In this longitudinal study, we tested whether adolescent maltreatment and out-of-home placement as a response to maltreatment altered developmental patterns of sexual risk behaviors in a nationally representative sample of youth involved in the child welfare system. Participants included adolescents aged 13 to 17 (M = 15.5, SD = 1.49) at baseline (n = 714), followed over 18 months. Computer-assisted interviews were used to collect self-reported sexual practices and experiences of physical and psychological abuse at both time points. Latent transition analyses were used to identify three patter

Children and adolescents with aggressive disorders are prevalent in child welfare settings. Therefore, the assumption is that child welfare services would benefit from a cognitive-behavioral intervention. This study investigates whether implementation of the training with aggressive children (TAC) could improve the outcome of child welfare. Twelve children (average age 10 years), diagnosed with an oppositional defiant disorder or a conduct disorder, are treated either with a child welfare program or with a combined intervention of child welfare program and TAC. Before and immediately after com

As child welfare systems across the country face the problem of parental substance abuse, there is an increasing need to understand the types of treatment approaches that are most effective for substance-abusing parents in the child welfare system-the majority of whom are mothers. This structured review of the literature focuses on evidence related to two areas: (1) individual-level interventions designed to assist mothers and women in addressing their substance abuse problems, and (2) system-level interventions designed to improve collaboration and coordination between the child welfare syste

Although interprofessional and interagency collaboration is considered critical in child welfare, the extant literature lacks a systematic, comprehensive review of studies examining their impact on clients and professionals. We conducted a scoping review of peer-reviewed and gray literature to review the nature and extent of studies of outcomes associated with collaboration in U.S. child welfare systems. Studies were identified through systematic database and gray literature searches and included if they were U.S.-based and in English. Of the 4,535 studies screened, 69 met inclusion criteria.

Key predictors of trauma were examined using a multi-group analysis of a nationally representative sample of 716 child welfare involved youth ages 11-17. Results indicate that co-occurring clinical depression was associated with trauma across all racial/ethnic groups. Results also support that youth's ethnicity moderates the relationship between gender, history of sexual abuse and sexual orientation and the development of trauma. Contrary to prior research, trauma was not significantly associated with substance abuse or having experienced out of home placement for all ethnic groups. Implicatio

BACKGROUND: Women are underrepresented in the current substance abuse research; however, women are a particularly vulnerable population when it comes to opioid use and abuse. Pregnant women are even more so, because of the potential that exists for in utero exposure (IUE) to substances.
OBJECTIVES: To identify trends in IUE to opioids in order to ensure that resources are allocated effectively to address the current opioid epidemic and to assist the populations most affected by it.
METHODS: This study draws on 15 years' worth of clinical assessment data collected from 3598 child welfare-invo

This study evaluated the Boys Town In-Home Family Services model with families referred by child welfare for issues related to maltreatment. Participants were 135 parents (mean age = 32.15 years, SD = 9.13) who completed intake and discharge assessments. The target child ranged in age from one month to 17 years (M = 4.54, SD = 4.38). We had a high-risk sample (e.g., 57% and 41% of parents reported being victims of physical and sexual abuse, respectively; 24% of parents reported attempting suicide in their lifetimes). The intervention was implemented with a degree of fidelity consistent with mo

Every day, in the United States, children are removed from their homes and placed into state supervised out-of-home care because of concerns around their safety. These children enter care as a result of child abuse, child neglect, abandonment or some other reasons. Lost in most discussions of out-of-home care is the role that parental incarceration and parental death have on the trajectory of children through the child welfare system. In order to address this gap in the literature, the present study aims to compare youth in foster care as a result of parental death or youth in foster care as a

The goal of this study was to assess whether child welfare services were available and proximal in identified, predominantly Black and Hispanic zip code areas of three southern cities. GIS mapping of services contained in a state 2-1-1 community services data base revealed that there were no treatment services and/or no public transportation and/or lengthy public (bus) transportation times in 50% of the identified areas of one city and in almost 25% of the three cities combined. The authors suggest service availability and proximity should increase the likelihood of parent enrollment, attendan

