Rapid monitoring in vaccination campaigns during emergencies: the post-earthquake campaign in Haiti.

PROBLEM: The earthquake that struck Haiti in January 2010 caused 1.5 million people to be displaced to temporary camps. The Haitian Ministry of Public Health and Population and global immunization partners developed a plan to deliver vaccines to those residing in these camps. A strategy was needed to determine whether the immunization targets set for the campaign were achieved. APPROACH: Following the vaccination campaign, staff from the Ministry of Public Health and Population interviewed convenience samples of households - in specific predetermined locations in each of the camps - regarding

To South Sudan with operation lifeline Sudan and UNICEF.

The protracted civil war in the Sudan has had an immense human and economic cost. The consequent collapse of infrastructure in the south of the country has disrupted the provision of basic health care, and primary health care schemes to eradicate trypanosomiasis and dracunculiasis have been rendered impossible. Operation Lifeline Sudan, an official United Nations umbrella organisation, has been in a unique position to provide long-term medical, agricultural, livestock, fishery and emergency food aid in both government held and rebel held areas over about the past decade.

Planning a medical relief mission.

Surveillance of drug consumption and disease incidence from medical relief missions in two locations--southeast Asia and eastern Africa--revealed close similarities. Analgesics, antibiotics, antimalarials, antihistamine or decongestant preparations (or both), bronchodilators, and scabicides were the 10 most commonly used drugs. Orthopedic, respiratory, gastrointestinal, dermatologic, and ophthalmic conditions, malaria, sexually transmitted diseases, and parasitic infestations were encountered most frequently. Recognition and early treatment of xerophthalmia, trachoma, and onchocerciasis, which

Causes of mortality in humanitarian crises requiring coordinated response: a scoping review protocol.

INTRODUCTION: Mortality patterns in humanitarian crises are shaped by intersecting factors including violence, displacement, health system disruption and environmental shocks. While crude and under-five mortality rates are often tracked, less is known about specific causes of death across diverse crisis contexts. Existing guidance informing humanitarian response is largely informed by outdated evidence and does not account for demographic, epidemiological and geopolitical shifts over the past two decades. This review aims to synthesise available data on cause-specific mortality in humanitarian

The Role of the Department of War in U.S. Disaster Relief: A Quantitative Analysis of Federal Emergency Management Agency Mission Assignments.

OBJECTIVE: When large-scale disasters exhaust civilian federal agencies' assets, the U.S. Federal Emergency Management Agency (FEMA) can issue mission assignments to the Department of War (DoW) to leverage its unique, self-sustaining logistical and operational capabilities. METHODS: This study characterized DoW contributions to U.S. disaster response by analyzing 4,065 FEMA mission assignments issued between 2012 and 2024. Mission assignments were analyzed by geographic location, disaster type, event timing, personnel types deployed, and associated Emergency Support Function. RESULTS: The Do

Enhancing integrated epidemic response mechanisms in humanitarian emergencies: a scoping review and qualitative study.

OBJECTIVES: Epidemics pose significant challenges for fragile health systems, particularly in humanitarian emergencies. Recent responses to epidemics such as cholera in Yemen and Ebola virus disease in the Democratic Republic of the Congo have highlighted the lack of effective and integrated coordination. We review existing global models for addressing large-scale epidemics in humanitarian emergencies, identify gaps and inefficiencies, and propose operational recommendations to enhance response mechanisms. DESIGN: A two-pronged approach was used to identify and critically assess current respo

Humanitarian Medical Aid Mission in the Middle of a Pandemic - Israeli Experience in Equatorial Guinea.

INTRODUCTION: In March 2021, a series of explosions shook a military base in Bata, Equatorial Guinea. As a response to government officials' request, the Israel Defense Forces Medical Corps (IDF-MC) deployed an emergency aid team that faced two major challenges: (1) understanding the scenario, the injury patterns, and the needs of the local medical system; and (2) minimizing the coronavirus disease 2019 (COVID-19) outbreak threats. This report describes the team design, the activities performed before and during the deployment, analyzes the pathology encountered, and shares lessons learned fro

Characterization of Interventional Studies of the Cholera Epidemic in Haiti.

