Coordinating non-established disaster relief groups: a case study of Hurricane Irma in Florida, United States.

This study examines the role of non-established relief groups (NERGs) and their involvement in the response to Hurricane Irma after it struck the state of Florida, United States, in September 2017. Its principal goal is to discover more about the engagement of NERGs in disaster response, as well as their motivations and their coordination with other emergency management agencies. The findings of a review of after-action reports and the outcomes of interviews with NERGs and other established organisations suggest that these groups often work with previously established networks. Many of the eme

A PHS pharmacist team's response to Hurricane Katrina.

PURPOSE: The challenges and victories that a team of Public Health Service (PHS) pharmacists experienced in establishing pharmacy operations at a federal medical station and conducting outreach missions are described. SUMMARY: The Gulf coast of Mississippi and southeast Louisiana were struck on August 29, 2005, by Hurricane Katrina, which caused widespread infrastructure damage, flooding, and loss of life. A team of 70 officers, which included 8 pharmacists, arrived on September 3 and 4 to establish a 480-bed federal medical station in an aircraft hangar at the naval air station (NAS) in Meri

Achieving access to haemophilia care in low-income and lower-middle-income countries: expanded Humanitarian Aid Program of the World Federation of Hemophilia after 5 years.

Highly effective treatment of haemophilia A and B is primarily available to 15% of the world's population, in high-income countries. In low-income countries (LICs) and lower-middle-income countries (LMICs), morbidity and mortality are high because of greatly reduced access to diagnosis, care, and treatment. We report the challenges and impact after the first 5 years (mid-2015-2020) of the expanded World Federation of Hemophilia (WFH) Humanitarian Aid Program (HAP). WFH HAP donated coagulation products were used to treat more than 250 000 acute bleeding episodes, manage approximately 4000 surge

First-year results of an expanded humanitarian aid programme for haemophilia in resource-constrained countries.

INTRODUCTION: The gaps in haemophilia treatment around the world are enormous; approximately 60% of an estimated 475 000 individuals are not identified. Of the 187 000 diagnosed, 30% (57 000) access clotting factor replacement therapy. Since 1996, humanitarian aid distributed by the World Federation of Hemophilia (WFH) has played a minor, yet vital role providing life-saving clotting factor to countries in emergency situations. Donated amounts have been small and sporadic, often salvaging short-dated products, providing little opportunity to leverage donations with governments. In 2015, a pros

Sexual Violence Against Children in Humanitarian Settings.

This article examines the severe and escalating crisis of sexual violence against children in humanitarian settings. It details the specific risks in conflicts and disasters, where weakened protection systems and impunity create environments for rampant abuse. The analysis covers key frameworks, manifestations like rape and sexual slavery, and alarming data trends from the United Nations reports showing a 50% increase in verified cases since 2020. It underscores the critical need for coordinated, trauma-informed interventions between gender-based violence and child protection sectors and highl

Conflict and COVID-19 in Yemen: beyond the humanitarian crisis.

BACKGROUND: Yemen has been left in shambles and almost destroyed by its devastating civil war, and is now having to deal with the spread of coronavirus. The Yemeni people have been are left to fend for themselves and faced many problems such as hunger, the ongoing war, infections, diseases and lack of equipment even before the COVID-19 pandemic. All together it is a humanitarian crisis. Only around 50% of the hospitals and healthcare facilities are in full working condition, and even those that are functioning are operating at nowhere near full potential. Tsunami disaster victim identification in Sri Lanka: legal aspects.

Natural hazards amounting to disasters have almost become an endemic phenomenon during past decades throughout the globe, particularly affecting less resourced countries. The capabilities of the affected nations are stretched to the maximum in most of the disasters, thereby exposing deficiencies at various levels of the disaster mitigation mechanisms. A key factor identified through the human experience of all previous disaster scenarios is the requisite of effective and integrated local, national and regional disaster management mechanisms. The national and regional legal framework in this co

Disaster, appropriation, and displacement in the Indian Sundarbans.

How do we understand a disaster? How do we interpret the aftermath of a disaster, anyway? This article draws on my ethnographic fieldwork to understand what constitutes a disaster and how preexisting social conditions shaped events in the wake of Cyclone Aila in South Asia in May 2009. The people who received relief following this disaster engaged in discrimination, something that has become palpable through the frame of disaster. At the same instant, multiple forms of power at different levels materialised; aware of the dynamics of the crisis, actors have strategically used the disaster to st

The humanitarian border as a violence-producing environment: revisiting aid and anti-migration protests on Lesvos, Greece.

Violent clashes erupted on the Greek island of Lesvos in early 2020, during which aid groups, volunteers, and activists were threatened and attacked. Aid actors and media sources attributed these events to far-right, nationalist, and xenophobic mobilisation; however, this risks ignoring more structural factors and local perspectives on asylum policies and practices. This paper suggests that a more critical approach is necessary to understand why people mobilised against aid on Lesvos, and it explores how this antagonism can be seen as intrinsic to the 'humanitarian border' as it materialised o

Evaluating humanitarian aid and development sector resilience: Finding solutions to complex problems.

Resilience allows organisations to withstand complex threats through the process of resisting risks through control measures, making incremental adjustments when faced with a threat, or undergoing transformative change when a crisis requires major adjustments to structures and practices. The humanitarian aid and development community is unique in that its very nature draws it to danger, while other sectors avoid or withdraw from environments that present elevated human-made threats and natural hazards. The sector faces increasing safety and security challenges, commonly within fragile states o

Disaster management and government intervention in PNG: the case of Lae.

This paper describes government intervention in two flood disasters in Lae before and after the establishment of the Papua New Guinea disaster management body. It first describes the objectives behind the establishment of this, and second, it examines the organisational response to the 1983 and 1992 disasters in Lae. Disaster response in terms of relief operations is generally prompt and spontaneous but can at best be described as haphazard, unsystematic and often uncoordinated. Both national and provincial disaster committees are, in many aspects, ill equipped in terms of capabilities, skills

Public discourse narratives: from 'Secret Aid Worker' discontent to shifting power in humanitarian systems.

Public discourse is rich in meaning, reflecting consensus, dissent, and change. Yet, very little public discourse on the humanitarian sector has been authored by aid workers themselves. We conducted a thematic analysis of the 'Secret Aid Worker' (SAW) series, published in The Guardian newspaper between 2015 and 2018, the only corpus of data on humanitarian life experiences publicly accessible through mainstream media. Our research questions were twofold: how did authors frame their work and appraise humanitarian structures?; and how did they reflect and amplify humanitarian issues of the time?

Strengthening Diabetes Care in Humanitarian Crises in Low- and Middle-income Settings.

Amid the growing global diabetes epidemic, the scale of forced displacement resulting from armed conflict and humanitarian crises is at record-high levels. More than 80% of the displaced population lives in lower- and middle-income countries, which also host 81% of the global population living with diabetes. Most crises are protracted, often lasting decades, and humanitarian aid organizations are providing long-term primary care to both the local and displaced populations. Humanitarian crises are extremely varied in nature and occur in contexts that are diverse and dynamic. The scope of provid
