Beyond Counting Deaths: Why India must Strengthen Civil Registration and Vital Statistics Systems for Equitable Health Governance.

Accurate death registration is one of the most fundamental components of an effective public health system. Mortality data provide critical insights into disease patterns, demographic transitions, healthcare needs, and social inequalities. In India, the civil registration and vital statistics (CRVS) system and the sample registration system (SRS) collectively serve as the primary sources of mortality information. However, despite decades of efforts to improve registration completeness, substantial disparities continue to exist across states and union territories. Analysis of National Family He

Characteristics and experiences of people who use drugs with involuntary civil commitment (Section 35) histories in Massachusetts: 2017 to 2022.

Massachusetts law permits involuntary civil commitment (ICC) of people who use drugs (PWUD) into drug treatment. We sought to characterize experiences of PWUD with and without ICC histories by exploring the associations of one or more ICC experiences by sociodemographics, substance use, and subsequent health outcomes. We analyzed survey data of 714 PWUD, collected from multiple mixed-methods rapid assessments conducted between 2017 and 2022, with further examination of the 209 (29.3 %) participants who reported experiencing ICC and have since returned to use. We computed univariate and bivaria

India's death toll in 2021 during the COVID-19 pandemic: insights from delayed official civil registration data.

India released its 2021 official death registration data in May 2025, showing a dramatic undercount of reported COVID-19 mortality in 2021 - a year that included the lethal second wave from the Delta variant in April to June 2021. The civil registration system (CRS) documented 10.2 million deaths in 2021 - a 26% increase from 2020 - compared to only 335 004 reported COVID-19 deaths. We calculated excess deaths as the difference between observed deaths and expected deaths had pre-pandemic mortality trends continued. Our analysis reveals India experienced approximately 2.4 million excess deaths

Restricted patients in New Zealand: A failed social experiment with a hybrid form of civil/forensic compulsory mental health treatment.

INTRODUCTION: In 1992, New Zealand's mental health legislation created the distinct concept of a 'restricted patient' - effectively creating a pathway into forensic patient status, but via the civil committal process, without the patient passing through the criminal justice system en route. This regime was aimed at civilly committed patients who present "special difficulties" because of the danger they pose to others. It remains in force but has attracted little scrutiny. OBJECTIVE: This paper traverses the background to restricted patient status, and the legal regime, before describing and a

Characterizing durations of heroin abstinence in the California Civil Addict Program: results from a 33-year observational cohort study.

In accordance with the chronic disease model of opioid dependence, cessation is often observed as a longitudinal process rather than a discrete endpoint. We aimed to characterize and identify predictors of periods of heroin abstinence in the natural history of recovery from opioid dependence. Data were collected on participants from California who were enrolled in the Civil Addict Program from 1962 onward by use of a natural history interview. Multivariate regression using proportional hazards frailty models was applied to identify independent predictors and correlates of repeated abstinence e

Democracy, gender equality, advanced civil rights, economic welfare, and equitable distribution of wealth are related to the success of tobacco control.

INTRODUCTION: It is well known that there are many social and economic factors influencing tobacco use. There are very few studies addressing these aspects of the issue. Nevertheless, smoking is closely related to social, economic, cultural, and political factors. This study aims to present the aspects of the MPOWER application that should be expanded in order to achieve a more effective tobacco control policy. METHODS: Thirty-one countries were included in this secondary data analysis. The smoking prevalence of the countries in 2020 and the changes in smoking prevalence between 2010 and 2020

"It's about creating a sense of we": exploring the role of civil society in intercultural communication during COVID-19 in Stockholm, Sweden.

INTRODUCTION: Civil society organisations (CSOs) can play an important role in crisis management and facilitate effective communication and crisis response. To improve capacity for intercultural health communication in future health crises, it is crucial to learn from CSOs' experiences during the COVID-19 (SARS-CoV-2) pandemic and from their cooperation with healthcare systems. This study aims to gain insights into CSOs' experiences of intercultural health communication during the pandemic in two disadvantaged areas in Stockholm, Sweden. We also wanted to explore healthcare staff's experiences

Improvements in Blood Pressure Control and the Hypertension Care Continuum Over 2 Years in Urban Haiti Amidst Civil Unrest.