In October 2010, the Haitian Ministry of Public Health and Population (MSPP; Port au Prince, Haiti) reported a cholera epidemic caused by contamination of the Artibonite River by a United Nation Stabilization Mission camp. Interventional studies of the subsequent responses, including a descriptive Methods section and systematic approach, may be useful in facilitating comparisons and applying lessons learned to future outbreaks. The purpose of this study was to examine publicly available documents relating to the 2010 cholera outbreak to answer: (1) What information is publicly available on int

Global Voyeurism or Sustainable Ethical Practice?

This is a conceptual article exploring global voyeurism and service, overlaying ethical considerations in service within the profession of forensic nursing. Key elements considered include examining and reflecting on personal motivations, benefits, and consequences of service when viewed through an ethical perspective. Through this article we seek to examine the relationships between poverty tourism and service, while better supporting individual forensic nurses in their quest to align their actions with the ethical and practice comportment standards within the profession of nursing service gl

Natural hazards: causes and effects. Lesson 7-Drought.

Drought has long been recognized as one of the most insidious causes of human misery. Today, it is the natural disaster that annually claims the most victims. Its ability to cause widespread misery is estimated to be increasing. While generally associated with semiarid climates, drought may occur in areas that normally enjoy adequate rainfall and moisture. In the broadest sense, any lack of water for the normal needs of agriculture, livestock, industry, or human population may be termed as a drought. The cause may be lack of supply, contamination of supply, inadequate storage or conveyance fac

Bioethical challenges in postwar development aid: The Rwandan case study.

This article considers aspects of a development aid that provides medical support to strengthen pediatric orthopedics in Rwanda. We present part of the Afriquia foundation work, a nonprofit foundation from Poland involved in supporting the medical sector in Rwanda as a sign of global solidarity and the human right to health. The main foundation's activity is the treatment of orthopedic problems among Rwandan citizens. We present a case study of two children under the care of the Afiquia foundation. 11-year-old Seraphine treated due to the consequences of right tibia osteomyelitis and 11-year-o

Responding to international disasters.

Large-scale disasters attract broad coverage by the media and images of death and destruction circulate worldwide in minutes. This prompts the authorities in disaster-stricken areas to request external medical teams, and well-intentioned countries and aid organisations dispatch them to offer care for the victims (World Health Organization/Pan American Health Organization (WHO/PAHO) 2004a). This article provides information on disaster management for those with an interest in responding to international disasters such as the Indian Ocean tsunami in December 2004.

Operationalising the Operational Guidance on Infant and Young Child Feeding in Emergencies: A Narrative Review of Implementation Strategies, Barriers, Facilitators, and Health System Integration in Humanitarian Settings.

Background: Humanitarian emergencies disrupt infant and young child feeding (IYCF), weaken health systems, and increase risks of malnutrition, morbidity, and mortality. Although the Operational Guidance on the Infant and Young Child Feeding in Emergencies (OG-IFE) provides a global framework for protecting optimal feeding practices, its translation into practice remains inconsistent. This review examines the operationalisation of OG-IFE within humanitarian health and nutrition systems. Methods: A structured narrative review synthesised evidence on OG-IFE operationalisation. Seven databases wer

Long-Term Impact and Rehabilitation Efforts Post-2022 Floods in Pakistan: The Role of Student-Led and Nongovernmental Organizations.

BACKGROUND: The 2022 floods in Pakistan marked one of the country's most severe natural disasters, displacing approximately 33 million people, causing significant loss of life, and devastating infrastructure. While initial relief efforts focused on immediate food, shelter, and medical support, the transition to long-term rehabilitation has proven complex and prolonged, often overshadowed by emerging crises. METHODS: A mixed-methods study was conducted between September 2022 and September 2024 in flood-affected districts of Sindh province, Pakistan. Semi-structured interviews were conducted wi

Evolution of the humanitarian roster system for sexual and reproductive health.

Evidence suggests that the number, scale, and severity of emergencies exceed the international humanitarian system's existing capacity and available resources to meet humanitarian needs, especially for the health sector of which sexual and reproductive health (SRH) is an essential component. Since 1997, the Inter-Agency Working Group on Reproductive Health in Crises's Minimum Initial Service Package (MISP) for SRH has been the standard of care for SRH interventions in emergencies, aimed to protect the health, dignity, and rights of women and girls living in humanitarian emergencies.
