The veterinary public health (VPH) program at the Pan American Health Organization (PAHO) began in 1949 when an arrangement with the newly founded World Health Organization made PAHO its Regional Office for the Americas to serve as the specialized health agency both for the Organization of American States and the United Nations. Until the middle of this century, yaws was a major public health problem in the Americas Region of the World Health Organization. All countries located between the tropics of Cancer and Capricorn reported cases of yaws. From 1950 to 1957, major programs for the eradication of yaws were implemented throughout the region, and yaws rapidly ceased to be a threat. As of 1983, sporadic cases continued to occur in limited geographic areas of Colombia, French Guyana, Guyana, and Suriname.

After leaving Chile during the Pinochet era, Dr Morales studied economics, health administration and international health at the University of Montreal. In the region of the Americas, goals for the elimination of endemic measles and rubella/congenital rubella syndrome (CRS) by the year 2000 and 2010, respectively were established. This prompts the authorities in disaster-stricken areas to request external medical teams, and well-intentioned countries and aid organisations dispatch them to offer care for the victims (World Health Organization/Pan American Health Organization (WHO/PAHO) 2004a).