Hypertension (HTN) is the leading cause of death worldwide, yet only 8% of individuals have controlled blood pressure (BP) in low- and middle-income countries, with particular challenges in humanitarian crisis settings including Haiti. The Haiti Cardiovascular Disease Cohort, an observational population-based cohort in Port-au-Prince, offers a unique opportunity to evaluate the HTN Care Continuum in a setting of extreme poverty and civil unrest. From 2019 to 2021, 3005 adults were enrolled, with BP measured every 6 months and free clinical care provided. HTN was defined as SBP ≥ 140, DBP ≥ 90,

Civil Monetary Penalties from Violations of the Emergency Medical Treatment and Labor Act for Patients Arriving or Leaving with Law Enforcement.

INTRODUCTION: The Emergency Medical Treatment and Labor Act (EMTALA), a federal law enacted in 1986, is intended to prevent inadequate, delayed, or denied treatment of emergency medical or emergency psychiatric conditions by Medicare-participating hospitals when individuals present to dedicated emergency departments (EDs). EMTALA requires all patients seeking evaluation for an emergency medical condition (EMC) at a dedicated ED to have an appropriate medical screening exam (MSE), stabilization of identified EMCs, and an appropriate transfer if specialized services are needed for stabilization.

Bridging the vitamin A and deworming coverage gap among underserved populations in India through government and civil society organization partnerships.

BACKGROUND: Vitamin A deficiency (VAD) is a major public health problem in India, where approximately 62% of children under five have low retinol levels (< 70 µmol/L). This study aims to (1) evaluate vitamin A supplementation (VAS) and deworming (VAS + D) coverage in Nagaland state through government and civil society organization (CSO) partnerships, (2) examine socio-demographic barriers and facilitators to VAS + D coverage, (3) examine associations between socio-demographic characteristics and source of VAS coverage (i.e., government vs. CSOs), and (4) estimate the impact of VAS on health ou

Recognition of Antibiotic Resistance in Spontaneous Bacterial Peritonitis Caused by Escherichia coli in Liver Cirrhotic Patients in Civil Hospital Karachi.

Introduction Spontaneous bacterial peritonitis (SBP) is the most common life-threatening infection in patients with ascites due to liver cirrhosis. The infection is most commonly caused by the bacterium Escherichia coli, commonly referred to as E. coli. Over the past few years, the incidence of antimicrobial resistance against E. coli has risen drastically, leading to increased morbidity and mortality. Methods This cross-sectional study was conducted to determine the pattern of resistance using variations of antibiotics against E. coli, to prevent its empirical usage and initiate an appropriat

Psychiatric care at a national mental institution during the Spanish Civil War (1936-39): Santa Isabel de Leganés.

The scanty research available regarding the health of the mentally ill during the Spanish Civil War is largely due to the loss of most documents, and to the difficulty in accessing the existing archives for decades. Up to the present time, historiography has described overcrowded facilities for the mentally disturbed and the fact that old buildings such as convents and spas were turned into establishments for treating patients with mental problems during the Civil War. However, research reviewing the institutional life and conditions of psychiatric patients during this war is still rather scar

Coordination and relationships between organisations during the civil-military international response against Ebola in Sierra Leone: an observational discussion.

The Ebola virus disease (EVD) crisis in West Africa began in March 2014. At the beginning of the outbreak, no one could have predicted just how far-reaching its effects would be. The EVD epidemic proved to be a unique and unusual humanitarian and public health crisis. It caused worldwide fear that impeded the rapid response required to contain it early. The situation in Sierra Leone (SL) forced the formation of a unique series of civil-military interagency relationships to be formed in order to halt the epidemic. Civil-military cooperation in humanitarian situations is not unique to this crisi
