support and education for women and children living in poverty; although WIC participation confers clear health benefits, only 50% of eligible women and children currently receive WIC. In 2010, Congress mandated that states transition WIC benefits by 2020 from paper vouchers to electronic benefits transfer (EBT) cards, which are more convenient to use, are potentially less stigmatizing, and may improve WIC participation. OBJECTIVE: To estimate the state-level ass
