Public housing agency preferences for the homeless as a policy lever: Examining county-level housing subsidy receipt and maltreatment rates.

This study examines the relationship between county Public Housing Agency (PHA) practices that prioritize families experiencing homelessness and county-level child maltreatment rates. Using data from a survey of PHAs and the National Child Abuse and Neglect Data System (NCANDS) with a sample of 534 counties, we find that policies which give preference to homeless households for housing assistance are associated with reduced victimization and substantiation rates, while policies that reduce barriers to assistance eligibility are associated with reporting rates. Our findings suggest that beyond

Peer mentoring for smoking cessation in public housing: A mixed-methods study.

INTRODUCTION: Tobacco use disproportionately affects low-income African American communities. The recent public housing smoke-free policy has increased the demand for effective smoking cessation services and programs in such settings. METHODS: This mixed-method pilot study explored feasibility and potential impact of a peer-mentoring program for smoking cessation in a public housing unit. The quantitative study used a quasi-experimental design while qualitative data were collected via focus group discussions with peer mentors and participants. Three residents of the public housing complex wer

The impact of failed housing policy on the public behavioral health system.

The author describes the crisis in affordable housing for individuals with serious mental illness who have extremely low incomes and outlines implications for the behavioral health system. Studies have shown that nowhere in the United States can an individual with serious mental illness who is receiving Supplemental Security Income afford housing. This has contributed to compliance issues with the Americans With Disabilities Act. The failure of housing policy to effectively address the needs of individuals with serious mental illness who are in poverty is largely to blame for the most visible

HIV testing practices among women living in public housing in Puerto Rico.

OBJECTIVE: The objective of our study was to examine HIV testing practices among a large sample of women living in public housing in Puerto Rico and the relationships among HIV testing, sociodemographic variables, and HIV-related behaviors. METHODS: A total of 1138 women were surveyed between April and August 2006 using a self-administered survey instrument. RESULTS: Eighty-two percent of the women in the sample group reported a history of HIV testing. Hierarchical logistic regression analyses revealed that those adults who were at least 25 years of age and those who perceived some risk of H

The US Public Health Service House-to-House Canvass Survey of the Morbidity and Mortality of the 1918 Influenza Pandemic.

Between November 20, 1918, and March 12, 1919, the US Public Health Service carried out a vast population-based survey to assess the incidence rate and mortality of the influenza pandemic among 146 203 persons in 18 localities across the United States. The survey attempted to retrospectively assess all self-reported or diagnosed cases of influenza since August 1, 1918. It indicated that the cumulative incidence of symptomatic influenza over 6 months had been 29.4% (range = 15% in Louisville, KY, to 53.3% in San Antonio, TX). The overall case fatality rate (CFR) was 1.70%, and it ranged from 0.

Modernizing Student Housing in Urban Communities: A Social Work and Public Health Perspective.

Safe, accessible, and affordable student housing is vital for student success, influencing academic achievement, mental health, and community stability. Many urban colleges rely on substandard facilities that often fail low-income, first-generation, and minority students. This commentary argues that student housing should function as both a preventive health strategy and a means of promoting social justice. By examining mixed-use redevelopment models at Florida A&M University and Howard University, the paper demonstrates how design and collaboration-including social work advocacy-can create in

Coping with stigma and choosing silence: Discrimination and concealment among public housing residents.

Public housing residents often face discrimination and stigma, yet little is known about how they respond and whether these responses influence their desire to conceal their housing status. This study examines the association between responses to discrimination and concealment behavior, with specific focus on gender and years in residence. Using data from the Seoul Public Rental Housing Panel Survey (SPRHPS), we analyze a sample of 5856 individuals observed from Wave 2 to Wave 4. The key outcome is the self-reported desire to conceal public housing residency. Responses to discrimination are ca

PrEP knowledge and perceptions among women living in North Carolina public housing communities.

Women in low-income communities are disproportionately affected by HIV yet have been largely left out of efforts to raise awareness about pre-exposure prophylaxis (PrEP). To inform future awareness campaigns, we assessed women's current knowledge of and attitudes toward PrEP. We surveyed 184 women living in public housing communities in North Carolina regarding PrEP knowledge, attitudes, and perceived norms, as well as reported HIV-associated factors and perceived HIV acquisition chances. 38 women participated in eight focus group discussions (FGDs) addressing personal and community PrEP perce

The dengue disquisition: A low-cost public housing conundrum in Klang Valley, Malaysia.

