Zika virus infection in Brazil and human rights obligations.

The February 2016 WHO declaration that congenital Zika virus syndrome constitutes a Public Health Emergency of International Concern reacted to the outbreak of the syndrome in Brazil. Public health emergencies can justify a spectrum of human rights responses, but in Brazil, the emergency exposed prevailing inequities in the national healthcare system. The government's urging to contain the syndrome, which is associated with microcephaly among newborns, is confounded by lack of reproductive health services. Women with low incomes in particular have little access to such health services. The eme

Cost of fetal alcohol spectrum disorders.

Fetal alcohol syndrome (FAS) is a common identifiable teratogenic cause of mental retardation, neurological deficit, mental disorders, and developmental disabilities. Accurate estimates of the cost of care for persons with FAS are essential for appropriate funding of health care, developmental disabilities services, special education, and other service systems, as well as prioritizing funding of public health prevention efforts. The cost of care for individuals with FAS can be conceptualized as the annual cost of care for one person or a population, or as the lifetime cost of care for an indiv

Learing disabilities and the primary care physician.

Approximately 10% of the population has learning disabilities (LD). Although the main manifestations occur in childhood, many of the primary and secondary manifestations of LD can continue into adult life. The high prevalence of LD and the current economic climate in Canada imply that the primary care physician must have a role in the identification, diagnosis, and management services for persons with LD. Information about the specific aspects of a particular person's LD should be incorporated into the evaluation and management of other health matters with which the primary care physician deal

[Twenty-five years after publication of the "International Classification of Functioning, Disability and Health"-what research and practice can learn from each other].

The International Classification of Functioning, Disability and Health (ICF) was published in 2001 to establish a framework for describing the functioning and limitations in functioning of people with disabilities or chronic conditions within the biopsychosocial model. The use of the ICF has been discussed over the past decade from the perspective of research for practice. The ICF has been used in the fields of medical care, research, education, and policy. Closely linked to the health strategy of rehabilitation, the ICF has contributed to a better understanding of rehabilitation. Examples incl

COVID-19 Cases and Hospitalizations Among Medicare Beneficiaries With and Without Disabilities - United States, January 1, 2020-November 20, 2021.

Approximately 27% of adults in the United States live with a disability,* some of whom qualify for Medicare benefits. Persons with disabilities are at increased risk for severe COVID-19-associated outcomes compared with the general population (1); however, existing studies have limited generalizability† or only pertain to a specific disability (e.g., intellectual) (2). Older age is also associated with COVID-19-associated hospitalization and death, but the extent to which age might contribute to increased risk for severe COVID-19-associated outcomes among persons with disabilities is unknown (

Barriers to access reproductive and sexual health services among women with disabilities in Australia: a systematic review.

BACKGROUND: Women with disabilities in Australia experience persistent inequities in accessing sexual and reproductive health (SRH) services. Despite accounting for 21.8% of Australian women, structural barriers in policy, clinical practice, and service delivery continue to limit equitable access. This systematic review synthesises current evidence on the structural barriers shaping SRH service use among Australian women with disabilities, highlighting unmet needs and gaps to inform policy and guide future interventions. METHODS: A systematic search of PubMed, Europe PMC, Google Scholar, and

Maternal and newborn health needs for women with walking disabilities; "the twists and turns": a case study in Kibuku District Uganda.

BACKGROUND: In Uganda 13% of persons have at least one form of disability. The United Nations' Convention on the Rights of Persons with Disabilities guarantees persons with disabilities the same level of right to access quality and affordable healthcare as persons without disability. Understanding the needs of women with walking disabilities is key in formulating flexible, acceptable and responsive health systems to their needs and hence to improve their access to care. This study therefore explores the maternal and newborn health (MNH)-related needs of women with walking disabilities in Kibuk

Understanding collaborative and coordinated care in a mental health and well-being context: Essential elements for effective service integration.

Multiple system reforms in Australia, including the National Disability Insurance Scheme (NDIS), are changing mental health (MH) and disability-related service provision, whilst policy drivers continue to require service integration. This has necessitated service providers discovering new ways of working collaboratively to achieve an integrated model of care. This qualitative study examined what does and does not work to support collaborative and coordinated care (CCC), as essential components of service integration. The study sample (n = 59) included four cohorts: health and community service

Medical Allocations to Persons with Special Needs during a Bioterrorism Event.

After the bioterrorism-anthrax attacks of 2001, public health officials were tasked with planning population-wide medicine dispensing. This planning started with assumptions and then evaluations of seasonal immunization clinics. Research on the 2009 H1N1 pandemic-vaccination campaign showed that an adequately prepared public health system could have prevented over 16% of flu-associated hospitalizations. The 2011 ice storms revealed difficulties with sheltering medically fragile persons with disabilities. Later research showed that training and preparedness levels increased responders' willingn

Impact of income and financial subsidies on oral health care utilization among persons with disabilities in Singapore.

BACKGROUND/AIM(S): Globally, studies have shown that the dental disease burden among persons with intellectual and/or developmental disabilities (IDD) is high and can be attributed to lower utilization levels of dental services. The aim of the study was to assess the influence of income and financial subsidies on the utilization of dental care services among persons with IDD in Singapore. METHODS: Between August 2020 and August 2021, a cross-sectional study was conducted via centres offering Early Intervention Programme for Infants and Children, special education schools and adult association

Allied health workforce development for participant-led services: structures for student placements in the National Disability Insurance Scheme.

BACKGROUND: Health, disability, and community services are increasingly transitioning from government-led to participant-led funding models, which intend to increase choice and control for service users. Allied health practitioners, who provide many frontline services within the resultant marketised environment, must adjust their knowledge and skills to meet participants' expectations. However, future workforce strategies to address allied health student capabilities to provide these services have received limited attention. This study explored shifting understandings and practices related to

Sexual and Reproductive Health Service Utilization and Associated Factors Among Young People With Disabilities in Ethiopia: Systematic Review and Meta-analysis.

Disability is a major public health concern affecting about 16% of the global population. It results from the interaction of health condition and/or impairments with various contextual personal and environmental factors. All people need access to sexual and reproductive health (SRH) services, but young people with disabilities (YPWDs) need it even more. In Ethiopia, evidence indicates that YPWDs experience substantially limited access to SRH services. This study aimed to systematically identify, appraise, and summarize existing evidence on SRH service utilization and associated factors among Y

Health policy and facility factors influencing the effectiveness of medical assessments for people with disabilities in Hanoi, Vietnam: A qualitative study.

Disability assessment determines access to social and healthcare support, yet the operation of assessment pathways may be shaped by policy implementation and facility capacity. We conducted a qualitative descriptive study at the Hanoi Medical Assessment Center, Vietnam, using purposive sampling and semi-structured, in-depth interviews with 13 stakeholders, including people with disabilities, guardians, administrative and reception staff, district social-protection officials, medical examiners, and center leaders. Interviews were audio-recorded, transcribed verbatim, and analyzed using thematic
