Developing a vision for public health surveillance in Canada: An engagement and expert consensus process.

OBJECTIVE: Public health surveillance (PHS) supports the detection of health threats, monitoring of population health, and coordinated public health action. While its core functions remain unchanged, Canada's last national vision for PHS was articulated in 2016, and the public health landscape has since evolved considerably. These changes have been shaped by lessons from the COVID-19 pandemic, advances in data systems and technologies, evolving data governance expectations, and increasing demand for timely, integrated public health information. We therefore sought to develop a renewed vision f

Longitudinal COVID-19 Surveillance and Characterization in the Workplace with Public Health and Diagnostic Endpoints.

Public health practices and high vaccination rates currently represent the primary interventions for managing the spread of coronavirus disease 2019 (COVID-19). We initiated a clinical study based on frequent, longitudinal workplace disease surveillance to control severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) transmission among employees and their household members. We hypothesized that the study would reduce the economic burden and loss of productivity of both individuals and small businesses resulting from standard isolation methods, while providing new insights into virus-hos

Monitoring of tobacco product marketing for rapid public health surveillance in the United States.

The US tobacco landscape is constantly changing, with the commercial tobacco industry regularly flooding the market with new brands, flavors, and styles. Rutgers Center for Rapid Surveillance of Tobacco (CRST) examines tobacco product marketing, the tobacco product marketplace, and tobacco use behaviors. This paper describes how findings from tobacco marketing surveillance are integrated with other data sources to provide timely and actionable information about changes in tobacco products to inform the U.S. Food and Drug Administration's (FDA) regulatory efforts that reduce tobacco harms. CRST

Resurgent Syphilis Across the Globe: A Public Health Perspective on Bridging Surveillance and Strategy.

Syphilis, a curable sexually transmitted infection, has resurged globally, challenging public health systems in both high-income countries and low- and middle-income countries (LMICs). In nations like the United States, the United Kingdom, parts of Europe, Canada, and Japan, cases have surged due to declining condom use, digital platforms facilitating casual sex, and practices like chemsex and broader drug use for sex, with rising congenital syphilis rates. In LMICs, such as those in East Africa, South Asia, Latin America, and Southeast Asia, limited healthcare access, inadequate prenatal scre

International cooperation in public health in Martinique: geostrategic utility for cancer surveillance in the Caribbean.

BackgroundCooperation in public health and in oncology in particular, is currently a major issue for the island of Martinique, given its geopolitical position in the Caribbean region. The region of Martinique shares certain public health problems with other countries of the Caribbean, notably in terms of diagnostic and therapeutic management of patients with cancer. We present here a roadmap of cooperation priorities and activities in cancer surveillance and oncology in Martinique.Main bodyThe fight against cancer is a key public health priority that features high on the regional health policy

Public health, global surveillance, and the "emerging disease" worldview: a postcolonial appraisal of PEPFAR.

Drawing upon a postcolonial lens, this project looks at how meanings of HIV/AIDS are discursively constructed within the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), which was launched in 2003 under the presidency of George W. Bush and has been heralded as the largest global public health intervention program in history. Building on existing literature that theorizes the interrelationships of public health and national security, global surveillance, and transnational hegemony, the postcolonial theoretical standpoint interrogates how such meanings are constructed within PEPFAR. From the grassroots up: Redefining Public Health Surveillance in Nigeria through Community Action Networks.

BACKGROUND: Gaps in community-level surveillance continue to limit early detection of communicable diseases in Nigeria, particularly for zoonotic and emerging infections. Strengthening participatory, One-Health (OH)-oriented surveillance systems is critical for improving outbreak preparedness and response. The objective of this study is to evaluate the operational performance of Community Action Networks (CANs) in strengthening participatory, OH-oriented disease surveillance in Nigeria. METHODOLOGY: This was a retrospective program evaluation of the implementation of CAN under the West Africa

Carbapenem-Resistant Enterobacterales (CRE) in Europe: Surveillance Challenges, Emerging Threats and Public Health Preparedness.

Carbapenem-resistant Enterobacterales (CRE) represent one of the most important antimicrobial resistance threats in Europe, particularly in healthcare settings. Their increasing epidemiological significance is driven by the dissemination of carbapenem-resistant Klebsiella pneumoniae, the emergence of high-risk clones, horizontal transfer of mobile genetic elements, and the convergence of antimicrobial resistance and hypervirulence. Despite the growing epidemiological importance of CRE, surveillance and preparedness remain heterogeneous across European countries, creating a need for a continent

Antimicrobial resistance in wastewater-impacted coastal waters: implications for environmental surveillance and public health.

