Does state eviction protection policy buffer the effect of housing instability on foster care entry? Evidence from IPV-exposed families.

BACKGROUND: Children exposed to intimate partner violence (IPV) face an elevated risk of foster care placement, yet the structural conditions shaping this pathway remain insufficiently understood. OBJECTIVE: This study examines whether caregiver housing instability increases the likelihood of foster care entry among IPV-exposed children and whether state-level eviction protection policies in the United States moderate this association. PARTICIPANTS AND SETTING: The sample comprised 53,159 children with documented IPV exposure across 17 jurisdictions, drawn from linked administrative data fro

Differential Risks: How Disability Shapes Risk in the Transition to Adulthood for Youth who Age Out of Foster Care.

OBJECTIVE: This study examines how disability is associated with risk during the transition to adulthood for youth who age out of foster care and considers how experiences in the child welfare system contribute to these associations. BACKGROUND: The transition to adulthood is important for later socioeconomic standing, health, and wellbeing. Youth who age out of foster care with disabilities may require a high level of support during this transition yet may lack support. METHOD: This study employs linear probability models to estimate the association between disability and incarceration, hom

The course of inattention and hyperactivity/impulsivity symptoms after foster placement.

BACKGROUND: It is largely unknown whether symptoms of inattention and hyperactivity/impulsivity of foster children decline over time after placement and what the role of the quality and stability of the foster placement is on the course of attention-deficit hyperactivity disorder (ADHD) symptom trajectories. Longitudinal studies of normative trajectories of symptom types in nonreferred children may assist in appropriately diagnosing ADHD and designing the clinical treatment for foster children. OBJECTIVE: We described average level and slope of inattention and hyperactivity/impulsivity sympto

Caregivers on point: a randomized treatment-control prevention trial for foster and kinship caregivers to reduce behavior challenges among children in foster care.

BACKGROUND: Children in foster care who are newly placed with licensed or kinship caregivers are often vulnerable to increased behavior problems associated with trauma and social disruptions. When those issues are not addressed, children are susceptible to placement disruptions that exacerbate behavior problems. Few preventive interventions are available for foster and kinship caregivers, and none are designed to be delivered at the time of a child's placement into the home. This study aims to examine the impact of the Chicago Parent Program adapted and customized for foster and kinship caregi

Inhibited attachment behaviour and disinhibited social engagement behaviour as relevant concepts in referred home reared children.

BACKGROUND: Disorders of attachment and social engagement have mainly been studied in children, reared in institutions and foster care. There are few studies amongst home reared children living with biological parents. The aim of this study was to test the clinical significance of inhibited attachment behaviour and disinhibited social engagement behaviour in young home reared children, referred for treatment of emotional and behavioural problems, compared with young children in treatment foster care. METHODS: The Disturbances of Attachment Interview, Maltreatment Classification System, the Ch

'Now we are on the same page' - experiences of foster parents and social workers participating in Trauma-Informed Care (TIC) training.

BACKGROUND: Achieving safe and stable placements is a key mission for the foster care system. Foster parents and social workers are part of a caregiving network with responsibility for the child and their wellbeing. Emotionally dysregulated children's behaviors may pose a challenge to the caregiving system. Trauma-informed care (TIC) interventions aim at enhancing caregivers' understanding of such behaviors and underlying emotions. OBJECTIVE: The present study explored the experiences of foster parents and social workers who attended TIC training together, with a special focus on their collab

Impact of Medicaid expansion and methadone coverage as a medication for opioid use disorder on foster care entries during the opioid crisis.

Between 2012 and 2018, incidents of opioid-involved injuries surged and the number of children in foster care due to parental drug use disorder increased. Treatments for opioid use disorder (OUD) might prevent or reduce the amount of time that children spend in the child welfare system. Using administrative data, we examined the impact of Medicaid expansion and state support for methadone as a medication for opioid use disorder (MOUD) on first-time foster care placements. Results show that first-time foster care entries due to parental drug use disorder experienced a reduction of 28 per 100,00

Predictors of running away from family foster care.

Running away is a frequent but little studied phenomenon among adolescents in foster care. Repeated running from care often leads to premature discharge and homelessness for youth. This article uses cumulative risk theory in the context of normative adolescent development to investigate predicators of running away from foster care. Results indicate risks stemming from individual, foster home, and child welfare system sources, which offer some insight for prevention and intervention.

Sexual Risk-Taking Among Recently Emancipated Female Foster Youth: Sexual Trauma and Failed Family Reunification Experiences.

Foster youth evidence shows elevated rates of risk behaviors, including sexual risk-taking (e.g., unprotected sex). Some studies have identified child maltreatment, particularly sexual abuse, as a risk for later sexual risk-taking, but none have examined how child welfare placement experiences relate to youth's sexual risk-taking. This study investigated relations among child maltreatment, child welfare placements, and sexual risk-taking among 114 recently emancipated female foster youth. Sexual abuse and failed reunifications with parents were associated with greater sexual risk-taking. Moreo

Reunification in foster care: Influences on decision-making.

