Evaluation of an adjustable epidemiologic information system.

BACKGROUND: In order to facilitate public health response and to achieve early control of infectious disease epidemics, an adjustable epidemiologic information system (AEIS) was established in the Taiwan public health network in February 2006. METHODOLOGY/PRINCIPAL FINDINGS: The performance of AEIS for the period 2006 through 2008 was evaluated based on a number of response times (RT) and the public health impact. After implementation of the system, the apparent overall shortened RT was mainly due to the shortening of personnel response time (PRT) and the time needed to draft a new questionna

Information system concepts for quality measurement.

BACKGROUND: Health care information systems in use today frequently fall short of what is needed to meet the demands for data and reporting on performance. Many observers believe substantial improvements in information systems will be necessary if the potential of a national quality measurement and reporting system (NQMRS) is to be realized. A shared vision will facilitate progress in improving information systems. OBJECTIVES: To articulate a set of guiding principles and operational steps for the development of functional information systems in health care. RESEARCH DESIGN: Experience in bu

Fragmented Data, Fragmented Care: Strengthening Health Information Systems for Universal Health Coverage in Somalia.

Health information systems (HISs) are essential for achieving universal health coverage (UHC), yet Somalia's health sector remains constrained by fragmented data systems, weak interoperability, limited infrastructure, workforce shortages, and poor governance. This commentary examines the challenges undermining Somalia's digital health transformation and argues that fragmented information systems perpetuate fragmented healthcare delivery. Despite emerging reforms and adoption of digital platforms, such as DHIS2, progress toward UHC remains limited. This commentary draws on a narrative synthesis

Time series-based forecasting of infectious disease outbreak using information systems in public health.

INTRODUCTION: The escalating frequency of infectious disease outbreaks underscores the urgent need for reliable forecasting systems to support timely public health interventions. Existing approaches-ranging from statistical heuristics to black-box deep learning models-often lack domain awareness, adaptability, and interpretability, limiting their utility in dynamic outbreak scenarios. METHODS: This study proposes EpiCastNet, a forecasting framework that integrates spatiotemporal attention mechanisms with a hybrid encoding architecture to jointly model empirical patterns and rule-based constra

Approaches and Implications of Transitioning National Level Health Information Systems: Case Example of Mozambique.

Transitions in national level health information systems (HIS) require careful assessment of technical, organizational, and policy implications, particularly in low- and middle-income countries. Mozambique is currently transitioning from a long-standing OpenMRS-based HIV electronic medical record (EMR) to a new national python-based EMR. This paper proposes a conceptual framework to guide such transitions, synthesizing digital health standards, enterprise architecture principles, and implementation science. The framework outlines five analytic domains: technical architecture; data governance a

A biogenic principle within the constructal law: The flow of information in biological systems.

The Constructal Law states that 'for a finite-size flow system to persist in time (to live) it must evolve such that it provides greater and greater access to the currents that flow through it.' Arising from thermodynamics, this illuminating principle explains the properties and design features of many physical systems. It is now proposed that the definition of 'currents that flow' within the Constructal Law should be recognized to include the flow of information in living systems as a biogenic corollary. As the foundation of our biological system, cells seek to maximize their effective inform

Limits to Velocity of Signal Propagation in Many-Body Systems: A Quantum Information Perspective.

The Lieb-Robinson bound (LRB) states that the range and strength of interactions between the constituents of a complex many-body system impose upper limits to how fast the signal can propagate. It manifests in a light conelike growth of correlation function connecting two distant subsystems. Here, we employ the techniques of quantum information to demonstrate that the LRB can be determined from local measurements performed on a single qubit that is connected to a many-body system. This formulation provides an operational recipe for estimating the LRB in complex systems, replacing the measureme

Geographic information systems as a tool for control program management for schistosomiasis in Egypt.

During a 4-year study a geographic information system (GIS) risk model was constructed for predicting the relative risk of schistosomiasis in Kafr El-Sheikh governorate, Egypt. A 1-year 1990-1991 time series on diurnal temperature difference (dT) prepared from the advanced very high resolution radiometer (AVHRR) sensor on the NOAA-11 satellite was used to develop a regional risk model for the Nile delta based on thermal-hydrological domains. A May 15, 1990 Landsat TM scene (path 177, Row 38) was used to develop a local 'village-scale' environmental risk model based on higher resolution satelli

Extending the Information Systems Success Model to Explain E-Health Adoption in Saudi Arabia.

BACKGROUND/OBJECTIVES: Previous studies have found system quality, information quality, and service quality to be significant factors affecting the adoption of e-health services. However, little research has been conducted on factors related to the patient and the healthcare environment that may have an effect on the aforementioned relationship. This paper addresses this gap by extending the Information Systems Success Model to examine the moderating effects of patient empowerment, healthcare sustainability, and value co-creation on the adoption of e-health services in Saudi Arabia. METHODS:

Enhancing information for action: A strategic tool for strengthening public health emergency management systems.

BACKGROUND: This paper addresses the importance of timely and robust information systems that underpin emergency response decision-making, as evidenced during the COVID-19 pandemic in the WHO European Region. Recognizing the relevance of these systems, we propose the strengthening of national emergency response information management systems (ERIMS) within the broader digital health information system (HIS) framework. We aim to develop and present an innovative assessment tool designed to evaluate and assist in the strengthening of ERIMS, contributing to a more resilient and effective emergenc

Geographic information systems adoption model: A partial least square-structural equation modeling analysis approach.

The ability of Geographic Information System (GIS) to organize, analyze, visualize and integrate spatial data has been at the top of its primary uses among professional industries. However, considering the extensive adoption of Information System (IS) throughout history for government organizations' or citizens' disaster response, the implementation of geographical elements is still minimal. Previous GIS models and framework studies, particularly in developing countries, were affected by pandemic pressure, competitiveness pressure, change management, and security factors. Thus, this study aims

Enhancing Photogenerated Radical Pair Properties in Donor-Chromophore-Acceptor Systems for Quantum Information Applications.

We report on new donor-chromophore-acceptor triads BDX-ANI-NDI and BDX-ANI-xy-NDI where the BDX donor is 2,2,6,6-tetramethylbenzo[1,2-d;4,5-d]bis[1,3]dioxole, the ANI chromophore is 4-(N-piperidinyl)naphthalene-1,8-dicarboximide, the NDI acceptor is naphthalene-1,8:4,5-bis(dicarboximide), and xy is a 2,5-xylyl spacer. The results on these compounds are compared to the analogous derivatives having a p-methoxyaniline (MeOAn) as the donor. BDX•+ has no nitrogen atoms and only a single hydrogen atom coupled to its unpaired electron spin, and therefore has significantly decreased hyperfine interact
