How should recovery be understood in the aftermath of a major incident? Bringing together the appropriate resources can be a challenge in its own right. How should one understand the complex needs of the affected community? What do those working in recovery need to implement to ensure a fully integrated recovery operation? When trying to formulate a recovery plan, what lessons have been learned from previous incidents? This paper suggests some points for consideration and implementation.

A scoping review was conducted to describe the history of the National Disaster Medical System (NDMS) in the context of US military medical preparedness for a large-scale overseas military conflict. National Disaster Medical System civilian hospitals would serve as backups to military treatment facilities if both US Department of Defense and US Department of Veterans Affairs hospitals reached capacity during such a conflict. Systematic searches were used to identify published works discussing the NDMS in the scientific and gray literature. Results were limited to publicly available unclassifie

This paper serves as a guide to how disaster recovery costs after a loss can potentially be reimbursed through the insurance claim process, and highlights how disaster preparation and response are viewed through the lens of risk management and insurance claims recovery. Many organisations have both business continuity and risk management departments that, by and large, work independently. Following a significant business loss, however, such a siloed approach can leave many uncovered costs miscategorised as recoverable or, worse, completely miss an opportunity to recover claimable costs through

This paper addresses the phenomenon of convergence as it applies to disaster management and helps to explain why non-affiliated volunteers respond to disasters. The paper will illustrate how 'convergent' volunteers can present ethical conflicts and management concerns to emergency managers during a critical incident and how convergent volunteers can be managed through the development of a comprehensive volunteer management plan.

Dialysis-dependent patients, especially those on peritoneal dialysis and home hemodialysis, rely heavily on uninterrupted access to electricity, clean water, and supply chains. Disasters, both natural and man-made, disrupt these critical systems, placing patients at significant risk of treatment interruptions, hospitalization, and mortality. Preparing for these challenges is vital to ensure continuity of life-saving care during crises. This review aims to examine the unique challenges faced by dialysis patients during disasters, including logistical barriers, workforce shortages, and infrastru

Natural disasters have been occurring more frequently and with greater potency, creating a real and heightened financial and operational risk to businesses around the globe. This paper aims to enhance traditional business continuity techniques and strategies by discussing how risk management, insurance and claims knowledge can form a robust platform from which to minimise the impacts of natural disasters on business. To this end, the paper combines professional knowledge from the fields of risk management, disaster response and insurance claims recovery to offer best practices in the key phase

OBJECTIVES: When a soccer stadium stampede occurred in Zimbabwe on 9 July 2000, the hospital disaster (medical emergency) plan failed. This report describes the use of the audit technique to change the hospital's disaster preparedness.
METHOD: A literature review was done to establish international standards of best practice in major medical incident response. The hospital disaster plan (major medical incident plan) was reviewed and used as local standard. Written submissions and unstructured interviews technique were used to collect information from staff present on the day and involved in t

Infrasonic signals measured before an earthquake carry information about the size and development speed of the source fracture, the stress at the fracture site and the elastic properties of the geologic medium. The infrasonic signal has a stable time scale, and compared with other precursors, infrasound has a unique sensitivity to earthquake disasters. However, to date, there has been no relevant theoretical research on the mechanism of infrasonic anomalies, and information on the development of fracture sources cannot be obtained from these characteristics, which makes the application of this

Responding to a major disaster requires coordination and communication across all critical infrastructure sectors, including emergency management and drinking water and wastewater. This paper describes how in planning for an earthquake in the Cascadia Subduction Zone, the various bureaus in the City of Portland developed robust relationships by participating in joint exercises and events, coordinating on damage assessments and collaborating on planning efforts. The paper also describes the various tools and resources provided by the US Environmental Protection Agency to help water utilities an

The hype surrounding cloud-based disaster recovery (DR) continues to gain steam - and with good reason. That said, due to cost, compatibility and/or organisational restrictions, cloud-based DR is not necessarily the best fit for all systems. This paper presents case studies and a structured approach to evaluate the various options, including public/private cloud DR, DR as a service (DRaaS) and hybrid solutions. For example, the pay-per-use model for cloud DR saves money while the cloud environment is dormant, but results in higher run-time costs than co-location or on-premises solutions when D

Hazardous Materials Incidents (HMIs) have attracted a growing public concern worldwide. The health risks and environmental implications associated with HMIs are almost invariably severe, and underscore the urgency for sound management. Hazardous Materials Explosion incidents (HMEIs) belong to a category of extremely serious HMIs. Existing studies placed focuses predominately on the promptness and efficiency of emergency responses to HMIs and HMEIs. By contrast, post-disaster environmental management has been largely overlooked. Very few studies attempted to examine the post-disaster environmen

On March 11, 2011 at 14:46 (Friday), a massive magnitude-9.0 earthquake attacked large areas of northeastern Japan, including Sendai City. The huge earthquake generated catastrophic tsunamis, leading to unprecedented disasters in the seacoast areas of the Tohoku region (about 20,000 dead and missing persons). Upon this earthquake, in Tohoku University Medical Library, a 3-storey earthquake-resistant building, most of books fell down from bookshelves on the second and third floors, but the bookshelves remained steady because of the effective fixation. Many piles of fallen books blocked up the w

Global Disaster Alert and Coordination System (GDACS) alerts are widely used after earthquakes, yet their clinical relevance is uncertain. We performed a retrospective, global, event-level study spanning 2020-2024. To avoid double counting, alerts were clustered into country-bounded representatives using a 48-hour gap, retaining the alert with the highest GDACS score (n = 85; Red = 17, Orange = 68). Primary outcomes were reported deaths and field-hospital deployment. Associations used Spearman correlation; deployment was modeled with Firth logistic regression. Sensitivity analyses used alterna

Climate disasters are increasingly understood not as natural phenomena alone but as outcomes shaped by governance systems and institutional capacities. While existing scholarship has documented flood impacts and theorized governance deficits, few studies have traced the precise causal pathways through which institutional pathologies-fragmentation, spatial mismatch, and perverse incentives-produce recurrent disaster outcomes. This study addresses this gap by diagnosing the systemic governance failures that amplified the 2025 floods. Employing a Diagnostic Policy Analysis Framework for Recurrent

The workforce rallying point model is intended to activate within the first 24 hours after a catastrophic earthquake. Its purpose is to provide employees with access to critical information and early response assignments following a Cascadia subduction zone-type event. The consequences from a catastrophic event could include loss of communication with departmental leadership, as well as loss of safe worksite facilities. A systems failure of this magnitude requires rethinking traditional centralised disaster response models. Building from lessons learned in past catastrophes, the City of Seattl

Among the most vulnerable facilities to tsunami impacts are ports, harbours and marinas. The ability of maritime infrastructure to withstand a disaster and resume operations quickly plays a major factor in the recovery of the local community and economy in the short and long term. Despite this, little established guidance exists to assist the maritime community with addressing their tsunami risk in an actionable, site-specific manner. To close this gap and improve the resilience of its maritime community, Washington State has begun developing tsunami maritime response and mitigation strategies

Factors driving community recovery trajectories after disaster are not well understood. We assess why some communities show stronger recoveries from disaster than others, examining the role of four policy toolkits that U.S. county governments frequently adopt to recover from disaster. Using mixed methods, we examine the cases of Hurricanes Katrina and Rita with a novel dataset of recovery policies adopted within each Louisiana parish following the disasters. We typologize recovery strategies and analyze policy adoption patterns after crises. To compare which policy toolkit leads to the best re