An important goal of out of home care is to prepare the family and child for reunification. Practitioners are often required to make the decision whether to reunify a foster child with their biological family. This study examines this complex reunification decision in Portugal. Using the Judgments and Decisions Processes in Context model, the authors presented to Portuguese child protection workers and higher education students (n = 400) a case vignette of a child in foster care in which reunification is considered. The vignette consider two scenarios related to the child's wish to go back or

Foster care policy and homelessness among youth transitioning to adulthood from foster care.

BACKGROUND: Youth aging out of foster care experience troubling rates of homelessness. OBJECTIVE: This study examines whether policies directed towards youth transitioning to adulthood from foster care, Extended Foster Care (EFC) and Supervised Independent Living Placements (SILPs), reduce the risk of homelessness. PARTICIPANTS AND SETTING: Participants were 595 youths aging out of foster care in California. METHODS: Data from interviews conducted with the youths, and state child welfare administrative data on their involvement with the child welfare system, were used to examine predictors

Prior Trauma Exposure for Youth in Treatment Foster Care.

Very little research has focused on rates of trauma exposure for youth in treatment foster care (TFC). Available research has utilized record review for assessing exposure, which presents limitations for the range of trauma types examined, as records are predominantly focused on abuse and neglect. The current study examines exposure rates and association with emotional and behavioral outcomes for 229 youth in 46 TFC agencies. The youth in this study had exceptionally high rates of trauma exposure by foster parent report, similar to youth in traditional foster care, with nearly half of the samp

Connecticut's Novel Prenatal Substance Exposure Policy Is Associated With Declining CPS Reports And Foster Placements.

In 2019, Connecticut became the first state to implement a deidentified notification policy for infants with prenatal substance exposure in response to updated provisions contained in the federal Child Abuse Prevention and Treatment Act (CAPTA) of 1974. Our study aimed to test whether Connecticut's notification policy was associated with an increase in Child Protective Services (CPS) interactions for this population. We analyzed child welfare and vital records over the course of a sixty-six-month time frame starting two years before the policy took effect. We used interrupted time series model

Abuse of children in foster and residential care.

OBJECTIVE: There have recently been many debates in the UK about how to provide good care for children placed away from home. Professionals have realized that the level of child abuse in foster care and children's homes is high. This research examines the characteristics of physical and sexual abuse of children in foster and residential care in a city in England. The number of cases of abuse reported by pediatricians in this group was compared to the number reported by the same pediatricians for the population of Leeds as a whole. METHOD: This is a retrospective study of 158 children, fostere

Trauma exposure and traumatic stress in foster carers: a scoping review.

Background: Foster carers provide care for children who have been removed from their primary caregivers due to serious adverse experiences. While considerable research focuses on trauma among foster children, little is known about the traumatic experiences and resulting (secondary) traumatic stress in foster carers themselves. Objective: To review existing literature on traumatic experiences and traumatic stress among foster carers. Methods: We conducted a scoping review following the methodological framework developed by the Joanna Briggs Institute [Peters, M. D. J., Marnie, C., Tricco, A. C.,

The Reflective Fostering Programme-improving the wellbeing of children in care through a group intervention for foster carers: a randomised controlled trial.

BACKGROUND: The needs of children in care are a government priority, yet the evidence base for effective interventions to support the emotional wellbeing of children in care is lacking. Research suggests that supporting the carer-child relationship, by promoting the carer's reflective parenting, may be an effective approach to improving the wellbeing of these children. METHODS: The study comprises a definitive, superiority, two-armed, parallel, pragmatic, randomised controlled trial, with embedded process evaluation and economic evaluation, and an internal pilot, to evaluate the effectiveness

Interventions and programs that support the health and development of infants with prenatal substance exposure in foster care: a scoping review.

OBJECTIVE: The objective of this scoping review was to describe the characteristics of interventions and programs that support the health and development of infants in foster care who have prenatal substance exposure, their foster care providers, and birth families. INTRODUCTION: Infants in foster care may have experienced prenatal substance exposure, neglect, and maltreatment, as well as disruptions in their relationships with primary caregivers. Despite multiple vulnerabilities, they also have great capacity for overcoming early adversities. Enhanced foster care has been identified as a key

The crucial role of the micro caregiving environment: Factors associated with attachment styles in alternative care in Chile.

The distribution of attachment styles has been shown to differ between groups of children living with their parents and children placed in alternative care (AC), defined as residential or foster. However, this is the first study in Latin America to explore possible factors affecting the quality of attachment in children living in both residential and foster care. Two groups of children (N=57) were compared: one group living in Residential Homes (RC) and the other in Foster Care (FC) in Chile. Children's, caregivers' and structural factors (e.g., child: caregiver ratios) and their links with at

Improving outcomes for babies and toddlers in child welfare: A model for infant mental health intervention and collaboration.

Children under three comprise a sizable and growing proportion of foster care placements. Very young children who enter the child welfare system experience disruptions of critical attachments that are essential to this formative stage of brain development, as well as other traumatic events, leaving them at great risk for lifelong impairments. To reverse these concerning outcomes, babies who have been removed from their homes require intensive, relationship-based interventions that promote secure attachment to a primary caregiver and holistic attention the child's developmental needs.
