Better cigarette tax policies and higher tobacco excise tax revenues.

BACKGROUND: In November 2021, the Tobacconomics team published the second edition of the Cigarette Tax Scorecard which evaluates cigarette taxation in each country based on four components-cigarette price, affordability change, tax share and tax structure. This study examines the relationship between the overall cigarette tax score and tobacco excise tax revenue between 2014 and 2018. METHODS: Using cigarette tax scores from the Tobacconomics Cigarette Tax Scorecard and tobacco excise tax revenue information from WHO, this analysis is based on ordinary least squares estimations to assess the

Cost-Effectiveness of a National Sugar-Sweetened Beverage Tax to Reduce Cancer Burdens and Disparities in the United States.

BackgroundSugar-sweetened beverage (SSB) consumption contributes to obesity, a risk factor for 13 cancers. Although SSB taxes can reduce intake, the health and economic impact on reducing cancer burdens in the United States are unknown, especially among low-income Americans with higher SSB intake and obesity-related cancer burdens.MethodsWe used the Diet and Cancer Outcome Model, a probabilistic cohort state-transition model, to project health gains and economic benefits of a penny-per-ounce national SSB tax on reducing obesity-associated cancers among US adults aged 20 years and older by inco

Price Elasticity of Demand for Alcoholic Beverages in India: Analysis Based on the NSSO's Household Consumption Expenditure Survey 2022-2023 and 2023-2024.

INTRODUCTION: Taxation of alcohol is an important policy instrument to combat the ill-effects of excessive alcohol consumption and raise revenues for governments. However, there is a need for studies exploring the demand price elasticity of different alcohols in Indian contexts amid changes in consumption habits, taxes and structure of the alcohol market. This paper examines the price and cross-price elasticity of demand for beer and foreign liquor in India using the latest surveys. METHODS: Household Consumption Expenditure Surveys of 2022-2023 to 2023-2024 is used to estimate the elasticity

The Impact of the 2021 Child Tax Credit on Perinatal Health: Evidence From the Expansion and Postexpiration Periods.

INTRODUCTION: The perinatal period is a pivotal life stage that profoundly influences lifelong health and well-being. In 2021, the U.S. temporarily expanded the Child Tax Credit, providing monthly payments during July-December 2021 and the remaining lump-sum payment during the 2022 tax season. This study examines the impact of the 2021 expansion on perinatal health among low-income families. METHODS: Data were drawn from national birth certificate data (January 2021-December 2022) and were restricted to women covered by Medicaid, who are likely to be low income. A quasi-experimental event-stu

Relative affordability of heated tobacco products and cigarettes: a cross-country comparative analysis of 55 countries.

BACKGROUND: Since their introduction in 2014, heated tobacco products (HTPs) have entered a growing number of countries. However, few studies have systematically compared their affordability with that of cigarettes or examined differences in access across income groups. This study assessed the affordability of HTPs relative to combustible cigarettes with a focus on socioeconomic disparities. METHODS: Using publicly available data from the World Health Organization, World Bank, and industry sources, we compared retail prices, affordability, and tax shares across 55 countries with complete anal

Use of pharmacy data to evaluate smoking regulations' impact on sales of nicotine replacement therapies in New York City.

OBJECTIVES: Recently, New York City and New York State increased cigarette excise taxes and New York City implemented a smoke-free workplace law. To assess the impact of these policies on smoking cessation in New York City, we examined over-the-counter sales of nicotine replacement therapy (NRT) products. METHODS: Pharmacy sales data were collected in real time as part of nontraditional surveillance activities. We used Poisson generalized estimating equations to analyze the effect of smoking-related policies on pharmacy-specific weekly sales of nicotine patches and gum. We assessed effect mod

Estimating price and expenditure elasticities of demand for cigarettes, beer and soda in Uganda: evidence from eight waves of the Uganda National Panel Survey using the Deaton approach.

OBJECTIVE: To estimate the most up-to-date price and expenditure elasticities of demand for cigarettes, beer and soda in Uganda to inform the optimal design of health taxes and contribute to reducing the burden of non-communicable diseases while increasing government tax revenue. METHODS: We used eight waves of the nationally representative Uganda National Panel Survey (2005/2006–2019/2020) and applied the Deaton demand framework, which exploited spatial price variation while correcting for quality substitution and measurement error in unit values. We adjusted the basic model for possible bia

Food budget ratio as an equitable metric for food affordability and insecurity: a population-based cohort study of 121 remote Indigenous communities in Canada.

BACKGROUND: Food insecurity is a public health issue for many regions globally, and especially Indigenous communities. We propose food budget ratio (FBR)-the ratio of food spending to after-tax income-as an affordability metric that better aligns with health equity over traditional price-focused metrics. Existing census and inflation monitoring programs render FBR an accessible tool for future affordability research. METHODS: Public census and food pricing datasets from 2011 to 2021 were analyzed to evaluate food affordability for a cohort of 121 remote Indigenous communities in Canada (n = 8

Factors Influencing Water and Sweet Beverage Purchasing Decisions and Behaviours Among Low-Income Households in Four Peri-Urban Communities in Accra: An Exploratory Study.

