Improving outcomes for babies and toddlers in child welfare: A model for infant mental health intervention and collaboration.

Children under three comprise a sizable and growing proportion of foster care placements. Very young children who enter the child welfare system experience disruptions of critical attachments that are essential to this formative stage of brain development, as well as other traumatic events, leaving them at great risk for lifelong impairments. To reverse these concerning outcomes, babies who have been removed from their homes require intensive, relationship-based interventions that promote secure attachment to a primary caregiver and holistic attention the child's developmental needs. Mental disorders in foster children: a study of prevalence, comorbidity and risk factors.

BACKGROUND: The aim of this study is to examine the prevalence of mental disorders in 6- to 12-year-old foster children and assess comorbidity and risk factors. METHODS: Information on mental health was collected from foster parents and from teachers using Developmental and Well-Being Assessment (DAWBA) Web-based diagnostic interview. Child welfare services provided information about care conditions prior to placement and about the child's placement history. RESULTS: Diagnostic information was obtained about 279 (70.5%) of 396 eligible foster children. In total, 50.9% of the children met the

Attachment representation in institutionalized children: a preliminary study using the child attachment interview.

UNLABELLED: The experience of being removed from one's home and the transition to a residential care system pose enormous challenges for a child. Substantial evidence has been found regarding severe developmental effects due to early exposition to extreme psychosocial and affective deprivation. The research on Bowlby's theoretical proposals has highlighted the link between insecure, disorganized and atypical attachment patterns and children both living in foster care facilities and adopted out of those institutions. The goal of this pilot study is to investigate the attachment representation i

Comparing the prevalence of sexual behaviors and victimization among adolescents based on child welfare system involvement.

OBJECTIVE: Sexual behavior presents risks, particularly among vulnerable groups such as adolescents with child welfare system involvement. This study compares the prevalence of sexual behaviors and victimization among adolescents in Los Angeles County with and without child welfare system involvement. It examines associations between online and offline sexual behaviors and victimization. METHODS: The sample included middle and high school students (N = 2365) and high school students only (N = 1068) participating in the 2015 Los Angeles Youth Risk Behavior Survey (YRBS). Measures included chil

Foster children's attachment representations: the role of type of maltreatment and the relationship with birth family.

Children in foster care are at risk of developing insecure and disorganized attachment, which is problematic for establishing new relationships in foster families. However, most previous studies have focused on attachment behaviors in young children rather than on attachment representations. We compared foster children's attachment representations with those of a community group, analyzing also the contribution made by different factors to foster children's attachment representations. We assessed the attachment representations of 109 children aged between 4 and 9 years (51 children in non-kin

Child maltreatment and reentry of adolescents following reunification in the USA.

BACKGROUND: Adolescents return to foster care for reasons that differ from younger children, yet little research has examined whether these reentries reflect newly reported maltreatment or ongoing behavioral health and family functioning challenges. Understanding these patterns is essential for designing age-appropriate reunification and post-reunification supports. METHODS: We used linked administrative data from the National Child Abuse and Neglect Data System (NCANDS) with the Adoption and Foster Care Analysis and Reporting System (AFCARS). Together, these data identify all child maltreatm

The influence of caregiver depression on children in non-relative foster care versus kinship care placements.

Little is known about how the challenges faced by caregivers influence the variation in social, emotional, and behavioral (SEB) outcomes of youth placed in kinship versus non-relative foster care. This study examined SEB symptoms among youth in kinship and non-relative foster care settings, hypothesizing that changes in caregiver depression would modify children's change in behavior over time. Child Behavior Checklist (CBCL) assessments of 199 children placed with kinship and non-relative foster care providers in a Mid-Atlantic city were conducted at time of placement and 6-12 months post-plac

State Contexts and Foster Care Adoption Rates.

Prior research has examined associations between state adoption policies and assisted reproductive technology insurance coverage and foster care adoption rates, but knowledge of the relationships between state policies and contexts and foster care adoption is still limited. In this study, we test adoption subsidy policy, alternative means of family formation, and the demographic characteristics of potential adoptive parents and children as predictors of foster care adoption rates at the state-year level using data from the Adoption and Foster Care Analysis and Reporting System and other source

Effectiveness of a trauma-informed care psychoeducational program for foster carers - Evaluation of the Fostering Connections Program.

BACKGROUND: The need to improve the quality of foster care training has been highlighted and evidenced-based programs that aim to support foster carers in the care of children who have experienced trauma are warranted. OBJECTIVE: This study aimed to evaluate the effectiveness of the Fostering Connections program, a newly developed trauma-informed care program within the national child welfare agency in Ireland. PARTICIPANTS AND SETTING: The study included 79 foster carers. The Fostering Connections group-based experiential intervention was delivered over a period of 6-weeks in a community-ba

Children leaving foster care: outcomes of permanency planning.