Dengue remains the most rapidly advancing vector-borne disease in the world, and while the disease burden is predominantly in low-to-middle-income countries, the association with poverty remains in question. Consequently, a study was undertaken to evaluate the prevalence of anti-dengue antibodies among individuals residing in the People's Housing Program (PPR), a government-sponsored low-cost housing initiative targeting low-income earners. This type of public housing often faces challenges, including substandard housing facilities. Therefore this study took into consideration several social d

Determinants of allergen concentrations in apartments of asthmatic children living in public housing.

There is growing evidence linking poor housing conditions and respiratory diseases, including asthma. The association between housing conditions and asthma in the inner city has been attributed in part to cockroach and mouse infestation and the resulting allergen exposures. Multiple social and behavioral factors can influence environmental exposures and health conditions, necessitating a thorough examination of such factors. As part of the Healthy Public Housing Initiative, we evaluated the association between physical and household characteristics and pest-related allergen levels in three pub

Evaluation of a Housing First programme for people from the public mental health sector with severe and persistent mental illnesses and precarious housing: Housing, health and service use outcomes.

AIMS AND CONTEXT: This paper reports the evaluation of the Doorway program (2015-18) in Melbourne, Australia. Doorway extends the original Housing First (HF) model in providing housing support to people with precarious housing at-risk of homelessness with Serious and Persistent Mental Illnesses (SPMIs) receiving care within Victoria's public mental health system. Doorway participants source and choose properties through the open rental market, and receive rental subsidies, assistance, advocacy and brokerage support through their Housing and Recovery Worker (HRW). The aim of this study is to es

Neighborhood social environments and mental health among youth and adults in public housing.

Neighborhoods influence health in part through social processes. However, little is known about how multiple neighborhood social processes co-occur, or about within (vs. between) neighborhood variation in social processes and health. This study asked how residents of a large public housing development describe their neighborhood and used latent profile analysis to develop profiles of residents according to their social environment perceptions (N = 527, Mage = 44, 15% Asian, 19% Black, 38% Latino, 19% White, 8% other). We included cross-race interactions as an understudied aspect of the social

Stakeholders' longitudinal perspectives on a large public housing redevelopment in Los Angeles, California.

The Homeownership and Opportunity for People Everywhere VI programme (HOPE VI) model created a new approach to redeveloping public housing in the US, paving the way for the Choice Neighborhoods Initiative (CNI). Unlike traditional public housing redevelopment, CNI aims to revitalise entire ecosystems to create sustainable, thriving communities by focusing on housing, people, neighbourhoods and participatory community planning. This study used qualitative methods to explore the longitudinal perspectives of 12 stakeholders involved in a large CNI-funded public housing redevelopment project in Lo

Turning a Blind Eye: Public Support of Emergency Housing Policies for Sex Offenders.

In this study, we examine the influences of citizen decision making in the context of four policy scenarios that would affect the living conditions of sex offenders (SOs) residing at an "emergency shelter" budget motel. We surveyed 773 citizens in an online survey about their support for four policy scenarios that would improve the living conditions of SOs: (a) at no cost to the respondent, (b) in exchange for a US$100 tax increase, and (c) by relocating SOs within the respondent's neighborhood (i.e., "in my backyard"/IMBY scenario). The fourth scenario involved moving nearby SOs into substand

Where Are the Beds? Housing Locations for Transition Age Youth Exiting Public Systems.

Transition age youth (TAY) from the child welfare and juvenile justice systems experience high rates of homelessness, but little is known about the neighborhoods to which they return after they exit these systems. This exploratory study investigates whether housing options are located in areas where TAY exit public systems and if the characteristics of areas surrounding these facilities support their transition to adulthood. Results show that housing is not related to areas where TAY exit public systems. Further, supportive housing and shelter density is related to low-income areas. Implicatio

Health and social predictors of applications to public housing: a population-based analysis.

BACKGROUND: Residents of public housing are often in poor health. However, it is unclear whether poor health precedes residency in public housing. We compared the health of people who applied to public housing to people who did not apply and had similar socioeconomic characteristics. METHODS: Population-based administrative databases from Manitoba, Canada, containing health, housing and income assistance information were used to identify a cohort of individuals who applied to public housing and a matched cohort from the general population. Conditional logistic regression was used to test the

Community health worker-delivered weight management intervention among public housing residents: A feasibility study.

Community health worker-led interventions may be an optimal approach to promote behavior change among populations with low incomes due to the community health workers' unique insights into participants' social and environmental contexts and potential ability to deliver interventions widely. The objective was to determine the feasibility (implementation, acceptability, preliminary efficacy) of a weight management intervention for adults living in public housing developments. In 2016-2018, in Boston Massachusetts, we conducted a 3-month, two-group randomized trial comparing participants who rece