BACKGROUND: In May 2023, Ghana implemented a 20% ad valorem tax on bottled water and sweet beverages (SBs), replacing a 17.5% tax; sachet water remained untaxed. The effect on low-income consumers' purchasing decisions and consumption patterns remains poorly understood. OBJECTIVE: We aimed to explore factors influencing water and SB purchasing behaviours among low-income households in four peri-urban Accra communities. METHODS: This study employed a convergent parallel mixed-methods design. Four focus group discussions (n = 36) and a cross-sectional survey (n = 43) were conducted among purpo

Estimated reduction in obesity prevalence and costs of a 20% and 30% ad valorem excise tax to sugar-sweetened beverages in Brazil: A modeling study.

BACKGROUND: The consumption of sugar-sweetened beverages (SSBs) is associated with obesity, metabolic diseases, and incremental healthcare costs. Given their health consequences, the World Health Organization (WHO) recommended that countries implement taxes on SSB. Over the last 10 years, obesity prevalence has almost doubled in Brazil, yet, in 2016, the Brazilian government cut the existing federal SSB taxes to their current 4%. Since 2022, a bill to impose a 20% tax on SSB has been under discussion in the Brazilian Senate. To simulate the potential impact of increasing taxes on SSB in Brazil

Soda taxes, soft drink consumption, and children's body mass index.

Taxes on sugar-sweetened beverages have been proposed to combat obesity. Using data on state sales taxes for soda and individual-level data on children, we examine whether small taxes are likely to change consumption and weight gain or whether larger tax increases would be needed. We find that existing taxes on soda, which are typically not much higher than 4 percent in grocery stores, do not substantially affect overall levels of soda consumption or obesity rates. We do find, however, that subgroups of at-risk children--children who are already overweight, come from low-income families, or ar

Gambling with stimulus payments: feeding gaming machines with federal dollars.

In late 2008 and early 2009 the Australian Federal Government introduced a series of economic stimulus packages designed to maintain consumer spending in the early days of the Great Recession. When these packages were initiated the media suggested that the wide-spread availability of electronic gaming machines (EGMs, e.g. slot machines, poker machines, video lottery terminals) in Australia would result in stimulating the EGMs. Using state level monthly data we estimate that the stimulus packages led to an increase of 26 % in EGM revenues. This also resulted in over $60 million in additional ta

Facilitators and barriers of implementing sin-tax policies: a scoping review.

Sin taxes, or public health taxes, are excise taxes levied on goods that can harm health. These taxes aim to influence consumer behavior, enhance health outcomes, and generate revenue for health systems. While the effectiveness of sin taxes in influencing consumer behavior has been widely studied, there is limited synthesis of the barriers and facilitators to their implementation. This study specifically reviews these barriers and facilitators, providing insights into the successful sin-tax policy implementation. This study specifically reviews the barriers and facilitators to the implementati

An analysis of equity in Brazilian health system financing.

Health care in Brazil is financed from many sources--taxes on income, real property, sales of goods and services, and financial transactions; private insurance purchased by households and firms; and out-of-pocket payments by households. Data on household budgets and tax revenues allow the burden of each source except firms' insurance purchases for their employees to be allocated across deciles of adjusted per capita household income, indicating the progressivity or regressivity of each kind of payment. Overall, financing is approximately neutral, with progressive public finance offsetting regr

State Labor Market Policies and Health.

UNLABELLED: Policy Points Starting in the 2000s, state governments began adopting labor market policies, including minimum wage laws, earned income tax credits, paid family and medical leave programs, paid sick leave mandates, and scheduling laws. Evidence suggests that labor market policies can improve earnings and job quality, and some are associated with improved worker health. States interested in evidence-based policies for improving worker health should consider generous, refundable earned income tax credits; higher minimum wages tied to inflation; greater local government discretion to

The Winners and the Losers: Tax Incidence of Gambling in Finland.

Gambling markets have grown rapidly for the last few decades. As a result, gambling is also a very important and common source of tax income for many governments these days. This raises a question about the overall fairness of the gambling taxation systems. In this paper, we aim to study the tax incidence of gambling in Finland. First, we analyse who are the expected payers of the gambling taxes and second, who are expected to be the receivers of the gambling-tax based contributions. In the first part of the study, we analyse the demographic incidence of gambling taxation by using the Finnish

From policy to progress: Environmental taxation to mitigate air pollution in OECD countries.

Environmental taxes play a critical role in mitigating air pollution and fostering sustainability by internalizing the social costs of environmental damage. By imposing financial disincentives on polluters, these taxes encourage cleaner practices and technological innovation. Using panel ARDL models, this study examines the impact of environmental taxes on CO₂ emissions across 38 OECD countries, accounting for cross-sectional dependence, non-stationarity, and heterogeneity. Findings reveal a significant long-run negative relationship between environmental taxes and CO₂ emissions and support th

Cigarette Prices and Smoking Experimentation Among Zimbabwean Children: A Survival Analysis of the 2014 Global Youth Tobacco Survey.

INTRODUCTION: Zimbabwe has a smoking prevalence of 11.7% among the adult population (15 years and older). Thus, in the absence of effective tobacco control measures, the economic burden of tobacco use will be aggravated, especially considering the increasing tobacco industry activity in the country. Increasing cigarette prices is one possible strategy to reduce tobacco consumption. This study seeks to examine the relationship between cigarette prices and smoking experimentation among children in Zimbabwe, thereby expanding the evidence base for the likely impact of excise taxes on cigarette de