Foster care, created to overcome some of the disadvantages and abuses of institutional care of children, can present its own problems. One problem is overt abuse, but there are other, more subtle, deficiencies and concerns about foster care. In response, the concept of permanency planning has been introduced as a philosophy, a policy, and a technique. It is designed to return every child who enters care to the stability of a family as quickly as possible. This paper presents findings of a longitudinal study of the outcomes of permanency planning. Results show that over half the children return

Perceived social support: Measurement differences in youth residing in the community versus youth residing in foster care.

BACKGROUND: Social support is commonly examined as a protective factor for children with a history of child maltreatment, and it has been measured by self-report via the Social Support Scale for Children (SSSC). Although the SSSC has established adequate reliability and validity in community and clinical samples, its psychometric properties have yet to be assessed in a sample of foster care youth. OBJECTIVE: This study provided a psychometric comparison of the SSSC in youth residing in foster care with youth residing in the community. PARTICIPANTS AND SETTING: Participants were two, comparab

Caregivers of victimized children: differences between biological parents and foster caregivers.

Caregivers of children who have been sexually abused often find the experience challenging, especially when the child begins to act out in the home. Many children who have engaged in sexually aggressive, sexually inappropriate, or coercive behaviors with other children are placed in foster care. The purpose of this article is to describe the characteristics of biological parents and their significant others and foster caregivers of sexually aggressive and abusive children. A descriptive, exploratory study was conducted involving 3,149 caregivers (1,764 of them foster caregivers) of more than 8

Special Challenges Working with Foster Care Youth in the Inpatient Setting.

The inpatient treatment of youth in care with severe emotional or behavioral disorders is complicated by systemic factors unique to foster care, for example, placement shortages and relinquishment of custody, and clinically by factors more prevalent in these highly vulnerable youth such as in utero exposure to alcohol, exposure to domestic violence, neglect, and physical, sexual, and emotional abuse. The authors discuss prolonged lengths of stay and boarding in emergency rooms, medical units, government offices, and detention centers. We also discuss working with foster families, biological fa

Interventions to prevent child maltreatment and associated impairment.

Although a broad range of programmes for prevention of child maltreatment exist, the effectiveness of most of the programmes is unknown. Two specific home-visiting programmes-the Nurse-Family Partnership (best evidence) and Early Start-have been shown to prevent child maltreatment and associated outcomes such as injuries. One population-level parenting programme has shown benefits, but requires further assessment and replication. Additional in-hospital and clinic strategies show promise in preventing physical abuse and neglect. However, whether school-based educational programmes prevent child

Sleep in children in foster care: A scoping review.

BACKGROUND AND OBJECTIVE: Although the focus on sleep disturbances in children who have experienced adversity has increased, little is known about sleep among children in foster care (CFC). This study aimed to review what research tells us about the relationship between foster care experience and sleep disturbances and to identify knowledge gaps. METHOD: This study used Arksey and O'Malley's (2005) 5-part methodology for conducting scoping reviews and the Reporting Checklist for Scoping Reviews (PRISMA-ScR) guidelines. 14 studies met inclusion criteria. Data were synthesized using the 6-phase

Effectiveness of housing assistance for child welfare-involved families: A systematic review with meta-analysis.

In the United States, families experiencing housing instability are more likely to have their children placed in the foster care system and face substantial barriers to reunification. Supportive housing has emerged as a promising intervention to improve child welfare outcomes for these families; however, evidence regarding its effectiveness remains inconclusive. This meta-analysis examines the impact of supportive housing on child welfare outcomes, focusing on whether it reduces foster care placements, facilitates family reunification, and decreases homelessness and subsequent child welfare re

Prospective associations between trauma, placement disruption, and ethnic-racial identity among newly emancipated foster youth.

INTRODUCTION: Ethnic-racial identity (ERI) is an important developmental process for ethnic-racial minority youth. However, little is known about how adverse life experiences may be related to ERI development. Thus, the current study evaluated prospective associations of emancipated foster youth's histories of childhood maltreatment and foster placement disruption with ERI centrality and ERI private regard, as well as the adaptive implications of ERI. METHOD: Participants were 144 emancipated foster youth (69.4% female) from ethnic-racial minority backgrounds (27.8% Black, 32.6% Latinx, 39.6%

Preventing rapid repeat pregnancy and promoting positive parenting among young mothers in foster care.

Young mothers in foster care face considerable challenges above and beyond that of their non-foster care peers. Child welfare workers have few resources to guide them in the selection of evidence-informed programs, models, and strategies that address the unique risk factors and needs of youth in foster care who are at risk for rapid repeat pregnancy and inadequate parenting practices. Workers need knowledge of the evidence about which programs are most likely to improve key health and well-being outcomes. The article assesses the evidence-based programs identified and yields a list that reflec

Prevalence and Treatment of Maternal Substance Use Disorder in Child Welfare.

IMPORTANCE: Parental substance use is a primary driver of child welfare system involvement, and child welfare services primarily seek to address caregiver challenges, including connecting parents to treatment. Although research highlights that formal child welfare services connect children to health care professionals, less is known about how the system affects caregivers' substance use treatment. OBJECTIVE: To examine the prevalence of maternal substance use disorder (SUD) in the Pennsylvania child welfare system and the association between formal child welfare system response and mothers' t