PURPOSE: To examine five types of child maltreatment and other risk correlates to establish associations with anxiety and/or depression confirmed or suspected in children investigated by child welfare services.
METHODS: The present study used the data of a subsample of 10-15-year-olds (n = 4,381) investigated by child welfare services across Canada obtained from the Canadian Incidence Study of Reported Child Abuse and Neglect-2003. The analysis took into account the nested structure of the data by considering the variability existing among families and the clustering of siblings within them.

OBJECTIVES: The aim of this study was to estimate the point prevalence of psychotropic medication use, and to describe relationships between child-level characteristics, provider type, and medication use among children in the child welfare system.
METHODS: The National Survey of Child and Adolescent Well-Being is the first nationally representative study of children coming into contact with the child welfare system. We used data from its baseline and 12-month follow-up waves, and conducted weighted bivariate analyses on a sample of 3114 children and adolescents, 87% of whom were residing in-h

Caregiver substance use is a leading risk factor for child maltreatment and removal from the home. To address this risk, since 2006, Congress has authorized funding for the Regional Partnership Grants (RPG) program. RPG supports partnerships between child welfare agencies, substance use treatment providers, and other social service systems to improve outcomes for children in or at risk of out-of-home placement due to a caregiver's substance use. Although research has demonstrated RPG's effectiveness in improving families' outcomes, less is known about what makes this program effective. This pa

Despite growing attention to resilience following childhood maltreatment, it remains unclear how the development of resilience unfolds over time among child welfare-involved adolescents. Further, little is known about the immediate and enduring effects of two important attachments in children's lives, namely caregiver-child relationship and deviant peer affiliation, on resilience development over time. This study sought to examine the ways in which caregiver-child relationships and deviant peer affiliation shape developmental trajectories of resilience among child welfare-involved youth. Data

BACKGROUND: Maltreated children experience a variety of adverse outcomes including substance use problems. Although previous research indicated that there may be distinct trajectories of substance use among these youth, studies have examined them as if they were a single homogeneous group.
OBJECTIVES: The goals of this study were to explore substance use trajectories among child welfare-involved youth and to identify characteristics that distinguish substance use trajectories.
METHODS: Data from the National Survey of Child and Adolescent Well-Being (NSCAW II) were used. Multilevel latent gr

BACKGROUND: Parent-child interaction therapy (PCIT) improves parenting and child behavior, yet little is known about how dosage of its two phases, warm relationship building focused child-directed interaction (CDI) sessions and safe, effective discipline skills-focused parent-directed interaction (PDI) sessions, contributes to outcomes, particularly in child welfare-involved families. Understanding these dose-response patterns can clarify the pathways through which PCIT produces change.
METHODS: In a sample of 204 child welfare families with young children, we examined the dose-response relat

BACKGROUND: Little empirical research exists on child welfare outcomes of Indigenous children in the US.
OBJECTIVE: To determine if cases involving Indigenous children have higher odds of substantiation and child removal compared to cases involving non-Hispanic White children when controlling for public assistance, caregiver substance use, domestic violence, child demographics, and allegation types.
PARTICIPANTS & SETTINGS: Child welfare cases from Oklahoma reported in the federal fiscal year 2019 National Child Abuse and Neglect Data System's child file.
METHODS: Cases were classified as i

INTRODUCTION: Understanding the prevalence of caregiver substance use among families affected by the child welfare system can inform prevention and intervention efforts to reduce co-occurring caregiver substance use and child maltreatment. This study examined the national prevalence estimates of alcohol and drug dependence among caregivers affected by the U.S. child welfare system and explored variations based on child and caregiver characteristics.
METHODS: A secondary data analysis was conducted using the most recent data from the National Survey of Child and Adolescent Well-being (NSCAW-II