Antimicrobial resistance (AMR) is a global public health concern, and wastewater-impacted aquatic environments are recognized as reservoirs and dissemination pathways for antimicrobial-resistant bacteria (ARB) and genes (ARGs). However, harmonized environmental AMR surveillance frameworks that integrate culture-based ARB enumeration with molecular ARG monitoring across wastewater and receiving surface waters remain limited. This pilot study, conducted in Ireland as part of a European harmonized monitoring initiative, assessed ARB and ARG abundances in wastewaters and surface waters. Wastewater

An Equity-Based Scoring System for Evaluating Surveillance-Related Harm in Public Health Crises.

BACKGROUND: Although surveillance systems used to mitigate disasters serve essential public health functions, communities of color have experienced disproportionate harms (eg, criminalization) as a result of historic and enhanced surveillance. METHODS: To address this, we developed and piloted a novel, equity-based scoring system to evaluate surveillance systems regarding their potential and actual risk of adverse effects on communities made vulnerable through increased exposure to policing, detention/incarceration, deportation, and disruption of access to social services or public resources.

Public Awareness, Attitudes, and Practices Toward Digital Health Surveillance in Malawi: Cross-Sectional Study.

BACKGROUND: Digital surveillance systems are increasingly recognized as essential tools for enhancing early outbreak detection, reporting, and response, especially in low-resource settings. The COVID-19 pandemic unveiled the critical role of digital health surveillance systems in timely detection, monitoring, and responses to public health threats. However, successful implementation depends on public awareness, acceptance, and willingness to participate. Limited evidence exists on how the public perceives and interacts with digital surveillance in Malawi. OBJECTIVE: The aim of the study was t

How Public Health Surveillance Systems Can Contribute to Antimicrobial Resistance Prevention: The Massachusetts Experience.

We describe the detection and early response to identified cases of cephalosporin-nonsusceptible Neisseria gonorrhoeae in Massachusetts and provide a rationale for the necessity of surveillance beyond sentinel STI clinics. Regulatory change nearly a decade prior set the stage for statewide laboratory surveillance, which in turn lead to the detection of cephalosporin nonsusceptible cases found through culture surveillance, not through treatment failure. We detail critical collaborations necessary to assure absence of circulating cephalosporin-resistant cases and implications for how public heal

Japanese Encephalitis Virus Emergence in Australia: Public Health Importance and Implications for Future Surveillance.

Japanese encephalitis virus (JEV) continues to cause significant numbers of human infections and fatalities despite the availability of efficacious vaccines. It is regarded as an emerging mosquito-borne pathogen with the potential of introduction into many countries. In 2022, JEV was detected in Australia on a hitherto unprecedented scale, with local transmission by indigenous mosquitoes to amplifying swine hosts and to humans. In this study, we review this recent disease activity, propose possible routes of virus movement, ecological drivers of activity, and consider possible future transmiss

Public health use of surveillance for West Nile virus in horses: Saskatchewan, 2003-2005.

West Nile virus (WNV) infection in horses was first reported in Canada in 2001 and in the province of Saskatchewan in 2002. This paper outlines the surveillance results of WNV in Saskatchewan horses from 2003 to 2005 and describes the usefulness of its inclusion in an integrated surveillance program in Saskatchewan. The number of human and horse cases was highest in 2003, the epidemic year and then substantially lower in 2004 and 2005. Horses provided additive information about WNV activity in rural areas with low human population, however, this required willingness and active participation by

New challenges for public health care: biological and chemical weapons awareness, surveillance, and response.

Recent events in the United States have demonstrated a critical need for recognizing nurses and emergency health care providers as important elements of the nation's first line of defense and response against terrorist attacks involving biological, chemical, or radiological weapons. The anthrax letter attacks of September/October 2001 demonstrate the importance of vigilance and attention to detail while interviewing and attending patients and when entering, reviewing, and cataloging patient records. Nursing professionals, emergency care responders, and physicians can perform a crucial role in

How local health departments use wastewater surveillance data for public health planning and intervention in New York State.

Wastewater surveillance presents a novel data stream for local health departments to understand infectious disease risk in their communities. We conducted a survey of local health departments in New York State regarding their knowledge, attitudes, and practices toward wastewater surveillance of SARS-CoV-2. We further conducted in-depth interviews with a number of local health departments to identify specific use cases of wastewater surveillance data. Almost all survey respondents used wastewater surveillance data and reported advantages to wastewater surveillance data, with the most common use
